PARKING REGULATIONS
Parking rogulatlons In the North Side have been the subject of controversy for
some time. Commuters who pork In the North Side seem to feel that the calendar
parking systom unnecessarily restricts their parking opportunities. Some Mercy
Hospftal employees and Hospital visitors feel the same way. Many North Side
neighborhood residents, on the other hand, prafse calendar parking. For them,
calendar parking has hod many desirable effects. It has discouraged the storage
of cars In the neighborhood, llmfted the number of cars which can be parked on
the streets, mode It easier to find 0 parking spot, and factlftated snow removal
and street cleaning. But other North Side residents are Incensed that they must
move their cars from one side of the street to the other every day. To these
people, calendar parking Is Incredibly Inconvenient and wasteful of energy.
The lack of agreement among North Sfde residents regarding the value of exlstfng
parking regulations, and the residents' seeming Indifference toward the
subject, Is striking. Only ten persons attended a neighborhood meetfng
sponsored by the Planning Department concerning parking regulations; nearly all
of those who attended hod different attitudes regarding current rarklng
arrangements. The lack of concern regarding the parking situation m ght be
attributed to the mild winter or to a general satisfaction with calendar
parking. A sample survey conducted by the Planning Department has revealed that
4SX of North Side residents favor retaining the current system of parking
regulations, 4SX favor some modlflcatfons to regulations, and lOX favor a permit
parking system. A copy of the survey Is In the Appendix,
The Calendar ParklnQ System
Some of the virtues and drawbacks of calendar parking regulations have already
been discussed. To summarize, the advantaoes of the calendar system are:
-Dolly movement of cars from one side of the street to the other discourages
students from parking In the North Sfde. It may also make It easier for t10rth
Side residents to find a parking spot,
-The calendar arrangement facilitates snow removal and street cleaning.
-Calendar parking Is fairly easy for the pUblic to undorstand and for Ihe Cfty
to admfnlster, Street signs explain the ordinance completely and the City soems
to have had little difficulty enforcing the ordinance.

own cars which do not start in extremely cold weather.
-The regulations do not discourage commuters from parking In the nolghborhood.
Commuters who work at the University, Mercy 1I0spital, or at downtown businesses
may still park In the North Sido If they observe calondar rogulatlons.

-Calendar parking unfairly discrIminates against North Side residents. On many
North Side streets there ore very tew parked cars. Yet calendar parking
regulations are In effect, even though uncongested streets in many other
sections of Iowa City hove parking on one Ilde of the street.
-Calendar parking unfairly discriminates against the elderly and the poor. For
the elderly, moving 0 cor every day con be a heavy burden. For the poor, parking
tfcketl are more than a nuisance, As slated earlier In this report, North Side
families are more lfkely to be elderly or poor than families In other portfons
of the Ci ty.
-The dally movement of cars wastos energy. If cars could be parked on one sfde
of the street for an Indefinite porfod of time, many persons would probably not
use their automobiles every day.
Other Parkfng Regulations
Although calendar rules control parkfng on most North Side streets, some streots
are metered, others are posted for parking on one side only, and parking fs not
allowed on arterials. Parking regulations are Illustrated on Hap I, on page 10.
Parkfnq Patterns fn the North Side
In order to determine whether existing parking regulations ore ad~quate, or If
they should be changed, Planning staff sought 10 answer four questions:
I, How many cars ore parked on North Side streets, and why?
2. What prOblems are created by on-street parking and by existing parking
regulations?
3. Are neighborhood resfdents satisfled with existing parking regulations?
4. How con parking ruIn be altered to reduce the amount of nol~e, trame,
conges t f on and Inconvenl ence suffered by North SI de res I dents?
To answer tho first of these questions, 0 two.part parking survey was
undertaken. The first part of the survey was done on January 14 and l~i
Unlvorslty classes were not In session. The survey was repeated on January 28
and 29 when Un Ivers I ty c lasses hod resumed. The number of automobl les parked on
each block In the North Side was observed and plotted on a mop.
Map 2 shows the number of automobf los parked on each block face In tho North Side
when the University was not In session. As the map Illustrates, parking
congestion (ten or more cars por blOCk), Is limited to the southwestern portfon
of the nefghborhood, How did tho parking situation change when University
classes rosumed? Tho number of cars parkod In the neighborhood Increasod from
455 to 578. Some of this Increase can be attrlbutod to students returning from
vacation, Tho rest of the Increaso Is probably due to storage of cars by
dormitory rosldents tnd a resumption of commuting to the Unlvorslty. As Map 4

