MILKMAN/BARNES: As a result of looking at programs In other cities, staff discussions, and HUo suggestions, staff Is recommending changes to the CoBG and Rental HousIng RehabilitatIon Programs with the purpose of creattng a more effective, streamlined and revenue-producing program tailored to the needs of Iowa City, Proposed changes tnclude the followtng: 1) Enlarge elIgible program area to be ctty.wlde with prlortty still glvon to '403" area, 2 RaIse elIgible tncome ltmtts from 1001 to 1201 of median Income, 3 Form of financial asststanco be determIned by ablltty to pay. 4 Increase In limits of assIstance to more correctly roflect Increases In costs, 5) Processtng and funding approval to be changed to allow a Revtew Board to approve projects on a more frequent basis as opposed to the HousIng Commtsslon monthly review, 67l Role of Housing Commtsslon to become the Appeals Board for grievances.
