In ~ cursory review of the prollmlnary stona water computations for tho'
proposed Idylewllde Developmont, I obtained a smaller discharge clpaclty for
the detention pond outlet structure than Indicated In the computations, The
outlet capacity Is, however, adequlte to handle the estimated 100.year stona
water flow genarated In the 20.8.acre development, However, If the 100.yelr
storm flow fro. the 79 acres lying outside the development Is added to thlt
generated within the development Ind routed throu9h the detention pond, the
outlet structure would be severoly taxed. The consequent rise In the pond
level (648 to 649.foot rangolmay not be tolerable, ..lbe rise would depend upon
the elovatlon It the top of tho embankment for the detention pond, If the
embankment was relatlvo low, tho storm waters would overtop the embankment and
find outlet wherever the local topography permitted, If the IOO.year storm on
this area coincided with high water In the Iowa River, the situation would be
worsened,
City Park begins to flood when the Iowa River flow reaches 8,500 cubic feet per
second, This flow corresponds to a water surface elevation ef apprOXimately
643,5 feet In the vicinity of the upper end of City Park, The proposed
elevations of the permanent defentlen pool and the top of the outflow pipe In
the Idylewllde Development'aro 644,0 and 645.5.feet, respectively, In the 30
years that Coralvlllo Rosefvolr has been In operation, the water surface
.levatlon nelr the upper plrt of City Park has equlled or .xceeded 644.0.feet
in 15 of those years, In some of those years,. It has remained Ibove elevation

The mJxlmum flow In the Iowa River since September, 1958, when Corllvlll.
Reservoir went Into operation, was 15,000 cubic feat per second July 27, 1959.
This flow corresponds to an elevation of approximately 547.feet at City Park
and an estimated average recurrence Interval of 18 years,
The Corps of Engineers estimates that about a half of the capacity of the
conservation pool of the Coralville Reservoir has been lost due to
sedimentation. The Corps Is currently restudying the operating regimen for the
reservoir. The study and report are expected te be completed about a year from
now; Preliminary results Indicate that revised operating procedures will not
Increase pelk outflows from the reservoir slgnlflclntly, but that the duration
of peak outflows may be prolonged. This would obvleusly be und6slrable for '
flood plain occupants.
The hazards of flood plain occupance Ire dramatically Illustrated b{ the recent
flood experience on Cedar Creek In Harlon County. Until 1982, the OO.yelr
flood for Cedar Creek near Bussey, Iowa was estimated as 21,700 cubic feet per
second. Then a flood of 95,000 cubic feet per second (440 percent of tho
100.year flood) occurred on July 3, 1982, Less than two weeks later, en July
16, the area was battered by a second flood of 63,800 cubic feet per second
(295 percent of the 100.year flood). Factoring these events Into the frequoncy
analysis has raised the 100.year flood estimate to 61,000 cubic feet per
second,
Flood plain occupance obViously Involves risk. It seems to me that In many "..
Instances, flood plain uses other'than human occupancy are more compatible with
that risk, Besides, flood plains, like our wetlands, need to be saved from, ,p,
unrestricted development. , .."

SUbcategory. The pollutant of Interest Is the wastewater's 5-day Blologlcll Oxygen Demand
(BOD5). A 5000 gallon tank for flow and concentration .quallzatlon Is Installed It the
onslte pretreatment system for the washer wastewater treltm.nt system (Aluminum Can Washer
Wastewatlr). The Influent flow rate of UF permeate Into this tlnk will range bltween 0.9
and 4 gallons per minute. The equalized flow rate of UF permeatl leaVing this tank will
be metered Into the sanitary sewer at between O.B and 5 gallons plr minute. This tank
will normally contain 1BOO gallons of UF permeate, thus at an Influlnt flow rate of 2.5
gpm the tank's equalization or hydraulic retention time will equal 12 hours. In addition,
more than 18 hours of additional emergency storage capacity is available In this tank If

2. Duty to Halt or Reduce Activity
Upon reduction, loss or failure of the treatment facility, the permlttl' shall, to the .xt.nt
necessary to maintain compliance with Its plrmlt, control production or all dlschargls or both
until operation of the treatment facility Is restored or an alternative method of treatment Is
provided, This requirement applies, for example, when the primary source of power of the
treatment facility falls or Is reduced. It shall not bl a defense for a permittee In an
enforcement action that It would have been necessary to halt or reduce the permitted activity In
order to maintain compliance with the conditions of this permit.
3, Bypass of Treatment Facilities

Bypass is prohibited unless It Is unavoidable to prevent loss of life,
personal Injury or sever property damage or no feasible alternatives exist.

