Larsonl John the Issue I haven' t resolve~ yet Is the Senior Center's $7500. /tIS
In the budget IS preposed to lower So,ToO ceilings In a couple of rooms for
acoustIcal reasons, They have an echo problem and they wanted to lower them,
Tho SenIor Center is askIng us to change that money over for photographic and
fIlm equipment so they can better outreach. They offered to set back the
renovatIon of the ceIlings for another year in order to have the phot09raphlc
equIpment thIs year, If we want to honor that request we need to amend thIs
budget. 1m not sure that the $7500 Is worthwhile for either reason, But I
didn't know hew the rest of the Counctl felt, I propose an optIon would be
to say leave the $7500 In but to not target and decIde later whIch of the
two uses Is most approprIate.

Item, the $7500, and Just sImply dIrect It not be spent for either one of
those purposes, And by memorandum I would Just sImply advIse them that
an approprIation Is In place, the Counctl wishes to consIder It further and

When I was lookIng thru the budget again I was just lookIng at these
wonderful pie charts, I love pIe charts, they help me really visualize
thIngs and lookIng at It. 481 of all of our funds are fines and fees
compared to 371 beIng property tax, So when people are saying that
property taxes are going up so much all the tfme and every year that they
90 up, I want people to know that almost h~lf of all eur funds are fInes
and fees and that the fInes are not even a bIg, bIg, part of that so people,
especIally for non-essentIal cIty servIces are those that are usIng It are
payIng for It. I thInk that's Important to remInd people.
There's only one thIng on that Karen, and I'm sure you're aware of thIs,
but when IndivIdual does get hIs property tax bIll they thInk at that total
bill. ObvIously there's three Indent1t1es Involved In that total bill

HoD/ So you take our percentage, then you take the County's percentage, and then
the shcool distrIcts and It starts getting up there, That starts gettIng
to be a healthy Increase, But we can't control them of course.
But when somebody looks at theIr total tax bill what percent of that Is City?
About 401, Usually If you want just a rule of thumb 40-Clty, 40-School,
20-County.
Okay.
I mean that's real close and It's goIng to flux...a tad bIt, Remember on
top of school you have to add they now have an Income tax also whIch wfll
show up next year.
There were a feW thIngs that were In tho budget that I jsut wanted to protest
because I don't want to vote "no" on the whole budget because I lIke the
budget overall but sInce we don't vote on it sectIon by sectIon I wanted to
at least talk about a few thIngs that I had a concern about. One of them
was the $200,000 for the Industrial park and I know that I am probably the only
person who's not real gun.how on havIng more economic development In terms of
an IndustrIal or research park but I just don't thInk It's a dIrectIon I want
to see the City go. And the other Is that there's no rate Increase for parkIng
and I just don't know how we're ever goIng to decrease the use of cars unless
we make It economlcally.a better choIce to do and use mm transIt. So I
wanted to just mentIon that, And as Randy Is always talkIng about I want
more and moro money to human servIces and that will be a consIstent struggle,
I'll always be talkIng about that.
And a few things that I was convInced on actually was the fIre traInIng
and educatIon person and when Larry Donner saId that a few people were
Injured that may not have been Injured thru havIng consIstent, better,
traInIng that convInced me rIght away, First of all people are not gettIng
hurt and second of all. It mes the City money In the long run. And the
second one was Broadband TelecommunIcatIons dIvIsIon Intoractlve programming
person, To have a full-tIme person for that, At fIrst I dIdn't thInk It
was a good Idea but seeIng how much the system can be used and then later on
InterfacIng wIth thp lIbrary's InformatIon system I thInk It's a good
dIrectIon for us to go In.

park, I do thInk It's a dIrectIon that we should go In, I do want
to see the CIty develop. And you and I can havo a very heated agrument
about parkIng rates some tlm.

Iloro/ I thInk the transportatIon at the federal level, tho new policIes at the
federal level, are goIng to dIctate that wo really start 100kln9 at a
coordInated approach to what we're talkIng about In terms of transportatIon
for Iowa City. Not Just bus, not just car, and Its the Interstructure for '
everythIng that we have to start lookIng at, It scares me. It really does.

wanted to thank everybody for movIng St. Clements from FY92 to 91.
It's really a great situatIon to be In where it wouldn't make any
dIfference essentIally In our plans, It wouldn't shIft other thIngs
around but It will really help the neIghborhood a lot havIng that
year difference, And the other one Is that I'm glad that we're 90lng
