public. It seems, however, that dandelions and other broadleaf weeds are
getttng worse every year, resulting tn more complaints. If lie are to prOVide
good turf areas, we must start uSing moro weed-control appllca ttons, and
perhaps even contract for some areas (such as around the Civic Center).

once located in South Court Hill Park, had to be removed to
4cconvnodate the sewer project in your neiqhborhood. AI a
roault, we have been provided with some tundinq to replaco it.
It occurred to us, howavor, that there miqht not bo a nood tor
a basketball court in this area, sinco one oxists in tho north
soction ot the park,

REI Landfill Activities
Tho Enqineerinq Division has hired Ed Enqroff to fill the
position of Civil Enqineer. Ed has a Master's Deqree in Civil
and Environmental Enqineerinq from the University of Wisconsin,
Madison. Ed has siqnificant graduate level course work in solid
waste enqineerinq, private sector experience with landfill
permittinq and was co-author of a PUblished article titled "The
Presence of Orqanic Compounds in Leachates and Groundwater In and
Adjacent To Foundry Waste Landfills." This bAckqround will make
Ed well suited to assume landfill and environmentally related
work whon he beqins June 4.
Joyce advised me that you have requested information on the
topics listed below. To help us throuqh the transition of
landfill duties from Joyce to Ed, I would like to postpone
research of these topics until after JUly 1. I also hope to use
the new JCCOG Solid Waste Coordinator to help with some of these
issues since thoy may be best addressed regionally.

Thanks very much for the care you gave me Monday night when I called
to report that I had lost my purse. I was relieved to bo talking to
someone that I know and I was thankful that there was nothin& in your
choice of words or tone of voiea to indicate that you thought I had
done a very stupid thing.. I had already told myself that :lnd I rea11/
did not need it from someone elsel
I appreciated your suggestions about taking care of credit cards and
the noed for concern about the security of my house. I had not yet
realized that my house key was in my puroo, You gave me all of your
euggostions in such a kind, calm, business-liko manner, and I needed
that.
I was vory fortunate that John Eckrich found my purso when he wao
riding his bicycle on Muocatine Avenue. Tho purse must have slid off
the trunk of my car when I crossod Muscatine Avenue and went farther
out on Court Stroet. I hope that I have learned that laying one's
purse on the car is not wise.
When I think of all of the things I would havo needed to tend to .
the $1000 worth of travelers' checks I had bought but had not put
away the list of numbors, tho credit cards, the drivers' license,
car registration, bonk box koy, Medicare, Blue Cross and Blue Shield
cards, etc. I am going to Japan on the 21st with my daughter Jano
and her husband so life would havo been very cqmplicated next week
trying to take caro of things. I promise I'll try to be more careful.
I lost a garbage can cover that way several years agol

The Iowa River nitrate concentration continues to register at a
level greater than the Maximum Contaminant level (Hel) of 45 parta
per million (ppm) as Nitrate, The Iowa City Water Divilion is and
will continue to monitor the river and the drinking water very
closely and keep our consumers apprised of the results.
The 'Precautionary Advisory' is sti 11 in effect and wi 11 be until
the nitrate concentration is consistently below the MCl in tho Iowa
River,
Iowa City drinking water has been measuring below 45 ppm lIS Nitrate
during thia period.
Pamphlets are available at the Iowa City Civic Center with
information and ideas on water conservation.
We have attached copies of meaaured nitrate data for April and May,
1990,
We have received many questiona on home I~,'ter treatment equipment.
Two publicatione are available to help Alewer consumer questions
about the home treatment equipment. C Ie ie published by the
Universi ty of Iowa Hygienic laborator)'. This publ ication t,QS
information on different treatment devices, how they work, and what
contaminants they will remove. Tho other ia published by the State
Health Department. This publication also has information about
different treatment devices and what the law requires regarding the
sale and performance of the treatment devices,

As you know, we have been engaged in a number of Informal conversatIons 11lth the

of our Interest In securIng the land as a potentfal Industrial park and are
further at/are of the interest expressed by the Planlllng and ZonIng Co~mlsslon
111th rospect to annexation and fndustrlal park development. Thefr local
attorney, Phil Leff, has represented the Sass famfly Interest.
We recently directed correspondence expressing our interest and have recefved a
detailed purchase proposal. Upon reviell of the propesal, and following eur
preliminary revfew of the land value, we believe that the $360,000 prIce tag 1s
teo high, particularly with the extensIve contingencies placed In the purchase
preposal. We fntend to advIse them that the land, in our Judgment and In
particular due to the easements and other contIngencies, is Simply not worth
their askfng price, They have Indicated to us that the proposal is a "bottom
lIne." I~hlle there is some element of risk, I sImply cannot recOlTllllend to you