Illustrates, 1II0St ot the Increase In 6:00 AM cor counts occurred on streets
closest to the University dormitories, which suggests that 0 considerable number
of cars are stored In the nefghborhood.
Hap 5 shows Increases and decreases In the number ot parked cars In the
neighborhood between 6: 30 AM and 9: 30 AM on January 14 and 15. The number ot
cars parked fn the northern and eastern ports ot the neighborhood decreased
during the three hour periOd. while the number ot cars parked In the
southwostern port ot the neighborhood Increased. The total number ot parked
cars Increased from 369 to 455. Since there aro tew places ot employment In the
northern and eastern parts ot the neighborhood. cor counts on these blocks
probably decreased os 0 rosult ot persons leaving tor work In the morning. In
the southwestern port ot the neighborhood the number ot parkod cars fncreased
considerably, especially noar Horcy Hospital and the University. Although tha
number ot parked cars Increased slightly between 10:00 AM and 2:00 PH, those
Increases were largely due to the use ot parking meters on Lfnn and Harket by
IIIld-day shoppers. Hap 6 shows Increases and decreases In the number ot parked
cars fn the neighborhood between 6:30 AM and 9:30 AM on January 28 and 29. The
overall pattern ot Increases and decreases Is very sfmllar to that ot January
14, and 15.
To supplement the January surveys 0 mallback survey was distributed during the
second week of February. Approxfmately 250 surveys were attached to automobiles
In the North Sfdej nearly half of the surveys were returnod. Hap 711lustratos
the results ot the survey,
As Hap 7 Illustrates, slightly more than one-half of the cars parkod In the
neighborhood belong to North Side residents. A large number of Mercy Hospital
workers and downtown convnuters park In the neighborhood, Hospital employees
tend to park In areas Invnodlate ly adjacent to the Hospital. Convnuters'
automobiles are scattored throughout the neighborhood. A number of student-
ownod vehfcles are stored In the neighborhood. Cor storage seems to be conflnod
soley to that portion of the North Side which Is closest to the Unfverslty.
North Side Parking Problems
A number of parking problems were Identified fn the North Side. These Include:
Congestion - Hap 3 shows the overage number of automobiles parked on North Side
stroets on January 28 and 29. A large number of block faces In the southern and
western portions of the neighborhood are full, or nearly full. of parked cars.
Accompanyfng this parking congestion ore excessive noise, pollution, and visual
blight, The large numbers of cars parked on tho streets make pedestrian traffic
dlftfcult and limit drivers' lines ot sight at intersections.
Lack of Parking for North Side Residents - Several of the stroets closest to
the University (Ronalds, Fajrchlld, Davenport, and LInn) ore otten so congestod
with cars that neighborhood residents cannot ftnd parking places noar their
homos. Hoving Into or out ot one of tho houses In this part of the North Side
can bo a major problem. On many occasions driveways and alleys are blocked by
parked cars. Since anyone who chooses to park In the neighborhood can do so,
commuters otten tako parking places which should, In fairness, be available to

neighborhood rosldents. Parkfng rogulatlons whfch 1I0uld gIve preference to
neighborhood resfdents would remedy this problem,
Traffic " Since many of the cars which park on North Sldo streets come from
outside the neighborhood, the amount of traffic on neighborhood streets Is
significantly increased by these commuters. Thul, the parking problem Is also 0
traffic problem. If current parking regulations lIere altered to discourage
parking In the neighborhood, tho amount of traffic 1I0uld probably also decrease.
Cor StoraQ! " According to University regulations, students IIho olin automobiles
and reside in dormitories ore required to register their cars IIlth the
University and store them In University storage lots. In practice, It Is
impossible to force students to comply IIlth University regulations; so many
students store their cars in the North Side. Only 0 permit parking systemllould
el1mfnate daytime on-street car storage In the neighborhood,
Hercy Hospital parking lots (wfth the exception of the "Doctors' Lot") ore
usually completely full by noon. There Is no place for hospital visitors to
park EXCEPT on the street. The shortage of short-term visitor and patient
parking around the Hospital Is caused by the preponderance of hospital
employees' cars parked In lots for eight hours or more.
There are several areas near the Hospital where parking meters could be
installed in order to Increase the supply of Short-term parking spaces.
Additional short-term parking might also be created If parking lot rates were
changed to discourage long-term parking or If hospital employees were encouraged
to car pool or use public transportation. The Hospital administration might
wish to consider Issuing free bus passes to employees, purchasing automobiles or
vans for a cor/van pool program, or renting unused parking space In the North

