The SEATS manager has Informed Council thai Ihere are sevaralreasons lor Ihe ridership Increase which has
caused the nood 'or addltlonallundlng. One ollho reasons Is Increased uso 01 SEATS by Work Exporlonce
Program studonts of tho School District. Tho City has spent approxlmate~ $7,750 transporting theso students
In FY90, up 66% from FY89. '
We aro Informod \halthe School District has relmbursod the $1 suggested donation lor theso trips. While Ihls
Is appreciated, \ho Mayor has asked us to romlnd you that the expenso 10 tho City lor provldlng tho aervlce Is
$3.10 per trip, which will bo Incroaslng to $3,61 In FY91.
Tho City Council Is unanimous In Its support 01 tho Work Exporlence Program and tho use 01 SEATS as a
mobility enhancement lor persons with disabilities. However, financial support by the School District above the
$1 suggested donation level would be appropriate and your consideration 01 this matter al upcoming budgel

Thank you for contacting mo. I am glad you took the time to
share your concerns.
Tho N~tiona1 Endowment for the Arts has come under scrutiny
in recont months bocause of concern over the controversial work
of various artists who have benefited from NEA monies. Many
taxpayors have boon upset to loarn that their tax dollars help to
subsidize art which thoy find offensive. I can appreciate your
dosiro, and the oagorness of othor mombors of the arts community,
to mako your views known on this issuo.
As you'll rocall, tho dobate was set off last summor
Ovor exhibits of artists Andres Serrano and Robert Happlethorpe.
I'm inclinod to agroe with my constituents who feel that these
individuals should have used better discrotion when detormining
tho content of thoir NEA-supported work. They should have
understood that thoir work would causo problems for the NEA, the
many arts advancoment organizations which roly on NPJ\ generosity,
and for their fellow artists. I would think they could havo
shown more sensitivity to the taxpayers who were holping to
support thoir work.
Howover, I don't think it's appropriato for Congress to lash
out at the NEA for this situation by eliminating NRA fundinqJ 1D
tho 24 years of its oxistence, tho NEA has mado some S5,000
grants nnd fower than 20 of them have drawn any negative
attention. That's a pretty good track record. One
of tho greatest things about tho NRA -- and it's especially
important to statos like ours -- is that it helps to take tho
arts into our small communities. Symphonies, dance, theater and
folk arts are no longer ovonts that can only bo enjoyed in large
Cities, thanks, in large part, to the NEA.
Tho arte community suffered many setbacks during the eight
yoars of the Reagan Administration, as proeident Reagan workod
to convince Congrese that tho arts wore a good target for the
budget axo. Congress neods to think carefully beforo it chips
Away further At a budget that's already boen made lean And is
struggling to support a number of worthy programs.

On June 12, 1990, City Manager Steve AUln$ received your letter
addressed to R.J. Pechous, Principal of Reglnal Elementary School
re9ardln9 the brush and debris behind the school.

This letter was forwarded to our offfce so that a city Inspector
could look the area over and determine what, If anything the City
could do.
On June 15, 1990 a city Inspector went to 2120 Rochester Avenue
and looked at the area In question. It was determined that because
of the brush and debris, the school was In violation of the City
Nuisance Ordinance. A letter of violation was sent to the school
on June 18, 1990 re9ardlng the debris and brush.
On June 2&, 1990 the city Inspector received a letter from R.J.
Pechous, Principal of Regina Elementary School alon9 with a
schedule for their construction, (A copy of both are enclosed)
The senior bUilding Inspector has advised Mr. Pechous that they
have until July 20, 1990 to clean the debris and brush out from
behind the school.

Planned Parenthood center In Iowa City, Specifically, you requested that
the Planned Parenthood of Mld.lowa Board of Directors reconsider the
decision to establish this clinic,
First, please know that we were not aware that the maller regarding the
establishment 01 a Planned Parenthood center In Iowa City was on the
agenda for Board discussion. In the Mure, we would very much
appreciate the opportunity to be present for any InquIries when we aro
discussed at a Board meeting, Notification 01 meeting times and dates
can be sent to this office. You will note a fax number on this lellerhead
for expediting communication as necessary.

Advocates I , we write to urge rou to begin a recycling program In
Iowa City as soon as possible, We would like to see the Council
create an incentive program for industry and other local
institutlons (e,!!., the University) to recycle, since tho)' nre
responsible for the great majority of what goes into our solid
waste stream and the landfill. We would oleo like to see somo
provision made for household recycling. At a minimum, we believe
there should be drop-off bins in various parts of the city for
glass (sorted by color) and for tin cans and other nonferrous
metals like what Coralville hilS. Of course, what we really need
is a curbside recycling progrnm. The time Is long past for our
