I. DetermInation of the best location conSidering both engineering factors and impacts on real estate. As explained during our July 31st meeting, all feasible routes to the Iowa River that contained at lea&t a 20-foot wide clear space were investigated. No other lots along Taft Speedway contained enough clear epace to Install R storm s~wer pipe. (See attached sketch with property owners list attached.) Alternative No.1 - This alternative is located between the Carol Ssydel and James & Mary Etta White properties. The advantages of this alternative include: Shortest distance to the Iowa River which mini- mizes future maintenace and overall life cycle costs, will facilitate future drainage of Taft Speedway, and most cost-effective solution which will help keep any special assessments to existing homeowners to a minimum. j. 1 cc.". , 1 , I I :' I '.'1'. j. , .1 Alternative NO.2 - This alternative would exit from the west end of the proposed stormwater basin, croes Taft Speedway, and run west to the boundary between William & Joan Gilpin and Corey Cleland. The disadvantages of this alternative versus Alternative No. 1 include: larger pipe would be required, moro areas would be disturbed, Rnd removal of exieting large trees would be required in the propoeed easement area. Also, the four residential lots on the eouth side 0' Taft Speedway would be cut off from sewer service connections and no emergency overflow drainage swale would be available. AlternatIve NO~6 - This alternative would conta,n all of the disad- vantageD of Alternative No. 2 and, tn additIon, It would reQuiro 11M even longer route to the rIver wIth the associated problems of the additional length - 1.e.-larger pipo, flatter grade, and additional lots cut off from futur.s sewer sorvlcos, It was not feaSible from an engineering standpOint. It would have the same disadvantages as Alternative 110. 2, and would also reQuIre removal of 80me large trees. 2. All of the effected landowners were contacted by certified mal" and asked If they were Interosted In 8ell Ing an easoment for the stormwater outlet pIpe. Results of these contacts are as follows: Carol SeYdel - has publicly stated oPPOSItion to eaeemont purchase at June 20, 1990 Iowa City Council moetlng. James & Marv Etta White - have pUblicly stated oppoeltlon to eaeement purchaso at June 20, 1990 Iowa City Council meeting. lti.JJ.lam & Joan G1)piQ - contacted by telephone on July 20, 1990, and they stated that thoy were not Interested In selllng an easement. k.QllLCleland - contacted by telephone on July 31, 1990, and they 8tatod that thoy woro not interestod In soIling an easement. Blchard Miller - rocolved written roply on August I, 1990 that he was not Interested in selling an eaeement. ,See copy of lotter). Helen Reichart - received written reply on July 31, 1990 that she was not interested In selling an easement. (See copy of lotter). 3. Since none of the parties contactod ore wIlling to negotiate for soIling an eaeement, we rocommend that the most feasible and 10w88t life cycle coet altsrnatlve bo sslected for condemnation procoedlngs.