Nell Parking Regulations for the North Side
If ten North Side residents selected at random from the neighborhood were lockod
1n a room and ordered to compile 0 list of parking "problems" In the North Side,
the list might look somothlng like this:

and Hercy Hospital.

Of course not all of tho ten North side resfdents would agree that the
"problems" llstod above are Indeed problems. One or two of the ten Illfght point
out that cars which ore parked close to fntersectlons slow down traffic and make
the streets safer for pedestrians and drivers. Several might argue that no
parking congestion exists In many parts of the neighborhood.
Even ff the North Side neighbors could agree on what the parking problems were,
would they be able to find a solution to these prOblems whfch would be
acceptable to 0111 Probably not. For Instance, If all ten North Side residents
agreed that too many cars were parked on some blocks, one person might suggest
allowing parking on both sides of the street. Another might venture that
landlords should be required to provide sufficlent off.street parking for their
tenants, Still another might argue that students should not be allowed to store
their cars In the neighborhood. If each of these Ideas was discussed at length,
the residents might eventually reach 0 consensus on which Idea would solve the
particular problem. .
In the "real world" there Is no way to gather all North Side residents together
to discuss parking problems and solutfons. Consequently, no consensus con be
reached among North Side neighbors on whiCh "solutions" to parking prOblems ore
best. Without such a consensus, planning staff must recommend changes In
existing parking ,'egulatlons which will alleviate the problems described
ear1for In this report and create no slgnfffcant additional problems. Only the
replacement of current parking regulations with a permit parking system would
reduce parkfng congestion, eliminate student car storage, eltmlnate
Invonvenience caused by .the calendar parking system, and reduce traffic In the
neighborhood.
A Permit Parking System
The pormlt parking ordinance would have the following elements:
-Neighborhood resldonts who wish to park their cars on tho streets would
purchaso 0 permit from the City. The permit would be sold for a nominal
fee, e.g. $10. The permit would be displayed on the nofghborhood
resident's cor, Initially, no permits would be sold to non'resldents; the
City might wish to 5011 0 1fmited number of permits to non-residents after
the system has been In place for a year.
-Parking would be allowed on one side of most streets, although in some
cases parking could be expanded to both sides of the streot, such 05 on
L Inn. Signs would be posted on the streets which would stato: "Permit
parking area. Two hour parking for cars without permits." Neighborhood
resldonts with permits would be allowod to park on the street for an
Indefinite period, Non-residents would be allowed to park for two hours.
Pollee or the Parking Department would ticket cars without permits which

required would be minimal, after commuters became aware of the orclfnance.

-City cor storago requirements would be relaxed. A North Side resldont
would be allowed to leave on automobile in the some location Indefinitely.
-Parking pormtts would be sold once 0 year. Revenuo from tho sale of
permfts would be used to administer the permit system and enforce parking
regulations.
-Nolghborhood residents could obtain temporary permits for visitors from
the Civic Center. These permits would be good for one week. Abuse of the
temporary permit provlstons of the parktng ordtnance would result In the
revocation of permit parking privileges.
-The permit system would encompass most of the North Sfde. The permit
parking ordinance would allow the expansfon of the original North Side
permft parkfng area upon petition by City residents and a finding by the
Department of Planning and Program Development that permit parking areas
should be expanded.
.Advantages af 0 Permit ParkfnQ System
The establfshment of a permit parking are fn the North Side could hove 0 large
number of advantages over the current system:
-Air pollution, noise and traffic In the neighborhood would be reduced. The
North Side would become a much more destrable neighborhood In which to
ltve.
-Parking congestion would be reduced. Neighborhood rosldents would be able
to find parking spots near their homes. Their visitors would 0150 be able
to find places to park.
-Storage of cars In the North Side by Unlverstty students would no longer be
possfble.
- The numerous annoyances caused by odd-even park I ng regu I at Ions would be
elfmlnated, Neighborhood residents would no longer have to move their cars
every day. The elimination of odd-even parking would be especlally nice
for those North Side residents who doslre to use publfc transportatton,
hove trouble gettfng out of the house, have cars which do not start In
extremely cold weathor, or wish to leave on vacation for a few days.
-Short-term parking opportunttles would be created around Mercy lIospltal.
lIospftal employees would no longer be pormlttod to monopoltzo parktng spots
In the areai parking meters could be tnstalled for tntermedtate-term
parking.

