Doar Mr, Atkinsl
I am writing to request that the motel tax be waived in the
oircumstanoe of lod~ina disaster viotims.
Ouri~ the reoont floodin~, we housed individuals at several
looal motels, Since tha flood was deolared a federal disaster,
tho National Red Cross will be payin~ for oosts related to
emer~enoy temporary housing,
Because we are a tax-exempt or~anization, the motel tax is
not reoo~nized as a le~itimate expense within the oontext of
the vouoher reimbursement system. If the tax oannot be
waived, the local ohapter will try to piOk up this cost.
There is a preoedent in other cities for ~rantin8 this waiver
but to my knowledge, no request has ever been made here and
so I am doing so now, Thank you very muoh for your consideration,
Sinoerely,

Dear Hs. Cain:
Thank you for your recent letter askln9' me to take another look at
the Issues related to funding eligible Items for the Iowa City Rail
Economic Development project. Your letter and the project englneor's
correspondence were most helpful.
As a result of my review of your material and our files Including
, both the estimated and actual project costs, 1 will recommend the
Transportation Commission Increase Iowa City's award from $48,000 to
$67,217. Hy decision Is based on a revised total project cost of
$84,022 and reflects the low bid unit price and the actual quantities
of eligible Items Installed. (The 27.lnch storm sewer remains an
Ineligible Item.)
The next regular meeting of the Transportation Commission Is
scheduled for August 7 and 1 have placed this recommendation on the
agenda for the Commission's action. I approclate your patience and
persistence on this Issue and look forward to working with you again.

MERCY HOSPITAL AIR ACCESS FACT SHEET
Morcy Hospital Iowa City Is seeking the approprlato city approval to
bocome accosslblo lor pallonts bolng Iranslorred by air ambulanco.
During Iho past decade, air transport for medical care has become the
standard 01 care for pallents whon time Is an essenllal factor. Mercy Is
tho only relerral hospital In Iowa which doos not have air access. In lact,
tho only ones wUhout air accesslblllly aro two rural hospitals 01 less than
30 beds. Since more Ihan hall of Mercy's patients come from outside 01
Johnson Counly and Mercy speclallles such as cardiology and
cardiovascular surgery sorvo southeast Iowa extending In a 100 mile
rddius, ihere Is a need for prompt, direct access to Mercy Hospital lor
patlonts under the caro 01 Mercy physicians. Currently, Mercy patients are
flown by helicopter to the Iowa City Airport and Iransported by ground.
Air access to Morcy Is needed to accommodate four or live onllenls n
lI1AIl1b. already being cared for by Mercy doctors:
, Mercy patients should have physician and hospital
choice,
, There Is Ilfo.threatonlng risk for patlenls who chooso
ground Iransport In order to stay with their. established
Mercy M,D, whon air access may be better,
, Hospitals and physicians In southeast Iowa who reler 10
Mercy have requesled It,
, ESlabllshment of Mercy Servlcos offices In Tipton, West
Branch, Williamsburg, and North liberty has strengthened
existing reforral patterns,
, Direct air access would be less costly than current
transfor to ambulance method.
, Air transport Is the standard of care nationwide.
A 'helistop' lor helicopter unloDdlng dlroctly abovo the Emergency Care
Unit, was crealed during the Project 82 construction. Speclflo adaptations
are nocessary to convert It In the necessary landing pad conllguratlon. The
hollstop would bo locatod on the northwest corner 01 Ihe building on
Bloomington Slroel, a spot chosen lor lis positive safely aspocls.
An on.slto FAA Inspection of thai faclllly was made this spring and on
,Juno 28, 1990 Mercy was nolll/ed that the FAA had determined that the
location satlslled FAA safety slandards. Whllo Mer~y hog no plnns IQ
~ or manage a helicopter sorvlco, air accoss for Morcy pallenls Is
an Imporlant aspect of the continuum 01 caro. Air access Is also In
keeping with Morcy's roglonal service role and historic commltmenl to
quality care lor Soulhoast Iowa.
