Information and to coordlnata various ,,"orts of solid wllte manllJement wIthIn Johnson County. , Howaver, I believe this propoIII stopped short or the recognition or ECICOC's regional efforts of solid waste manegllllent practlc.. and If a proposed Johnson County progrllll were Implemented, It could erfectlvely hinder ECICOO'a endeavor In this area, It seems to me that your proposed position may be too all_ encompIIslng for the county level and may be more approprIate at the ECICOC level. Consider the following: JCCOC h.. recommended las hll Iowa City Council, the entity responsible for the volume reduction et the landfill) approval or the concepti and rlCOlllmtndatlons found In the ECICOC comprehensive plan, The recommendations Include a position such II your proposed progrl/ll so well derlnes, Such a position Is an overmr of the various Information and waste reduction errorts to take piece within all six counties, but, more Importantly, among them.. well, All ECICOC members currently financially support the admInistrative overhead. An Increase In this support from all ECICOC members for a new posItion has been dlscus..d and will be considered shortly, Would Iowa City and Johnson County want to duplicate this financIal arrangement of administrative overhead? Assuming we did decide to follow-up on Mr. Burns' recommendation to me on December 5 to Jointly fund a position In thIs area, wouldn't JCCOC have to become Involved and therefore wouldn't such a position fell under the JCCOC starring pettern question? This chanqe will require that municipalitiel develop alternative collection proqrams. This will entail paaaaqe ot local ordinances and increased handlinq and disposal costs.
