TARGET NEIGHBORHOOD EXTENSION - RENTAL REHAB PROGRAM - HALE: " The area between North Dodge Street and Sunnlt Street was determined eligible by COBG staff as a Rental Rehabilitation Program Target Area by conducting a visual survey, a housIng characteristics survey, a review of Census Income data, and a telephone survey. It was determined that the neighborhood Is Income-eligible (50S of the residents have Incomes below 80S of the median), properties are In need of rehabilitation (owners and renters expressed an Interest In receiving rehabIlitation funding), and the area Includes two-bedroom rental units (HUD requirement). Hotlon to recommend to City Council that the Rental Rehabilitation Target Area b. enlarged to Include the Summit/North Dodge area, was mad. by Parden, seconded by Coty, carried 5-0. CDBG HOUSING UPDATE . MILKMAN: Bids for rehab of First Avenue property with rehab funds In the amount of $18,000.00 have been approvod by the City Manager. Half of the cost I.e. $9,000.00 will be added to the cost of the house as a low Interest loan. Asking price Is $41,000.00 + $9,000.00 rehab loan " $50,000.00 purchase price for the property. Several changes need to be made to reflect the Iowa City program and costs. Court Case and Appeals Update Seydel stated there has been no ruling from the Judge yet on the Walsh cm trial held on December 27, 1989. Class Action was ruled. The Hearing Panel heard an appeal on Oecember 19. 1989, from a former participant In the Section 8 program owIng an outstanding debt to the Iowa City Housing Authority. The Panel upheld the Housing Authority decision to deny eligibility for further assistance until the debt was paid. . Seydel stated that four additional possible suits have been receIved. He also asked that stripes or markinqo be placed on the ceUinq of the Recreation Center pool to sorve as qUidelines to help swimmers stay in their respective lane. He stated he had heard that whon chUdren are in the pool, there are more l1fequards on duty and they are very attentive, He indicated it is at timeo when it is quiet in the pool and people lap owimminq that tho life9Uards seem to have a relaxed attitude. This involved Swim Club youth jumpinq into the pool near her, The l1fequard asked her if she was alriqht, and said she should move over to the other aide of the pool if she wanted some peace, She felt this aituation should not have happened - that tho Swim Club wu in the slme area of the pool with the lap swimmers, " Steve Thunder-McGuire, 420 H. Dubuque Street, addressed the commission reqardinq safety and consistency in tho morninq. Sho notod tho swim Club has use of tho pool in the early morning hours and after work, making it hard for a working porson to fit use of the pool into thoir oohodules. Sho was also concerned about ~vercrowding during lap swim, making it a dangerous situation, She also statod sho would liko tho Rocroation Conter to run as a business and to be moro concorned about poople loaving to go to another pool. Laura phoarman, 151 S, Westminstor, addreOled the cOl1lllission regarding last summer when they asked tho Swim Club to let tho pUblic use a lane or two instead of closing the Morcer Park Aquatic Centor down to the pUblic. She also noted she was unable to swim prior to or after work due to the Mercer Park Aquatic Center being closed for Swim Club use. C,D.B.O. VIDEO. Bev Folkedahl, 125 Oroen Mountain Drive, addressod the commission rogarding the possibility of altornating the summor programs betwoon the two pools. She.ltated Ino felt fruotrated as a taxpayer paying to support tho pool and programs, and not being able to use the Mercer Park Aquatic Centor when she wanted to. Watson stated thero may be many pOIsibilities, but the commission and staff would need to look at tho various concerns and try to come up with somo solutions. He expressed approciation on behalf of the commission for tho. group taking the time to como to tho moeting to express thoir concerns. Trueblood stated staff would begin to look at tho variouo issues and prepare a response. A video presontation pertaining to the C,D.B,O, program wao viowed by the commission. Hudek stated tho video was done in-house, and thought somothing on this ordor done by the Parks and Rocreation Dopartment would bo a positivo idoa from a p.r, standpoint. Commission members agreed that this was a good idoa to pursue. Thore was discussion rogarding the various aspocts of producinq a vidoo.
