Tuesday, November 27, 1990, three 131 lea led bldl were received at the
Public Works office. At 2:00 p.m. I opened the bldl. Witnesses at the

bugs at llart.Up, Ihe plants have been running very
well, The molt serious unanUdpated problem hal
been the effect of the frequent thunderstorms Ihls
summer. When the big rain Ilonn hit In June, Ihe
combined plants trealed 32 million gallons In one
24-hour period, almost three limes the nonnal rale
of 11 mUllon gallons per day. Desplle the heavy
rains, no untrealed wastewaler was discharged Into
the river.

Drinking Wator Quality Analysis

Street. Western World. Hudson Slreet. Miller Avenue. Hames end Cerousel
Motors. Also tncluded are traffic signals at Miller Avenue and Orchard
Street. The construction cost estlmale Is $370.000.00. City stall has
recommended the following cost sharing schedule: The City will pay for

Thank you for your letter requesting Improvements to Rohret Rond.
Judging by the number or letters and petitions I have recolved. there Is
significant Interest In Improving Rohret Road rrom Morman Trek Blvd. to
the city limits.
Tho primary Interest appears to be In sidewalks for pedestrlons and
loggers, Unfortunately. the rural cross section of the road prevents
the Installotlon of sidewalks without first establishing a street grodo
ond filling the ditches, FIlling the ditches would require storm sowers
to reploce the ditches. which would In turn requlro pavement with curbs
to convey stormwotor to tho storm sewers. In oddltlon. 0 pedestrlnn
brldgo would need to be constructed ocron tho hlghwoy since the
existing bridge has no provisions for sidewalks. All totolled. theso
Improvements will cost between $1.5 ond $2.0 million.
The City's Intent In ollowlng this areo to develop prior to the
Improvement of Rohret Road was to allow a City subdivision to be
constructed In somewhat of 0 rurol setting. Full City doslgn stondards
were required within the subdivisions while ollowlng the surrounding
area to molntaln Its rural character. Dr courso, It has olways been
anticipated that at some point In time Rohret Road would need to bo'
Improved. In visiting with the Public WOI'ks Director. I hove been
advised that tho Improvements were not ontlclpated for 0 number of years
and have not been Included In the City's Three-year Capital Improvements
Progrom. Because or the size of this project. It Is not possIble to
construct It within the next rew yeal's without concelllng other projects
thot hove olready been 'scheduled and are sorely needed,
This project has been presonted to tho City Council as ono to bo
consldored for Inclusion In n future CapItal ImpI'ovements Program. One
factor that may expedite the project would bo a wrlllen commitment rrom
the property owners within 300 feet or the Rohret Road right-of-way 10
pay their assessed portion of the project. The assessed emount would
vary depending on the size of the p,'operty. the dlstanco from the right-
or-way ond level of financial support the City Is willIng to provide.
At this time we do not have enough Inrormatlon to estimate the
assessment amounts.

On the arternoon or January 20, 1988 an emergency medical (Sky Hed)
heltcopter was taking orr rrom a hospital heliport In Omaha, Nebraska In
order to allow a second emergency medical helicopter, transporting a
