Doa r Hayor:
At approxlmately 12:30 a.m. Saturday, Soptombor 22, 1990, I
recelvod a tolephone call from an employee of the WLg f. Pen Pub
that the Iowa Clty Pollce were ln the bar and had closed lt
down for fallure to renew the beer and llquor liconse,
On lnvestLgatlon I dlscovered that the manager of the Pub
had failod to apply for a renewal notwlthstandlng several
noHces from different sources lndlcatlng the llcenses explred
on or about the 22nd of September. It so happened that the
manager was ln Chlcago for hls weddLng that took place late ln
the afternoon on the 22nd. Whon I talkod to hlm on the 24th,
he lndlcated that he had the false lmpresslon that tho llcensos
ran untll tho ond of Soptomber, 110 agroed that I had no cholco
but to replaco hlm under tho cLrcumstancos.
The roason I am wrltlng thls letter to you ls that thoro
aro approxlmately 15 studonts who worked part-tlmo at tho Wlg f.
Pon, Many, lf not all, are on rathor tlght budgets and evory
day that tho Pub Is closod affocts somo of thom financlally.
Fif oon part-tlmo omployoos' loss of lncome for a wook wlll
have Uttlo or no economlc lmpact ln the Iowa Clty aroa,
compared to what would happen if someone goofed at tho Procter
f. Gamble plant and they had to shut down for a woek. Most
reasonable people, mysolf lncludod, would want tho olty councll
to meet ln brlef speclal sosslon to enablo a company lLke P f. G
to rosume busInoss.

application and approvals dona within 24 hours of IIhon 110 bogan
on this dato. I roallzo that it ls an inconvenionco and ono
IIhich proper dlligonco on tho port of tho managor (now,
unfortunate ly, ox-manager) IIOU Id havo provontod. 1I0wovor, I
fool badly about two things: (1) tho fact that young pooplo
are going to loso a lIeok's income which could bo avoided if tho
council mot in spocial sossion and (2) studont groups have
mado roservations for private partios at the Pub prior to the
noxt regular council meeting on Octobor 2, 1990, For examplo,
a University sanctionod group has plannod a party at tho Wig ~
Pen on Thursday evoning and thoy havo somothing to do with
rOiling boats on tho Iowa Rivor,
Wo havo all of our paporwork dono, As for as I knoll, wo
conductod our businoss properly and without causing any
complaints among tho citizons for law onforcomont authoritios
whilo, at tho same timo, offering our littlo bit towards tho
divorsification of entortainmont in the form of an English pub,
with a colorful double dockor bus to boot, I would groatly
appreclato it if you would accommodato us for tho mistake that
was made in procrastination, I can assure you that it will not
happon again.