b) Bypm not axc8tdlng ItmltatlOlls. The permittee may allow Iny bypass to occur
which does not cluse effluent limitations to be exceeded, but only If It Is Ilso
for essential maintenance to assure efficient operation.
c) Notification of bYPlss:
(I) In clse of bypass, either antiCipated or unlntlclplted, the
permittee will notify the Pollution Control Superintendent, at
1000 S. Clinton, Iowa City, IA 52240. (319) 356-5170.
(2) Anticipated bypass. If the permittee knows In advlnce of the need for a
bypass, It shall submit prior written notice, at lelst ten days blfore the
dlte of the bypass, to the City of 10wI City, Pollution Control
Superintendent.
(3) Unlntlclpated bypass. The permittee shall ImmedIately notify the
City of Iowa City, Pollution Control Superintendent and submit a
written notice to thl POTW within 5 days. This report shill
speCify:
(I) A description of thl bypass, Ind Its cause,
Including Its duration;
(II) Whether the bypass has bien corrected: Ind
(tll) The steps being taken or to be taken to
reduce, eliminate and oment a
reoccurrence of the bypass.
4. Removed Substances
Solids, slUdges, filter backwash, or other pollutants remoVld In the course of treltmlnt or
control of wastewaters shall be disposed of In accordance with section 405 of thl Clean Water
Act and Subtitles C and D of the Resource Conservation and Recovery Act.
SECTION D MONITORING AND RECORDS

Samples and measurements taken as required herein shall be representative of the volume and
nature of the monitored diSCharge. All samples shall be takln at the monitoring points
specified In this permit and, unllss otherwise splclfled, before the effluent Joins or Is
diluted by any other wastestream, bOdy of water or substance. It Is the permittees
responsibility to routinely calibrate, Inspect and maintain all equipment used for sampling and
analYSis to ensure their accuracy. Monitoring points shall not be changed without notification
to and the approval of the City of Iowa r.lty, Pollution Control Superintendent.
2. Flow Measurements
The appropriate flow measurement devices and methods consistent with approved scientific
' practices shall be selected and used to ensure the accuracy and reliability of measurements of
the volume of monitored discharges. The devices shall be Installed, calibrated, and maintained
by the permittee to ensure that the accuracy of the measurements are consistent with the
accepted capability of that type of devtse. Devices selected shall be capable of measuring
flows with a maximum deviation of less than 10 percent from true discharge rates throughout the
range of expected discharge volumes.

DIvIsIon, upon the prlsentatlon of credentIals and other documents requlrld by law to:
a) Enter upon the permIttee's premIses where a regulated fltlllty or actIvIty Is
located or conducted, or where records must be kept under the cnndltlons of
this permIt;
b) Have access to and copy, at relsonable times, any records that must be kept
under the condItions of this plrmitj
c) Inspect at reasonlble times Iny facllltlls, Iqulpment (including monItorIng
and control equIpment), prlctices, or operations regulated or rlqulred under
this permIt;
d) Sample or monItor, for the purposes of assuring permit compllancl, any

to determine whether cause exists for modifying, reVOking and reissuing, or terminating this

Iowa City Pollution Control Division upon request, copies of records required to be kept by this
permit.

6. Operating Upsets
Any permlttel that experllnces an upset In op.ratlons thlt places thl p.rmlttel In a temporary
state of noncompliance with the provIsIons of elthlr this pormlt or thl CIty of Iowa CIty
OrdInance, shall Inform the Pollution Control DIvIsIon Sup.rlnt.ndent Imm.dlat.ly upon thl first
awareness of the commencement of the upsets at (319) 356.5170. A wrItten follow.up report of
the upset shall be fllod by the permittee with tho Pollution Control DivIsIon SuperIntendent
wIthin five days. The report shall specify:

slug load's Impact on tho permittee's complIance status;
Duration of noncomplIance, Includtng Ixact dates and tImes of noncompliance,
and If the noncompliance conttnues, the tIme by which compliance Is rlasonably
exp.cted to occur; and
All steps taken or to be taken to reduce, eliminate and prevent recurrence of
such an upset, slug load or other conditions of noncompliance.

8. Civil and Criminal liability
Nothing In this permit shall be construed to reI live the permittee from civil and/or crimInal
penalties for noncompllanc. under City of Iowa City's City OrdInance.
9. Penalties for violations of Permit Conditions
Any person who vlolltes I plrmlt condition shall bl subject to civil penalty IS provided by the
Iowa City Industrial USI ordinance.
10. Recovery of Costs Incurred
In addition to civil and crlmlnll liability, the permlttel vlolltlng Iny of the provisions of
this permit or city ordlnancl or cluslng damlgl to or othlrwlsl Inhibiting the Pollution Control
Division wastewatlr disposal system shall be liable to the CIty of 10wI City Pollution Control
Division for any e~pense, loss or damage caused by such violation or dlsehlrge. The Pollution
Control Division Suplrlntendent shall bill the permittee for thl costs Incurred by them for Iny
cleaning, repair, or replacement work caused by thl violation or discharge. Rlfusal to pay the
asses sid costs shall constitute a separate violation of city ordlnlnce.
