meetIng at the City attorney's offlcee on July 31, 1990, we offer the
fo 11 ow I ng summary of steps made to proceed with a condemna t i on for an
easement on the above-referenced project:
" Determination of the best location considering both engineerIng
factors and impacts on real estate. As explained during our July 31st
meeting, all feasible routes to the Iowa River that contained at lea6\.
a 20-foot wide clear space were Investigated, No other lots along
Taft Speedway contained enough clear space to install a storm sewer
plpe. (Soe attached sketch with property ownors list attached, I
Alternatlve No. , - This alternative is located between the Carol
Seydel and James & Mary Etta White propertiea. The advantage a of this
alternative include: Shortest distance to the Iowa River which mini-
mizes future maintenace and overall life cycle costs, will facilitate
future drainage of Taft Speedway, and most cost-effective solution
which will help keep any special assessments to existing homeowners to
a minimum.

Alternative No. a - This alternative would exit from the west end of
the propoeed atormwater basin, cross Taft Speedway, and run west to
the boundary between William & Joan Gilpin and Corey Cleland. The
disadvantages of this alternatlVe versus Alternative No. 1 include:
larger pipe would be reQuired, moro areas would be disturbed, and
removal of existing large trees would be reQuired in the proposed
easemsnt area, Also, the four residential lots on the south side Of
Taft Speedway would be cut off from sewer service connections and no
emergoncy overflow drainage sW31e would be available.
Alternative No~A - This alternative would contaIn all of the disad-
vantages of Alternative No. 2 and, in addition, it would reQuiru an
even longer route to the river with the assOCIated prOblems of the
additional longth - Le,-Iarger pipe, flatter grado, and additional
lots cut off from future sewer servIces. It was not feasible from an
engineering standpoint.

As a summary of our meeting this morning, I would like to restate the
following conclullons:;
I. A thorough assessment of existing and proposed 100-vear flo~conditlons
must be developed. It should be noted that the eXistIng pond upstream
of the subdivision referenced this morning should not be consIdered in
the hydrologic analYSis stnce there Is no assurance that it wIll
continue to exist.
2. DIscharge of water onto downstream properties must be done In a manner
c:::: that will not cause damage, If necosury, the City will assist in
condemnation of a storm sewer easement to the Iowa River. This
asststance Is limited to provtdlng authority of condemnation.
3. The existing storm sewer at the southwest corner of the development Is
not usable.
4. InfiltratIon of stormwater runoff into the soil In dttch bottoms will
not be constdered when sizing pIpes and drat nag. swales.
5. Stormwat.r runoff from the ftve-year storm must b. transported In an
enclosed condutt. Safe pas sag. for the lOa-year storm must also be
provtd.d as outltned In Iowa cttyts Destgn Standards.
6, Compl.te calculations documenting the oxtsttng and proposed drainage
systems ar. .ssentlal for approval.
7. As always, the construction drawtngs will be revlew.d for compliance
wtth City Codes, Destgn Standards and Ordlnanc.s.
