Fostor asked what the Commlsslon's position was with regard 10 tho assurances on fllo with
the FAA. Blum stated that It was his undorstandlng from the Council meollng last night that
II a grant was offorod In tho noar future, the local malch1ng fund would bo avallablo to tho
Commission for tho 10% match. The Commission was In egroomont that tho Issuo should bo
rosolvod as soon as posslblo. O'NolI will contact the City Managor to schodule a meollng with

decided at their July 25, 19S9 meeting that retmbursement of stck leave
would be considered at a later date when the length of temporary
dlsabtllty WIS determtned. The Soard Is now being asked to reimburse
Sergeant Hazlett for 1,032 hours of sick leave, O'Srlen moved and
Wlnkelhake seconded the motfon to reimburse the sick Ime hours. Tho

mental stress Issue at the State level statIng that the Stata had made
no determination on the stress factor being Job related but potnted
out that 411 states a series of tncldents and If those lIere triggered
by the Job then they should be consIdered accldentlal disability but
that It lias Roth's responSibility to shOll factual statements. Gentry
stated at the February 27, 1990, Meting Dave Harris, Roth's Sergeant
In 19B4, had several Incidents IIlth Roth's Instabtllty and that these
minutes should be made part of the record. Wlnkelhake questIoned Gentry
regarding hOIl many tncldents and hOll factual. She stated unttl the
Board lias satfsfted.
Roth stated that he had first seen a psychologist In Harch 19B7. He
stated that the purpose of his first visit lias stress related and has
been treated for emotional depress ton since that time. l/lnkelhake
asked for more dtrectlon as to Job related stress and personal life
stress . IIhlch Is the prtmary stress factor. Roth stated that his
father had passed allay in December of 1987 and in September of 1987
he had gotten divorced but noted that Harris had made a declston on
a shtft change In late 19B5 due to Roth's depression and trrltablllty.
Roth stated that he doesn't even have to be confronted by an Irate
sltuatton but merely be around a situation that may erupt. Gentry asked
Roth to give situations IIhfch this had happened and he recalled 2 recent
situations IIhich drinking persons caused him to be upset that he had
to leave to gain control. Gentry questioned if marital discord had
ever been discussed In his doctor's appointments IIhich could have caused
his depression problem, Roth said It had been dlscu~sed but feels that
his Job related stress attributed to his domestfc problems, Roth stated
that loud and obnoxious situations at 1I0rk caused extreme discomfort
and also dealing IIlth people 1I1t~ alcohol related Incidents causes a
rea 1 cha 11 enge to his stress 1 eve 1. Roth pointed out severa 1 1I0rk
Incidents that lIere domestic abuse situations and alcohol arrests that
had caused him extreme nervousness. Johnson stated that he had knolln
Roth for some time and didn't feel as If any domestic situations had
caused his prOblem and that his Job had been the stress factor. Johnson
stated that he felt that the shtft transfers that lIere recOfll11ended to
Roth IIhlle he illS on 3.11 lias to prevent the stigma of seeking mental
help.
Gentry poi nted out tha t Harris and Johnson had t~s t i fi ed to prior
prOblems and It illS the boards decision at this fOlnt. O'Brien asked
if the Board could grant an acctdentlal dlsab lIty retirement and
disregard the statement made In the legal opinion of "the mental injury
illS Incurred or aggravated at some definite time and place," Wtnkelhake
stated that his problem illS not that portion of the opinion but "mental
depression lias the natural and proximate result of an tnjury," A motion
lias made by Hanson to reverse the prtor motion made at the February 27,
1990 board meeting whtch placed Roth on ordinary disability retirement
and approve accident1al disability retirement, O'Brien seconded the

