The question has been raised as to whether or not the City should pursue acquisition of an existing wetlands area and/or land for a neighborhood park in the immediate vicinity of this proposed development, I hove discussed this matter with stoff members of the Planning and Program Developmont Department, and John Watson has attended a planning and zoning commission meeting, where these items were discussed, John and I are in agreement that we should probably not pursue acquisition of the wetlands area, but a two- or three-acre parcel for development of a neighborhood park would be desirable. September 8, 1990, at Stouffer's Five Season Hotel, Cedar Rapids. Iowa. Board members present lIere: James Dixon, Chalrmani Pierre Loomts, First Vice Presldenti Don canner' Second Vice Presldenti Betty Snyder, Third Vice Presldenti Gal Loefgren, SecretarYi Scott Rogers, H. J. Klenapfel, Rich Hays and Paul Goodland, Board Hembers. President Olxon Introduced officers and Board of Directors to those attending. Dixon also reiterated that this organization Is Interested In the expansion of passenger service and not In competing with other groups such as Q-C Rail who are trying to bring rail passenger ser- vice to their area. REPORTS: Peter Loomis reported that the Illinois Association of Rail Passengers came out Opposed to a third airport In Chicago. lOOT Is sending a delegation to Europe to check out high speed rail service. They will be going to Sweden, France and England. Scott Rogers reported that Amtrak Is now under statute to complete a six month feasibility study on the California Zephyr. 90-921 of upgrading on he ChIcago and Northwostern track Is done, RIdershIp Is up. Amtrak seems to be favorably disposed to the Chicago to Salt Lake City then spilt Into three trains, route dependIng on availa- bility of equipment. There Is a growing awareness of the need for balanced transportation system, Dan Garrett read a letter from Congressman Tom Tauke. stating his support, Jan Swanson stated she would be a conduit for communication between us and Senator Grassley. Russell Blaine. Chrm. Senior Bureau of the Cedar Rapids Chamber and on the Transportation Commltteo of the Chamber told of hIs committee's work. Important to ta k to our Representatives for funding for Amtrak, Don Canney has talked to representatives from Nebraska and Wyoming regarding their organizing like Illinois and Iowa. Discussion on what we can do to spur Amtrak survey was next on the agenda, Amtrak Is looking for potential ridership. A healthy bottom line will produce more of a positive outcome of the survey. Loomis and Rogers will find out who Is actually doing the survey, The test run should be accurd4 and our organization needs to make sure of this.