-A permit parking system would encourage the conservation of energy, Cars
would not hove to be moved every day. The system would encourage both
North Side residents and non-residents to use public transportation.
Would 0 Permit Parking System be Legal?
In order to "stem the flow of traffic from cOlMlerclal and industrial districts
fnto adjoinfng residential neighborhoods," Arlington County, Vfrglnla, adopted
an amendment to Its zoning ordfnance authorizing the CHy Manager to Issue
parkfng permits to resldonts of neighborhoods which were espoclally crowded with
parked cars from outsIde these neighborhoods. Parking an automobile in a
netghborhood wfthout a permit (in a restrtcted area) was mode punishable by
fine,
The ffrst area to be designated as 0 restrfcted parkfng zone was 0 portfon of
Aurora Highlands near a large industrlal-offfce complex. Although the Supreme
Court of Vfrglnfa struck down the ordfnance on constltutfonal grounds, the U.S.
Supreme Court reversed the dec Is I on, ho Idt ng that:
"To roduce air pollution and other envlronmental'effects of automobile
commuting, a community reasonably may restrict on-street parking avaflable
to commuters, thus encouraging reliance on car pools and mus transit. The
same goal Is served by assuring convenIent parking to rosldents who leave
their cars at home during the day. The community may also decide that
restrictions on the flow of outside traffic Into particular resldontlal
aroos would enhance the quality of I He there by reducing noise, traffic
hazards, and litter, ... The Constltutfon does not outlaw these social and
environmental objectives, NOR DOES IT PRESUME DISTINCTIONS BETWEEN
RESIDENTS AND NONESIDENTS OF A LOCAL NEIGHBORHOOD TO BE INVIDIOUS."

This Supreme Court opinion clearly authorizes permit parking ordinances.
Furthermore, It allows cities to fnstltute permit parkfng ordinances tn certain
neighborhoods i a cfty need not Implement the system In all of its neighborhoods.
The Supreme Court on Iy requf res that dls t f nct Ions which are drawn between
neighborhoods rationally promote the ordinance's objectfves.
A large number of communities have adopted pormlt parking ordinances, Including
the Olstrlct of Columbia, Atlanta, Baltimore, San Francisco, Boston, Cambridge,
Charlottesvflle, Virginia, and Wflmlngton, Delaware.
Other Approaches to North Sfde Parking Problems
If a permit parking ordinance Is not adopted, changes might still bo made in
existing regulations which would fmprove the parking situatIon In the North
Side. These changes would not hove the beneficial and far-reaChing effects of a
permit parking ordinance, but would Improve the current situation somewhat.

with Mercy Hospftal. This approach Is probably not advisable. In many cues
landlords simply cannot provide off'street parking on their properties. In other
cases to do so would be aesthetfcally undoslrable. Mercy Hospital could provide
parking for 011 of Its employees by demolishing housfng fn the North Side, but
this Is deflnftely not desfrable.
CONCLUSION ANO STAFF RECOMMENOATIONS
The stott recommends' that a pormlt parking ordinance be drafted for the approval
of the City Council. While the permit parkfng ordinance fs being drafted, the
ex~~t b9Ynd~rles of the permit area would be delfneated, parking stickers
prepared, signs prepared, etc. Much of the preparatory work for these
activities has already been done os port of this study.