1. Peg announced that she has applied for a grant fro~ a
nell funding source, Innovations in State and Local
Government, The initial request does not specify actual
financial information, hOllever, if approved the funds are
targeted for the Camp Cardinal Project. The first
selection of proposed projects lIill be determined by March
31/ 1990,
2, The announcement of a nell permanent mooting timo and
date was postponed until the February Meeting, as not all
of the polling forms had boen received. The February
meeting will assemble at the customary time.
VI, Old Busilloss
1. The Annual Report was distributed, with Peg thankinq
Jacque McClure for her contribution of the presidents
letter,
2. The Roosevelt Neighborhood Open Space Development
Project architectural plan was displayed. The trail design
and construction was discussed in regard to the various
accesses and parking options in the area. The YACC will
commence work on the project in mid May, and end by August
30/ 1990. A Grand Opening is scheduled for September /
1990.
3. Bill Casey reported cn the Youth Services Foundation
meeting. They plan to implement an annual fund drive in
February or March, The priority needs of each of the three
agencies were determined, The Foundation will continue
developing it's community visibility to enhance it's
fundraising possibilities.
4. The Sex Equity Model and Incentive Grant update was
given by Linda Miller.
5. Case Reports were detailed by Linda Hiller.

Call to Order I As Jacque McClure was absent, Vice President Barry
Kucera called the meoting to order at 4105 P.M,
I. Introductions and Welcomol The board members introduced
themselves for the benefit of new board member Carrie
Norton, who will officially begin her term March 27, 1990,
She is replacing Jim Buxton.
II. Approval of Kinutesl Minutes from the January 16th meeting
were discussed. Bill Casey movod and Jerry Sullivan
seconded to approve the minutes as read. Motion carried,

III. ApprOVal of Finanoial Reportl The December 1989 Financial
Report was brietly discussed. It was noted that the
accounts receivable tor the Sex Equity Grant account were
receivod in tull in February. At the March meeting Peg
will be giving budget prOjections tor the remainder ot tho
fiscal year. Jerry SUllivan moved to approve the December
Financial Report. Bob Lehnertz seconded. Motion carried.

IV, Additional Agonda Itemsl
1, The terms ot two board members, Bill Casey and Jacque
McClure, will expire 5-5-90, Jacque MCClure has agreed to
renew her term and serve tor another three years. Peg has
made contact with two (2) people concerning Bill's vacancy.
Bill will continue on the Youth Services Foundation board.
2. Mayor's Youth has received a $9,000 annual allocation
trom United Way tor FY 91. Funds trom tho City ot Iowa
City increased $1,500 over last year tor a total ot

$32,000. Funds ot $14,300 were also providod by the
Johnson County Board ot Suporvisors, The city ot
Coralvillo has traditionally tunded Hayor's Youth, and Peg
oxpocts to have a tavorable response to her tunding request
again this year.
V, NIV BulinollSl
1. The Socond Quarterly Report was presented tor
questions.
2, pog has boen appointed as Vice Chair ot the Johnson
County Resource Enhancement and Protection Committoe, The
emphasis ot this group is the preservation and enhancement
ot the environment. It ia a signiticant opportunity to
disperse intormation about HYEP's role in local conser-
vation and to access potentially available tunds to support
these programs. Tho committee is preparing a tive year
plan tor Johnson County to be presented to the Iowa
legialature.
3, Peg reported on the Forgotten Halt Conteronce she
attended in Des Hoines. It was th~ tirst opportunity to
disseminate intormation on how the Youth Apprenticeship and
Career Exploration Program is ottering exploratories in
non-traditional careers and is working to help in the
employment and education ot young people,

parties in April. This is the tirst ot many activities

Board members are urged to attend these events,
), Bill Casey reported on the Youth Servicos Foundation
meeting in which they discussed the annual fundraising
drive. They are preparing a brochure to be sent to 15,000
households in the city. Projected coots of $2,500 . 3,000
include the expenses associated with printing the brochure
and postage costs. The campaign will emphasize that funds
will be utilized locally.
4, Peg and Bill HcCarty have agreed to Berve on the
Variety ClUb panel. Peg is working closely with United Way
regarding the Variety ClUb as there is concern that the
community will not readily accept yet another fundraising
entity in the community.
5, The initial lease agreement for Camp Cardinal is being
prepared by a local attorney and will be presented to the
Youth Services Foundation board for their review in the
upcoming weeks,
