In accordanco with your June 21, 1990 letter to Marion Neely, and our
meeting at the city attorney's offices on July 31, 1990, we offer the
following summary of steps made to proceed with a condemnation for an
easement on the above-referenced project:

1. Determination of the best location considering both engineering
factors and impacts on real estate, As explained during our July 31st
meeting, all feasible routes to ths Iowa River that contained at lea6t.
a 20-foot wide clear epace were investigated. No other lot.s along
Taft Speedway contllined enough clear space to install a storm sewer
pipe, (Soe attached sketch with property owner's list attachod.)
Alternative No, 1 - This alternative is locllted between the Carol
Seydel and James & Mary Etta White properties, The advantages of this
alternative includs: Shortest distance to the Iowa River which mini-
mizes future maintonace and overall life cycle costs, will facilitate
future drainage of Taft Speedway, and most cost-effective solution
which will help keep any special assessments to existing homeowners to
a minimum,

Alternative No._~ - This alternative would exit from the west end of
the proposod stormwater basin, cross Taft Speedway, and run west to
the boundary between Will lam & Joan Gilpin and Corey Cleland, The
disadvantages of this alternative versus Alternative No, I include:
larger pipe would be required, more areas would be disturbed, and
removal of existing largo trees would be required in the proposed
easement area. A leo, the four residential lots on the south side of
Taft Speedway would be cut off from sewer service connections and no
emergency overflow drainage swale would bo availablo.
Alternllti~,Lt&~A - This alternative would contaIn all of the disad-
vantages of AlternatIve No.2 and, in addition, It would require an
even longer route to the river with the associated prOblems of the
additional length - I.e.-larger pipe, flatter grade, and additional
lots cut off from future sewer services, It wae not feasible from an
engineering standpoint.

June 26, 1990 Iowa City CouDcll moeting,
James & Mllry Etta White - have publicly stated opposition to easement
purchase at June 26, 1990 Iowa City Council meeting,
William & Joan Glloin - contacted by telephone on July 26, 1990, and
they stated that they were not interested In selling an easement,
Corey Cleland - contacted by telephone on July 31, 1990, and they
stated that they were not intereeted in selling an easement,
Richard Miller - received written reply on August 1, 1990 that he was
not interested in selling an easement. (See copy of lottor),
Helen Reichart - received written reply on July 31, 1990 that she was
not interested in selling an easement. (See copy of lotter),
3, Since none of tho parties contacted are willing to negotiate for
selling an easement, we recommond that tile moet feaeible and lowest