Dear Mr, Pechous:
In accordance wIth our recent telephone conversation, I wish to
confirm your responses to my InquIrIes regarding the removal of tho huge
pile of brush and debris which was dumped behInd this property last fall
during Hr, Ford's landscaping to extend the playgrOUnd.
You assured both Dr. Gurll and me last fall when thIs was undertaken
so preclpltously..wlth no notlfcatlon to any of the homeowners In the
vicinity, which would hove been advisable or, at the least, common courtesy..
that the pIle would be removed eIther later In the fall or early this spring,
You also assured us that no erosIon would occur since the denuded area would
be promptly seeded.
The pile Is still plunked In our backyard and Is quIte an eyesore,
The denuded area has not been seeded and there Is considerable erosion; a
huge rIvulet now runs down the hill and Its contents stagnate In a muddy
pool In back of the house (pictures enclosed). The city storm drain, which
Is on both properties, may well be Inadequate to deal with all this new
water runoff, whIch of course, highly Increases the chance of flOOding;
this happened some years ago when the storm drain was smaller (the city
then replaced It with a larger one). The landscaping h!1 greatly dIsturbed
the ecology, adversely affecting the wonderful wIldlife In this area.
WhIle you said you were unable to give me an exact timetable for action,
you did again assure me that (after the school year ends In June) Hr. Ford
would be attendIng fIrst to another erosIon problem caused by driveway and
roof drains at the school, then would be turning his attention to tho above.
mentioned concerns. You also saId that Hr. Ford's overall plans for the area
are displayed at the school so that anyone who wIshes to do so may view them,
As I stated, we have recently sold our home and do not wIsh to leave the
new owners with an eyesore and an envIronmental problem. If my recapitulation

and attentIon to this matter are greatly appreciated.

the Iowa City Affordable Houaing Task Force being created. I
am currently serving a second term on the Committee on
Community Needs and a second year as Vice-Chair of that
committae, I am also on tha initial Board of Directors for
Iowa City's recently created non-prOfit corporation to
manage the cable pUblic access channel, PATV, Inc.
I feel I can contribute to this task force my experience
from not only the Committee on Community Needs but also from
over fifteen years working in the human services field,
speCifically with disability and developmental disability

being priced out of the housing market or being confrontod with undersupply of

Importance of this project, I would feel prlvf1eged to work on 0 citizen's

I am volunteering to work on the Task Force tor Attord-
able 1I0using. There are throe particular strategios that I
have an interest in investigating turtherl First is encour-
aging more development in the townhouse, zero lot lino, and
condominium housing markot, It might be usetul to develop
standards that are unique to these torms ot homo ownership.
A second area that I believe should be pursuod is en-
couraging the "mass production" ot detached, single tamily
dwellings. In this town, we no longer have any tract
builders. Somehow, we have ended up with innumorable con-
tractors, mostly building tor the middle and high end buy-
ers.

A third aroa that should also be pursued is the romod~
oling and re-development ot the used housing stock. In this
market, tirst-time buyers can recoive more value tor their
money it they buy older homes. We should bo lOOking at
whether local polioies oncourage those purchasos.

Housinq Task Force that the City Council will aoon be appointinq.
While I do live outsido of the citi' limita, Steve Atkins tells mo
that you will be includinq individuals beyond city residents.
As you are aware, the ICAD Group sponsored a workshop on houainq
at ita April conference. We found it to bo the most "popular"
issue on our agenda and between 70 and 90 individu,,;J took part
in one of the two sessions on housing. We did have participation
by individuals from outside Iowa City, as this is a problem
facinq the entire area. And, as a matter of fact, a
recommendation came from the workshops to form a task force.
You may not know, however, that tho Leaque of Women Votora of
Johnson County is beginning a study of affordable housinq also,
and I will be chairinq that study. The League will be lookinq at
housing in the entire county.
No doubt the Council will be appointing ropr08ont4tives of
various constituenciea -- developers, realtors, bankors, those in
need of housing. I do hope you will also appoint some persona
who don't represent any particular constituency, The perapective
of individuals not as directly affected and without aolf intereat
is a valuable and necessary ono.

I beliovo we are prepared to presont to the City Council
a "Unal draft" of the conceptual plan, and a preliminary cost
estimate for the park/sports complex proposed to be constructed
adjacent to the south treatmont plant.
From a staff point of view, we are quite ploased with
the design, although a few revisions are being considerod. It
appears to us to be very functional, and yet aosthetically
pleasing.
Preliminary cost estimates total slightly over
54,000,000, Having just received this information yestorday,
we have not critically analyzed these estimates, as yet, but
will do so as soon as we receive a more detalled breakdown,
The estimate does not include land acquisition or construction
costs for on entrance roadway into the north section of the
pork. Obviously, this is something which still must be
addrossod, Also not included are cost estimates for the
development of Napoleon Park, as we had discussed.
I know the cost estimate is considerably more than I
had originally indicated, but thore are several reasons for
thisl Throe years ago, we were looking at tho possibility of
four softball fields and maybo ton soccer fields - we are now
looking at a five-field softball complex and 17 soccer fiolds
to acconvnodato our needs, and allow for some future expansion,
all parking lots and roadways are proposed to be concrete, there
is a very healthy amount budgeted for playground areas and
signage, the proposed soeding budget appears to be quite high,
as does the troe planting estimate, and there is a very sizeable
amount projected as a contingency, plus an inflation factor
which miqht not be necessary.

