The Board of the 1ACCH supoorts your effort. to combat thl' prOblem and we have some suggestIons that mIght make the adoption of the ordInance more lIkely. The man. power necessary to as.ure that the affadavlts are SIgned will be costlv and the signIng of the document Is not likely to enhance complIance wIth the ordInance, As far as the dIstrIbution of coupons, thIS may be very dIfficult to control because coupons are delivered routInely In newspapers. Does this moan that coupon Inserts WIth tobacco advertlsement8 WIll not be allowed In the City? If so, that probably wIll not pas8 through the City government, How about banning cIgarette machInes In the CIty attogether, as was recently suggested by the Surgeon General? Gilbert [ewa Ci ty 52245 [8 June [990 . to ~q ,.. trtq &rCt~I.(J ~ 0 ~~J~~~Cckt~( fd J>>1ttrv\, As a homeownor and resident of the North Side, I have the fol- lowing concerns about permit parking for our neighborhood I 1. Does this elim1nato the problem of conge8tion and lack of parking for rosidents in the area, or simply move tho problem e1sewhore7 I'm inclined to think that many of the commuters will lIut use the lots where olle must pay, but will just find other area8 of town where they can park for free and simply get up a little earlier and walk a little further. We'll not ollminato the problem, only move It to another part of town. 2. I am mas t concerned about what is to bo done about visitorsl housogue8ts, pooplo who have organizations and moet ngs in their homos periodically. Would we each bo allowed to buy so many pormits so our guests could park in our neighborhood or would we only be allowed to have guosts and visltor8 on woek-ends and evenings 71 J. What hours and daY8 would permit parking be enforced7 Would, in fact, it be enforcod7 4. Doosn't alternate day parking pretty much eliminate storage of vohicles on the North Side7 I know thoro are students who do move their cars everyday (we have fo1k8 from Mayflower, for example, who refiulorly pork on our block), but I don't think we're n storage lot" for students. Alternnte dny parking, though n hn8Rle for those of us who live here, soems to work. 5. As I wnlk into work each day and see all the commuters roll into town and fight for parking spets on and around Gilbert and Linn, I have noticed that many of the people parking here arc not students, but are business people, University faculty and staff, and Mercy employees. The city has its ramps, but perhaps the city needs to put more pressure on the University and Mercy to provide more and cheaper parking for their people (I don't know if ~Iercy employees have to pay, I know their pnrking has been reduced beCAuse of their current building project). i I I I ' !' " , , cont. II~i I., r ' 1 '-I .:, .:, I. _ '_ Page Two 6. Another obsorvatlen os I walk to work oach day Is how many traffic lows ore violated. Peeple roll through stop signs, Ignore yield signsp speed, block sldowalks, pork up to stop signs, get Irrltated with pedestrian8 who dare to crOS8 the street and force them to stop at stop 8igns, otc., I would like to 8ee much botter on- forcement of the lows and better rush hour patrol of the area, and tickets i8sued (I know tho police ore under- stnffed, overworked, hnve more Important things to do, e tc., e tc.. ) 7, Extol the virtues of the bus system, extol tho virtues of llving close in. 8, Finally, while 0 small issue, I'm not at nil sure why I should hove to pay to pork in front of my houso whon residents In other pnrts of town don't hove to pny to park in front of their homes. Isn't thl8 n double tnx? Would this encournge er discourage people from bur, lnfi homes in the neighborhood? Also, it said In tho '01 thnt some people think homeowners 8hould hnvo proforenco over ronters. I find that offon8Ive--we'ro 011 neighbors, we're nil in this together. I om not against permit pnrking if these iS8ue8 cnn be resolvod, but I nm not enthusinstic about it, either. The issue, of course, i8 much larger--people's dependency on cnrs nnd reluctnnce to use moss transit--nnd can't, unfortunntely, be solvod by the City Council! .r .,.~,- ,I j! " jl l' I! Ilia pro- perty is abutted to the South by property owned by the Smith Brothers, and on the West by property primarily owned by ACT. Mr. Krall is interested in either developing this property for residential dwelling purposes, or selling the property to devol- opers with that goal, but the property is not now serviced by municipal water or sewer. Until those services are provided, the development of this property is limited. Wo hope that thore is Dome method by which the City can coop- erate in making these services available to this property in- cluding, if necessary, condemnation of necessary easement rights-of-way. We understand that the City staff has been con- cerned about the lack of existing building lots within this area of the City. If so, the extension of the requested utilities to this property would serve a public purpose, as well as enhancing the value of Mr, Krall's proporty for dovelopmental purposos. ...--, , , I/()g a ' I '-I :~I LI Mayor and City sta!! members Rei Ralph Krall Page 2 Juno 14, 1990 I would be willing to provide you with any additional in!orma- tion that you may wish, and look forward to your response to thia inquiry, Very truly yours, , LEFF, HAUPERT' TRAW L;~ PAL:moc CCI Ralph Krall R.
