Thank you for contacting mo. I am glad you took the time to share your concerns. Tho N~tiona1 Endowment for the Arts has come under scrutiny in recont months bocause of concern over the controversial work of various artists who have benefited from NEA monies. Many taxpayors have boon upset to loarn that their tax dollars help to subsidize art which thoy find offensive. I can appreciate your dosiro, and the oagorness of othor mombors of the arts community, to mako your views known on this issuo. As you'll rocall, tho dobate was set off last summor Ovor exhibits of artists Andres Serrano and Robert Happlethorpe. I'm inclinod to agroe with my constituents who feel that these individuals should have used better discrotion when detormining tho content of thoir NEA-supported work. They should have understood that thoir work would causo problems for the NEA, the many arts advancoment organizations which roly on NPJ\ generosity, and for their fellow artists. I would think they could havo shown more sensitivity to the taxpayers who were holping to support thoir work. Howover, I don't think it's appropriato for Congress to lash out at the NEA for this situation by eliminating NRA fundinqJ 1D tho 24 years of its oxistence, tho NEA has mado some S5,000 grants nnd fower than 20 of them have drawn any negative attention. That's a pretty good track record. One of tho greatest things about tho NRA -- and it's especially important to statos like ours -- is that it helps to take tho arts into our small communities. Symphonies, dance, theater and folk arts are no longer ovonts that can only bo enjoyed in large Cities, thanks, in large part, to the NEA. Tho arte community suffered many setbacks during the eight yoars of the Reagan Administration, as proeident Reagan workod to convince Congrese that tho arts wore a good target for the budget axo. Congress neods to think carefully beforo it chips Away further At a budget that's already boen made lean And is struggling to support a number of worthy programs. Dameron, MPH Director ;Johnson County Board 01 Health Health Center 1105 Gilbert Court Iowa City, Iowa 52240 Dear Mr, Dameron: You wrote on June 15, 1990, at the request of the Johnson County Board 01 Health. to express the objections to the establishment 01 a Planned Parenthood center In Iowa City, Specifically, you requested that the Planned Parenthood of Mld.lowa Board of Directors reconsider the decision to establish this clinic, First, please know that we were not aware that the maller regarding the establishment 01 a Planned Parenthood center In Iowa City was on the agenda for Board discussion. In the Mure, we would very much appreciate the opportunity to be present for any InquIries when we aro discussed at a Board meeting, Notification 01 meeting times and dates can be sent to this office. You will note a fax number on this lellerhead for expediting communication as necessary. As ~"U may be aware, the e~tabllthment of a Plann~ Parenthood clinic In Iowa City Is well underway. In fact, at this time, remodeling 01 our lacllity on the corner of Iowa and Unn Streets Is mld.phase, For this reason, your request Is most difficult to address. I willi however, discuss your leller with the Planned Parenthood of Mld.lowa Board Officers at their next regularly scheduled meeting, I do not anticipate at this time any revision 1n our plans, Frankly, I am enormously disappointed to loam that the Johnson County Board of Heallh would object to the establishment of a preventative heallh care program In the community, As you know, we are facing serious reproductive health care needs In Increasing proportions, Because of the rise 01 chlamydia Infections, the risk of AIDS exposure, the Increase 01 births to single women resulting In an Incroase In births Irom lout 01 every 8 slate births In 1984, to lout 01 every Sin 1989 10 P,O, Box 4557 I Des MOines, IA 50306 . 515/280-7000 . FAX: 515/280'9525/~?? - - :-, g- Lf LI ' 1'- , : ' , ' - women. It seems only prudent that reproductive heallh caro provldors expand the opportunities to assure access to these preventative ser. vices, In addition, Planned Paronthood Is vory concerned about the continued attacks on the rights of women to exercise reproductive choice. As you well know, It a post.~ environment, It now becomes a maller betwoen a woman ~olitlclan rather than a woman and her doctor os 10 whether or not she will continue a pregnancy. We would like 10 bellove that the right of reproductJve choice could be guaranteed for Into the future, Instead, we know now thai we will be straleglz/ng from one leglslatJve session to another far Into the future. In response 10 tho changing reproductJve health care climate both In terms of patlont needs as well as political events, It has been doclded Ih.n! !! PlMngd Parenthood presence will ba established In all milJor urban areas in tho State of Iowa, To exclude Iowa City from that state.wlde plan, seems to us untenable. You acknowledge that Johnson County does need '0 address further eexuality Issues such as Inlant mortality, STDs, AIDS, and unintended pregnancies,' your main concern was stated as 'not the availability of serVIces. but the financlal resources to meelthe needs of our popula. tlon,' It would be my hopo that by Joln/ng efforts, we, with the Board of Health, could stratoglze 10 increase those resources and meet the critical needs of tho citizens of the community rather Ihan object to the expansion ellorts of enother agency. On behall of Planned Parenthood, please express our desire to cooper. ate In overy way with the Johnson County Board of Health. We look forward to provldlng any add/tlonellnformatlon as requested, ~'~cer~, f -rJj.1 t(MLL , JiU June Pres/dent JJ/pab li~1 tJ E! ':1 ,L{ s. -"---. June 28. 1990 ~,~.. We would oleo like to see somo provision made for household recycling.
