Th. Honorable Mlnn.tte Doderer

Des MoInes. fA 50319
Dear Mlnn.tte:
We ere very conc.rned about the propo.ed changas to the Ch~pter 97 A and q 11
pen.lon sy.t.ms, The.. changes. as propo.ed In House File 2543. Includ. e
number of .ub.tantlal Increases In benefit.. particularly for pollc. and fire
per.onnel. Whll. the legislation apr.ar. to provide addItional funding derived
from .~ploy.e contribution.,' It wll likely result In Incr...ed costl to public
employers. a. well In future y..r..
Iowa CIty paId out In FY89 a totsl of approxImately $230.000 In ordInary r.tlrement
benefits for police and fire retirees at the current 50\ allocation. At 60', that
amount would have been approxlnlat.ly $276.000 and. at 70'. $322,000. Thl. does
not Include the total $3118.000 paId out In dl.ablllty and death ben.flt.. During
that .ame year, memb.r contributions total.d $94,000 while the City paId $718,000
Into the two fund.. It I. thus apparent that thl. lucretlve pen.lon .y.tem Is'
supported prImarily by the City as the employer. whll. contributions for other
employ... .re much more closely matched by the employee..
.
In FY90. th.'Clty .III'cohtrlbute '3t'.5S1 bf eedt fll'lflghter'nagu'irid '9~5q, of-
IIch pollee officer'. ..g.. to the pen.lon 'rst.m. By comparIson. ell oth.r
employees will realize contribution. of 7.65' 0 th.lr weges to FICA .nd 5.75' of
wag.. up to $28,000 to IPERS. If we sllum. that three City .mploy.... e FIre
Capteln, a Pollee Offlc.r. and a S.nlor Malntenanc. Work.r. all esrn $30.000 thIs
year. the CIty will contrlbut. to r.tlrement lund. for .ach as follow.:
Fir. Captain $9.468
Police Officer $5,862
Sr. Malnten~nce Worker $3,905
It I. v.ry dIfficult to attach s cost proJection to each aspect of this multl.faceted
bill, N.verth.,.... It seems apparent that th.r. will b. .om. mendat.d cost
Increas.. to public .mploy.rs to fInance the ,1ncr.as.d baneflt.. Furthar. b.nerlt
Increases eccru. more to pollc. snd fire p.r.onnel. Whlla the conc.pt of brInging
all public employees under the sam. retlr.ment sy.tems moy ba d..lrable. we would
hope It could b. done In D way which would provld. more equltabl. r.tlr.ment

CITY OF IOWA CITY

Ms, Linda AnnIs

Iowa City, IA 52246
Re: Iowa City Transit
Dear Ms. AnnIs:
Thank you for your recent latter to the City Council regarding expansion or 10WI
CIty Transit service to aouthwest Iowa CIty. I am taking the liberty of responding
so thet I can provide you with additional Information concernIng transit route
planning.
This area of Ihe City will likely be one or the first to racelve servIce when the
City Council authorIzes the expansIon of Iowa CIty Trens/t. Unfortunately, I
cannot tell you s dati when any service expansIon will occur. However" call tell
you tnat two reloted actlvltl.. will be occurring withIn the next several months.
F/rlt, the City Council will be dllcuu/ng the development of a serv/cl level polley
for Iowa City Tranllt end other CIty lerv/clI. Hopefully, thll polley will guide
both tha Council and starf In regardl to expanllon of transIt servIce to newly
developed neIghborhoods. Second, al I mentlo"ed, lOuthwllt Iowa City will likely
bl one of the flrlt ereal targeted for expended ..rvlce. Our Tnnlportatlon
Planning Itaff will loon begIn working wIth the Tranllt Department to plen and
eva/uste proposed routll. Ther. lire numeroUI POlllb/e route conflguretlonl,
mlny of which would hava an Impact on existing wllll/de routes end therefore we
mUlt carefully plan routes to allure not only edequate eerv/ce avalllblJlty, but
allo allure no potential for'rlderlh/p lOll. ,
It II hIghly unlikely that the Ilrvlce IXpenllon to louthwest Iowa City would be
self-supporting. Dalplte the fact Ihat Iowa City Tranllt has a farebox to expenle
ratio fsr above natlonale\'erag.., ueer revenues cover only one-thIrd of lowe CIty
Tranllt". operating costl. Thl need for flnlnclal lublldles for transit system. II
why vlrtullly all sYlteml are publicly operated. ThIs current fiscal year Iowa City
taxpayer. are contributing $1,08 million of IUpport for the transit system, Thll
algnlflcant financIal commitment makas the City Council caUtloUI when conllderlng
any expanded eervlce request,

The Honorable John MoDonald
Mayor of Iowa City
Adminlstrative ottioe
Civio Center 410 E Washington
Iowa city, IA 52240
Dear Mayorl .
I live in Iowa city where many teenagers live. There's
not much a teen can do for fun, and entertainment. Thore used to
be a Tycoon teen bar. It was known as a hot spot for the teens to
get away trom trouble and have a place to have fun. But as you
probably know the Tycoon was olosed down bsoause of bad managmont
and drugs. I know that Tyooon was not a drug place tor the firat
year it was open, but the owners had to turn that around br
selling drugs to us teens. The Tycoon was great once and t could,
be again with the right managment. There is not much to do in
Iowa City but hang out and get into troublo by stealing, drug use,
and violonce. I would and so would many other teens of Iowa
greatly appreciate it if you would keep in mind in opening another
toon hot spot. Thankyou for your time and please tael free to ask
any questions in reguarding this proposal.
sincerely,
f} --I