Since the State Icglslatol's have seen fit to pass an amendment to the State
law as a direct result of the Walker situation, 1 believe further cor.~ent
I s necessary.
One of the two main changes In the la1f, Chapter 232, Is a requirement that
the police department attempt to contact a family member or at least
someone knolm to the child before any type of placement Is made by tho
Department of lIuman Services,
The secend change requires that a written notice be filed with the court
within twenty,four (24) hours of tho time when a child Is taken Into
custody by the Department of I/uman Se/'vlces.
It Is Interesting that the first change reflects the exact actions taken by
the /olfa City Police Department. The Police Department contacted the
Walker homo by phone and left a message on the answorlng machlno for III'S.
Walker, The answering machlno did not work properly, but /Irs. Walker did
play the tape on Saturday, February II, 1990 and verify the Police
Department did In fact contact the Walker home around 5:30 to 5:40pm on
February 16, 1990, Tho Police Department also attempted to contact /11',
Wal~er's brothers at least threo times between 5:30pm and 1:30pm on
February 16, 1990, but no one answered,
Hr. Walker also supplied the name of a friend, Diane Clark, who supposedly
lived at I/awkeye Apartments and stated she could be contacted to take
custody of the children. The Police Department could not locate a Diane
Clark at the I/awkeye Apartments and requested assistance from Campus
Security since HI', Walker had slated lhat Diane Clark was a student at the
University of 101iO. She liU not a student and was not listed In Campus
Security'S records, I/er husband I,as a student, bUI HI', Walker only gave us
her name.

Having no success wllh Campus Securlly, the Po/Ice Department did /ocale a
Diana Cla/'k at anolhar address in 10;la Clly, but sho did nol know anyona
named Walker.
The actions the Police Departmenl look ce/'l4Inly meel the change In lho
1411. Inleresllngly, Ihe Slale legislators did not address Ihe Issue of
'reasonable lime' during which 10 contacl someone olher Ihan Ihe Deparlmenl
of Human Services. I realize a 'reasonable time' guideline Is dlfflcull 10
define because each slluallon Is unique. Regarding Ihe Walker case, I feel
Ihe lime frame of Ihree (3) hours was more than reasonable.
The main Issue In Ihe enllre maIler was, and stilI Is, whal 10 do when a
police department comes Into cuslody of children who are not Ihe vlcllm of
abuse or neglecl. The changes In Ihe law were made 10 address Ihe Iowa
Clly slluallon, bul In reality prove 10 be of IItlle help In Ihls decision.
The newspaper arllcles, media coverage, elc. was upselllng because Ihe
Police Deparlmenl did eve/'ylhlng bul release /II'. Walker. The facl remains
Ihat Hr. Walker was slopped Ihree to four weeks prior 10 thaI Incldenl and
warned not to drive on a public roamlay and not 10 drive wllhout child
restraint seals for Ihe children. I do not believe II was a viable opllon
10 release Hr. Walker wllhoul charges.

Evenson announced lhatthe Contract hils boen signed, which means that the
transition process Is successfully completed.

Hess reported the hiring of two now staff people, Rene Paine as Administrative
Assistant and Shari Scoggin as Center Coordinator.

Hoss roported that except for the 3/4' docks, all the new equipment should
arrive within tho next 30 days.
Shaffer has ordored an Amlga 500 for use as a charactor gonerator that should
arrive soon.
Hess reported health Insurance for all PATV employees has been obtained from
from Blue CrossIBlueShlold.
Temporary equipment Insurance policies for community producers will be
discussed at the next regular meeting,

be used In constructing policies and guidelines for PATV.

Eskin explained that they did not pefSue the Iowa HumanWes Orantthal was
discussed at the last meeting because 01 prohibitive requirements, such as the
need lor a certified humanist being Involved with the Board. Coffey suggested
that the role of the Board would be better suited to dlroct community producers
to apply lor grants.
S. McGuire Inquired about the 501.C3 status, to which Hess reported that the
application process Is nearing completion,
Colfey noted that an additional 314 " edit bay Is needed to Increase the amount
01 productions that can be completed.
Shaffer reported that Dale Helling would like to meet with a member of the
Board soon to discuss City funding of this additional 314" edit bay.

Maske emphasized the need for publicity and suggested that there be an article
In the paper announcing the PATV takeover of the access facllilles. Coffey
suggested a reception cablecastllve lrom the studio, perhaps from 1.3 pm on a
Sunday. Maske suggested a ribbon cutting for publicity and Involvement of the
Chamber of Commerce, S, McGuire suggested a drawing to send someone to the
NFlCP Conference In Milwaukee, Eskin suggested tasks In preparing lor this
event be assigned. Coffey suggested a Master of Ceremonies would be helpful,
Colley, Maske and Hess will take care of the details In planning the reception.
Hess reported that lew community producers came to tho last Community
Producers Meeting, but that they asked questions about changes with the new
PATV, Inc. management
The Regional NFLCP Is being held In Milwaukee May 4, 5, and 6th. Hess Is
sending the two new full. time employees,
Discussion of a name lor the channel resulted In a list 01 suggestions, but
further discussion Is necessary for a final decision.

I am sure are aware of the dangerous oonditions that
exist at this intoroootion and tho purpose of this letter
is to urge you to take some aotion as soon as possible to
help solve the problems.
The ultimate solution would be to extend Foster Road
aoross Dubuque and to install a traffio lightt but in the
interim, we must find ways to help. Improving the visibility
to the South by trimming foilage would be one way. Slowing
traffio.by enforoement and inoreased signago would be others.
You may wont to reduoe the speed limit to 25 mph and install
signs indioating the dangerous interseotion and the impor~
tnnoe of obeying the speed limit.
Whatever is donet it should be done soon before the
inovitAble aooident happens.
