affordable housing whon the Federal programs are no longer provided or aro

, regret It has taken 10 long for me to respond to your lettar of January 10, I,
too, am concerned ebout ozone-depleting chemicals such as freon.
Recently, the City of lowe City bought a "vamplre" for ths malntonance of our own
vehlclel, Including buses, Our cost for the machine was $3,750, quite a bIt more
than the $600 you quoted. Tho less expenslvo machInes recover and store rreon.
The machlno we purchased recovers 100\ of the freon and cleans It, making It
ovallablo to reuse. AI freon Is folrly expensive, wo can IDVO money over limo by
recycling It. In tho future, wo ore looking ot purchasIng an antlfreezo recycling
unIt.
I have osked our City Managor, Stove AtkIns, to Investigate ordinances around tho
country which ban or require the recycling or ozone'depletlng chemicals. I wIll
keep you updated.

modify its present code concerning Ilgnl on public property. Wo
lupport the Council's intent to keep public property from being
cluttered. but we hope that signs which make known public places of
worship could be allowed.
We believe luch signs coutd legitimately fall under the city
code's definition of a public sign, "a sign of 0 non-collllllOrclol
nature and in the public interost", We do not leek to erect large
signs, only readable signs. Wo would be happy to place signs on

REI Southeast Interceptor Sewer Project
Dear Resident I
The City's sewer contractor is scheduled to begin work on
Friendship Street from approximately one half block eaat of
Norwood Circle through the intersection with Kenwod Drive on
Monday, April 2, weather permitting. During construction, the
pavement will be removed and a new sanitary sewer constructed.
In addition, an improved storm sewer system will be installed and
a new concrete street will be constructed. This process is
expected to take about 4 to 5 weeks, but could be extended if
rainy weather is experienced. On-street parking will be provided
at each end of the project.
POlice, fire and ambulance services have been advised and are
prepared for emergency access if necessary. A special crew will
provide curbside garbage pick-up on Fridays. The Post Office has
stated that mail delivery will not be affected. '
There is no way to prevent inconvenience during the coming woeks/
it ~an only be minimized by thoughtful preparation. I'd like to
suggest you stock up on heavy items from the grocery atore and
take care of any other arrangements you wish to make.

Dear Hr. & Hrs. Gustoff:
A complaint was filed In ml office by Philip C. Howze on March 8, 1990, ragardlng
the charging of a "no show fare. The complaint also stated that the drivers
Identification badge and rate card were not prominently displayed.
A copy of the complaint was presented to you and a response was received from
your attorney, Patricia Kamath, on March 20, 1990. I appreciated your quick
response to this complaint.
I have reviewed the complaint and your response with city legal counsel and reached
the following conclusions:
1, If you wish to charge for "no shows", you must Includa the rata
on your rate Sheet/card. There Is no basis for charging such a
fee without proper posting and notification. You Indicated that
the passenger knew of tho charge prior to riding but we are unable
to verify that Information. Therefore. the Importance of havln9
such a fee posted Is evident, and a rafund of ninety-five (,95tl
should be made to Hr, Howze.
2. Section 35-22 of the City Code of Ordinances states that the
rate card must be visible to all passanger seats and each driver,
I do not feel ,that a card the size of your rata card Is visible
from the back seat when posted In the front. In order to comply
with the ordinance a larger card should be used for visibility
from the front seat or a card posted In the back seat arel.,
3, Section 35-20 states that the drivers Identification card must
be worn at all times. Hr. Howze reports that the card was not
visible. Pleasa advise drivers of this requirement.