Wator ratos wero hst increased in Soptomber 1988. Sinco that
timo the Wator Phnt has initiatod using an octdi tional chlll:lical
treatment to the water supply and began nocossary capital
improvoments to the physical phnt and distribution mains. Tho
proposod rate should generate approximately 11.1' more rovenue.
WASTEWATER TRP.ATMENT
Wastewator treatment rates were also increased in September 1988.
Additional revonue is required to fund the debt issuod for the
completion of the Wastewator Treatment Facility Project and the
overall decrease in consumption by customers, The proposod rate
will increase revenue approximately 9.1'.
Attached are comparisons of the existing and proposed ratos. I
will be attending the informal Council Meeting on Monday, Juno 25
to answer questions that you may have.

Iowa Law, Chaptor 98.2, prohibits a porson under eighteen years of age
to bo furnished 'by gift, sale or otherwlso any smokeless tobacco,
clgaretl.s or clgar.tt. papers or any paper or other subslanco mado or
prepared for the purpose of use In making clgarottes.'
Chapter 98.3 sets the penalty for tho first violation at a simple
mlsdemelnor which allows a Jail time of 30 days or a fine of S100. The
socond, or any subsequent violation, Is considered a serious misdemeanor
subject to a Jail torm of ono year or SI,OOO fine or bolh.
The stale Uniform Crime Report does not provldo a calegory for a tobacco
violation, Tho call to tho pollco deparlment would be recorded as a
IIIlscelllneous Incident IS well IS recorded IS a Juvenile Incident,
however both contain numerous other Incldonts for which there Is not a
specific reporting code. To determine the exact number the department
would need to print out all Juvenile reports lhen IndiVidually review
lhe radio card In order to locate a reported violation of the tobacco
laws.
The people who work In the records section of the pollco departmonl
recall In Incident earlier In 1990 In which a female did contact the
department In regards to her son who had purchased cigarettes somewhere
In Iowa City. The pollee dopartment does nol have any arrest data for
lhe violation or of any other tobacco vlolallon.
In any discussion of this malter we must remember lhe vending machines
are a mljor source for cigarettes.

adopted for PATV, and a name, loso, and elosan will be eeleoted
at the next meetins. The draft of the soale and plane wae
adopted by the Board 00 the workins plan for the firat year.

AooeoD Televieion Board woe reoonfirmed by the Iowa City Publio
Library Board of Trueteee.
Heao received a response from United Way, whioh hao turned PATV
down for fundins next year. PATV will not be put on pledse oards
ao a dieoretionary asenoy that businesDeo oould oheok off, Starr
mentioned, however, that there ore oertain limitationo plaoed on
PATV for additional fundraisins if PATV beoomeo an asenoy funded

Eveneon brousht to the Board'e attention the letter from Jim
Larew requeetins PATV to file an annual report. Eveneon said ehe
would take care of this matter. Aleo, any ohansee in addreeeee
need to be notod for the annual report.
Eveneon noted a letter from Marjorie Hayden-Strait in whioh ehe
requeoted the development of an Education Committee whioh would
"create, develop and implement video training and volunteer
opportunities for 'Pereone with Speoial Neede.'" Eekin
susseeted thie requeet be worked in with the soale and plane for
PATV.
Upon inquiry by S. McGuire, Heee reported that he had received
the PATV interim budset from the oity, and he could now eubmit
the applioation forms within a month for PATV's non-profit
etatue, alons with the budget and the reet of the tax forme.
Orsren oommended Hese and etaff for their work on the Open Houee,
which PATV hoeted at tho Community Prosrammins Center on April
29th. Thie drew a round of applauee from Board membere preeent.
Heee reported that fifty-five people eisned the gueetbook.
