Hayor's Youth has a higher number ot temales and special
education onrolleos than othor programl in the Itate. In
other ereas, hovever, HYEP is in accordanco vith the rest
ot the etato. In order to maintain support tor this
program, tho report is presented to tho steto legisleture
tor reviov by its molllbers.
2. No preliminary reportl have boon issued regarding the
Unitod Way campaign which run. through November. Paul
Burien, Carrie Norton, and Bob Lehnertz are board membors
responsible tor SOliCiting tor Hayor'e Youth.
3. Tho Govornor's Youth Contorence vill be held October
29-30. Peg and Linda Hiller vill accomyany two out ot the
threo ICC outstanding enrollees to th I event where the
major focus is on teens. The attendees will meet with
Governor Branstad and composo a letter to him during an
adult lOCk-out. The conterence will culminate vith a
lunchoon with the govornor on Octobor 30.
4. Statistics trom the tirlt quarter FY 1991 report vere
discussod. The roporting teatures ot the new sottware will
continue to be retined. Specitically an unduplicated count
ot youth sorved will be addod. Peg drew attention to the
CDBG statistics, noting that 62t ot HYEP clients Wore in
tho low-mOderate income range, which is woll above our goal
ot approximatoly Sot. The number ot enrollees in the
higher incomo rango is due to the summer programs which do
not restrict income tor eligibility.
S. A schedule ot HYEP board meeting dates trom November
thrcugh June wal passed out. Carrio Norton requested the
7100 A.H. time be reconlidered due to the season and time
chenge. A survey will be sent to board members requesting
their preterences tor days and times and discussion will
continue at the November meeting. The December meeting was
cancolled.
6. Youth Homea, Inc. is the recipient ot a new grant and
will be SUbcontracting to UAY and HYEP. In light ot this,
Hayor's Youth il in the procels ot hiring an additional
tull time statt member to focus on the new Homeless and
Independent Youth program and the conservation corps
programs in the summer. Peg and Linda will interview
applicants togother with a goal to hire by mid-November.
Peg requosted that tho board reter anyone that might be a
teasible candidato. Linda Hillor will bo sharing her
ottice with this program epecialist until a houso is
acquired by Youth Homes tor tho program. Carrio Norton
expressed concern over tho low salary lovol, and pog noted
that as moro rosponsibility was assumed, hopetully tho

salary could be increased. Youth Homes will be responsible
tor hiring a coordinator for this program.
VII. Old Business
1. All new recorda were set by the 14th Annual IOWa City
Hospice Road Races held October 7, 1990. Over $84,000 was
raisod with an increasod participation ot 500. 620
volunteers helped this event run smoothly, Carrie Norton
commented that the pledge billing Was very attractive.
Thanks to Paul Burian and NCS tor doing a great job. Peg
reported that Hawkeye Medical Supply CEO, Ted Pacha, is
considering underwriting the race next year by becoming a
platinum sponsor. She and Paul Burian both expressed
disappointment regarding the limited participation by the
sororitiou dnd frdtarnitius in their first association as
fund raisers for the race.
2. YSF is continuing its interest in the Camp Cardinal
property. Board assistance may be requested if YSF decides
to proceed with its plane for acquisition through REAP
funding.
3. The final report for the Missisaippi River Conservation
Corps is complete. Peg presented a slide show of the
project to the state association October 20, and also
received an award for outstanding service. MRCC III is now
in progress with a poasible atarting date of Juno/July to
facilitate recruitment. Improvements for next year would
include an assistant crew leader to allow for time off for
statf and planning for free time for the crew as several
weeks is a long time to be together continuously.
4. In the firat quarter, MYEP had 11 In-School enrollees.
The waiting list continuos to grow, a8 do the number of
referrals from communities outside Iowa city. Dob Lohnertz
questionod the posaibility of these communities assisting
MYEP financially and with placemont aites.
5. Linda reported that ahe has placed a young person with
a peor job coach at Mercy Hospital this quarter and is very
excited about the aucceaa of this idea.
6. Peg announced that Don Yucuis is the now finance
director at the City of IOWa City. A reception in his
honor and to meet his wife and family will be held October
26 and the board is welcome to attend.
VII. Adjourn. Barry Kucera moved and Paul Burian seconded that
the meoting bo adjourned, Motion carried. MSC. The meoting
waa adjourned at 8110 A.M.
