Trueblood updated the convnission on tho
proqress of the desiqn work on thll proposlId
park/sports complllx. The latest dOsiqn plan
was compared to tho past plan, with tho
biqqest chanqe bOinq the aize and number of
soccor fiolds, Membors of tho city staff
met to discuss it, and a moetinq has bean
set to review it with tho Iowa City Kickers
Soccer Club. Ho statod staft's concerns were
the incorporation of a small lake, the
modium-size field being somewhat romoto from
the othors and bOinq too closo to a softball
Held, not enouqh warm-up area betwoen the
softball fiolds, a mini-Hold bOinq removed
from the othors/ and only ono ontranco and
exit in tho larqest parkinq aroaa, Thoro
also was shown a socondary road into the
complex, with some mOmbers of tho convnisaion
wonderinq if it was nocossary.
SChedulinq tho stratoqic/lonq ranqo planninq
sossion with Tim Shields was discussed. Tho
convnission detormined that dUrinq tho woek
in tho lato aftornoon around 5: 00 p.m. or
boforo would be preferable, with Trueblood
to contact Mr. Shields to set up a dato(s).
Watson stated ono of the convnission'a qoa18
is to establish a low incomo policy for fees
in qeneral and would profor to have tha t
completed before the bUdqet procoss thia fall.
He asked the convnisaion it they wanted to
start by ostablishinq a sUb-convnitteo or
structure discussion as a wholo. Trueblood
stated if the convnission dosired staff would
draw up some altornatives, prosent sMle to
tho convnission and at tha t time a
dotermination could bo made as to whethor
a sub-convnitteo should be appointod. Willis
stated tho department should tap into some
eXistinq low income program that is alroady
established. Moran stated staff had data
on what various agencies do as far as
dotermining eliqibility for low income. Wataon
stated a purpose statemont noeded to be
established and attached as part of the
policy, Staff will provido somo altornatives
and further information at a future meetinq.

Steinbrech roported tho Riverfront Commission
discussed placoment of siqns on the bike trail
along the Iowa River I Univorsity of Iowa's
request for vacation of a portion of Court
Street by the dam area and deeded to them,
and proposing that developers set aside land
for green space, and asking council to direct
tho planning staff to dovelop specific
proposals concorning what dovelopment is
allowod in the flood plain aroas,
Hradek stated tho committeo would meet sometime
before next month'a commission meoting.
Steinbrech reported the Foundation had met
and discussed changing the focus of the
Foundation away from the catalog idea and
identifying with a specific project that would
gonorato the public's enthusiasm and support.
At the present time tho Foundation is havinq
difficulty gotting new board members to sorvo
and an attendance problem. The Parks &
Recroation staff will develop a list of
potential projocts to be discussed at next
month's Foundation moeting.
Watson statod he had boen contacted by a vendor
regarding ico skating equipmont who wanted
to know where tho city stood as far as
constructing an ico rink. The vendor indicated
that Cedar Rapids may be constructing an ice
rink, Watson stated at this time nothing
additional would be done with regard to
roconvening the ice rink committee.
Hradek commented on various portions of the
Recreation Division's monthly report. She
also asked if staff had contacted Bill O'Brien
with McDonald's regarding a possible ki te
flying contest. She had mentioned at a
previous meeting that ho was vory enthusiastic
and Willing to help with such an event, She
asked for an update on the repair of the pool
blankets at the Mercer Park Aquatic Center,
Trueblood stated there are problems with the
quality of the pool blanket material and staff
is working with the installer at this time
to try and resolve this issue before thia
summer.
Steinbrech inquired if a park tour would be
conducted this year. Various members expressed
they thought this should be done. Thia will
be scheduled for discussion at next month's
meeting.

Committee on Community Needa celebrates the
achievemonts of local citizens, Karen Hradok
was recognized for her work for the
M1l1er/Orchard Neighborhood. Hudek noted
that the Neighborhood Centor Board, of which
Willia waa a membor, waa also recognized.