Tho problem came when it was time for mo to pay my faro.
Knowing that the rido COltl $3.05, I gavo the drlvor a
five dollar bill, He handed mo back a dollar, ItDting that
he waa koeping tho reat for hh t1mo involved in tho "no
ahow," I loft tho cab, called tho dhpatchor, vol cod my
complaint, and wal told that the ownor inatructl that "no

Tho facts, aa atatod to ua by the drivor, were that a call waa
recoived by the Did Capitol operator, a cab was diapatched to tho
Cue Lounge, and tho cabby wont into tho lounge, called out the name
of the pasaenger, atated that the cab was there, but no one camo to
got in the cab, The cab driver contactod tho diapatcher to toll
him of tho 'no show' and waa called later in the aame evening and
askod to roturn to the Cue Lounge, At the time he got to the Cue
Loungo, he met Hr. Itowze and recognized him aa a customer who had
beon sitting lit the bar with a halt f1n18hed beer when the cab
driver mado tho firat attempt to pick up tho fllro at the lounge.
Tho cab driver delivered Hr. Itowze to the address where he
wished to go, and retained $,95 from hia change, stating that he
waa collocUng monoy from tho previoua no show. Hr. Itowze becamo
extremely indignant and said that ho ahould not have to pay bocauae
tho cab novor came boforo,

The nev boiler instilled by the University, using the lltest technology, his
brought vlth It In unexpected Ind unvelcome companion .. a steady humming sound.
Although the UniverSity hiS reduced the Intensity of this hum and Is taking melsures
to completely eliminate Its public effects, "lie felt It VIS Ipproprllte at this time
to shire vlth our 10vI City neighbors both the background Ind the prospects," says
Susln H. PhIllips, VIce President for Ffnance Ind University Services.
Elrly In the list decade, It became applrent that the University vould need to
repllce Its Iglng boIler. To minimIze the potential ~ollutlon due to sulfur dioxIde
Ind the resultant Icld rlln, the UniversIty developed a plln to Instill a fluIdIzed
bed boiler. Such a boiler combines limestone vlth high sulfur coal In a process
vhlch nearly ellmlnatos sulfur emission to the atmosphere.
The noIse problem was apparent at the time the boiler was fIrst fired up In the
fall of 1988. The enormous Induced draft fan Immediately beneath the smoke stack
that brings air in for combustIon produced a hum that vas clearly audible beyond the
viCinity of the Pover Plant. IIhen It became apparent that no operational change
would eliminate the noIse, sound measurements wero taken to Identify the nature of
the problem and a sound attenuator vas ordered and Installed In the emission stack.
ThIs Ictlon reduced the sound level considerably. In fact, the muffler vas designed
to reduce the sound far below ambIent night sounds. But the hum was and Is still
audible at certain times and places.
As the numbor of families that reported being dIsturbed by the nofse clImbed to
four, the University decided that a more detailed study vas required to detormlne
what additional steps could be taken to reduce the sound level. A local engineerIng
fIrm was askod to take sound measurements at various tImes of the day and night and
at various places In the cIty to Identffy the Intensity of sound at each of the
frequencIes specified by the Iowa CIty noise ordInance. The measurements were made
and the report completed. But the report gave no gufdance toward a solution. The
measurements demonstrated that sound levels specified by the noise ordlnanco wero, at
tImes, bolng exceeded ., but usually at frequenCies that would not be caused by the
fnduced draft fan of the boiler. In fact, at some frequenCies and times, the
measured sound levels were higher when the boiler vas off than vhen It was on due to
the different makeup of ambient noise.
In addItion to this, the University has been frustrated by the fact that the
sound appears to be affected by humidity, temperature, wind direction, and distance
from the Power Plant " but In no consistent pattern. That fs, It Is not always
noIsy on a day with high humidity, or even vhen the vlnd Is moving from the Pover
Plant towards the observation area, although at other tfmes vhen the noise Is at Its
maxtmum, those factors are present.
PhYSical Plant assigned a staff engIneer to take on this problem as his highest
priority. This assignment remains In effect until the problem fs solved. An
Immediate search for acoustical consultants vas made. The University entered Into a
contract with a consultant with expertise In sound transmission to undertako the
necessary studios and recommend a solution. After some delays due to operatfonal
malfunctions of the boller, the Initial noise measurements vere made, Theso data aro
currently undergoIng computer analysis to identify the oxact frequency and source.

Incr.ase Its .fftclency. In addition, the Unlvtrslty must perform calibration and
emission tests required by tho EPA. Although there viII be short times vhen the
boiler Is down because of operational difficulties during this "sha~edown" period, It
wi 11 be In operation most of the t Imo.
The public can help the University In this respect: Those who are currently
