Even it it is dotinitivoly determined that tho proposod Hercy IIospital holicoptor landing area is not a principal or primary hospital usa, we disagroo with tho City Attornoy's opinion that such a facility could not be maintainod as an accessory use undor the oxisting Zoning Ordinanco. It should be noted that the Zoning Ordinance (1) does not contain any definition ot holiport, (2) does not specifically prohibit heliports in any zoning district; and (3) does not even attempt to detino all accossory uses. Section 36-4 (a) (3) genorally defines all accessory use as one which is subordinate in area, extent and purpose to the principal building use, contributes to the comfort, convenience or necessities of the occupants of the principal use, and (excopt for parking) is located on the same lot or across a streot, alley or railroad right-of-way trom the principal uso. Although Jack wos unable to meet with us, he commented that I would be In good hands discussing the topic with Sulo. Sulo showed me his celculatlons ond explained the basis 01 his findings. The primary difference between his colculatlons ond the developer's Is the method used to calculote runoff. The developer's engineer used the simplified trlongular hydrograph method. predicting e peak 100-yeer flow of IB9 ch, whereos Sulo used the SCS TR-20 program thot predicts the 100-year peak flow to be somewhere between 282 cfs and 393 cfs, Both methods predict grealer flows thon the rational formula IIBS chI which the City uses to design mosl projects ond requires as 0 minimum for the design of lubdlvlslonl. It appears that the City has abandonod the few lanes that are available to the ravages of time and weather. I bike downtown from the east side and have found the lanes on Jefferson street to be I I, , , fough, poorly marked and often coverod by sand and or garbage. These lanos are not safe and I have observed that many bikers do not use them. If Iowa City Is committod to keeping its residenta safe and to encouraging conaervation practices it would seem .. I , . prUdent and urgent that moro bike lanes be created and those lanos already in place, maintained. I would also like to request that there be a curb entrance made, for bicycles, into the Glendale Road area. There is currently a sidewalk from Firat Avonue to Heather Circle but no eaey acceas to this aidewalk for a cyclist. Also, the sidewalk has shifted so that it is nearly imposaible to get through on a bicycle. It ia clear that many people use this entrance because the grass is stripped away from constant uae, Would It be possible for the City to smooth down the curb by this entrance and to make the sldowalk lovel?
