Pooplo must realizo that it is not necessary for a lifeguard to be standing right next to the Whirlpool to bo watching it. Aqain, in order to alleviate a percoption, the guarding staff has been directed to physically move to the Whirlpool area in order to make poople aware of the fact that it is not being ignored. "SHOULD HAVE COMPETENT, PROFESSIONAL SUPERVISION OF LIFEGUARDS"I Wo feel we have this. Obviously, it is impossible to have a full time supervisor on duty at all times. As is the case in all communities, tho vast majority of the pool staff is compriaed of part-time personnel, with a great deal of turn-ovor each S048on. Wo try to take great care in hiring and training the best possible staff, but thore are differences in abilities, maturity, otc. Perhaps I, as Director, need to spend more timo observing programs and operations, but I really feel our record speaks for itself. "SHOULD HAVE ROUTINE EVALUATION OF LIFEGUARDS BY OTHER ADULTS OFTEN PRESENT AT THE POOL 11. E. JUNIOR HIGH TEACHER, CUSTODIAH, ETC. )"1 Our Aquatics Suporvisor has regular contact with both the teacher and tho custodian. In March, 1986 a group of early morning lap swimmera approachod the Commission requoating that tho pool be oponod by at least 6130 a.m., and 41 oarly All 6100 a.m. if possible. The Commission 41ked staff to meet with theae individuals to see what could be worked out. Aftor a vory amicable meeting, tho group agreed that opening at 6130 a.m. would, in fact, accomplish what they wanted. Thorofore, we have boon opening at this timo ever since, In 1987, wo conducted a survey at tho Recroation Center pool to dotormino tho amount of intorost in pro-6130 lap sWimming. Of tho 85 rosponsos rocoived only 13 indicated an intorest, and only nino of thoao indicated a strong intorest. We could cort41nly conduct another survey. Thore aro also two other cona1deutJons - budqot and m41ntenance. Tho immediate budget impact would bo approx1iiiitcily S780 for one year O,ued on the continued use of only one lifegllard I. If the Commiuion feels it is advisable to eliminate this flexibility, and adhero to a more rigid policy, we will do so. RECOMMENDATION I CONTINUE OUR "FLEKIBILITY POLICY", WE FEEL THIS WORKS OUT BEST FOR MOST PEOPLE. TilE "NASTY" SITUATIONS ALLUDED TO AT TilE JANUARY MEETING ARE GENERALLY THE RESULT OF POOL PATRONS TRYING TO TAKE THINOS INTO THEIR OWN HANDS - WE CAtI'T ALLOW TillS. "WHY CAN'T SENIOR AQUACIZERS USE THE SHALLOW END OF MERCER PooL?"1 We accommodate them when possible (at timu oven when they technically should not be in the pool). When certain school programs are operating they are not permitted to use the pool, like anybody else. SYMPATHETIC MANAOEMENT RESPONSE We certainly aren't perfect, and thero is room for improvement in all of us. However, I must say I truly don't believo thore is "unsympathetic manllgemont" anywhero in our department. Rosponsiveness is something we emphas1z01 it is an extremely high priority and very important to us. The individuals writing the letter, mentioned only one specific item - thoy feel we don't do a good jOb when it comes to posting noticoa. Although we feel wo have not been remiss in this effort, wo will pay particular attention to it in the futuro, and we are open to suggestions. Beyond that, they basically talk in genoralitiea, accusing Mike and Janet of being "defensivo, belligerent and non-productive." Mr. Moran indicatos that of the six people who "signed" the letter, two of them he has nevor spokon with, and of the other four, he has had problems with only one. Misa Ellerbrock indicates that sho has spokon with only two of tho individuals, and has had prOblems with only one (the aame ono). If my recollection serves me correctly, I have never had a complaint specifically directed at Mike, and only two complaints of this nature directed at JAnet (sevoral by one individual _ tho samo individual indicated abovo), I would suggest that if these individuals truly feel they havo serious problems with ~37 ,'I ,~ 8 '/. RECOMMENDATION I INVITE THESE COMPLAINANTS lAND ANY OTHERS I TO MEET WITH THE DIRECTOR, AND STAFF INVOLVED AT ANY TIME THEY HAVE A SPECIFIC COMPLAINT OR CONCERN. DEPENDING ON THE SITUATION, COMMISSIONERS ARE ALSO INVITED TO BE INVOLVED. OTHER COMMENTS "WE SHOULD RECRUIT MORE LOW INCOME USERS"I John Watson hu indicated as one of his goals for the year to adopt a low income pOlicy. At this time, with respect to swimming, we do offerl the opportunity for freo swim lessons, family swiml class discounts for senior citizensl punch cards at a discounted ratol and activities for the disabled at discounted rates. "CAN WE PAINT MARKINGS ON THE CEILING FOR BACKSTROKERS7" I We can do this, but not until we have occasion to drain the pool. Even then, we should consider its cost effectivenessl we havo had only one request. RECOMMENDATION I INVESTIGATE THE COST OF DOING THIS, IF IT CAN BE COMPLETED AT MINIMAL EXPENSE, PROCEED WITH THE PROJECT THE NEXT TIME THE POOL IS DRAINED. AT THIS TIME, IT IS UNDETERMINED AS TO WHEN THE POOL WILL BE DRAINED AGAIN. "THERE IS SOMETIMES A PROBLEM WITH ADULT PASS HOLDERS BEING ADMITTED TO THE POOL DURING LAP SWIM TIMES"I This problem exists primarily at Mercer Park. We have been doing a better jOb of monitoring it, but problems do exist, and will continue, simply becauso of the nature of the facility,.. primarily its flexibility. For examplo, when one section of tho pool is opon for lap swimming only, and another section is open for soma other program( s), the lap swimmers wonder why they have to purchase a more expensive lap pass to be admitted during theso times, on the other hand, adult pass holders wonder why they aren I t allowed entrance into the lap swimming section whilo the pool is open. It becomes very difficult to administer and moni tor.
