Y.ubby II wantOO to make a commont b9causo there was a lot of discussion last time facllltatOO by some of the neighbors, EII~n who Is here tl)nlght especially, talking about pUblic ZOM and whether or not we should allow heliports, helistops, hell pads, etc. In public ZOn~, And WI got some respon~ back from our city atty. explaining to us that 1M zone P for PUbliC ZOM Is a designatiOn so the zoning map lets us know which parcels are public zones, But ~ don't have any jurisdiction over them. We can't have any zoning restrictions except for safety codes and lust flre, building and plumbing codes. SO, ~ have no choice about what to do. Gentry I There should also be a motion to amend. Ambr II recali the Naomi asked that It be IncorporatOO In the ooxt of the flnalordlnance. That's what I recall, I don't know. Larsonl Do we n*<l to move to amend It now. Kubby lit would be safer It we did. Gentry II think It would be safer It you did. There Is no harm In doing It now. Larsonll'lI bet a dollar that Naomi Is the only one that can do It. Nov.! we~ld like to amend the definition of hospital so that the wording "In I part thereof" Is Included as a modlfler for the enUre list of hosp I services, Kubby I Second, Gentry I Your motion can reflect the language In the current version of the , ordinance bofore you In the packet to Include the underlined portion and strike out the strlked out portion, Nov.! This project brought up the dlff&r&nc~ the Pn. and II P IR and Zoning have and people on council have about the philosophy . of active open space, Is that going to bo scheduled for discussion at p . . .' any time, I think It Is going to come up qUloo a bit because of the " I) types of tracts that are being developed In the recent past and In the i 1 future. tl 1, McDI A couple of things that Will be In the works sometime In the near I: " 'I I I future, Karen, And nothing specific has been ~t at this point. I il , t' believe because of discussions by the council. For example, over a " ~: ' , couple of th~e proposals that we have had rather recently there T 1 "J i, \ 9*ms to be some Inoorest. Kubby I We really need to decide what our polley Is. MeDII think you are going to 9* that opportunity to address this sometlme In the future here, Larson/l feel that It Is very Important becaU~ I have strong disagreement With the Pfl Commlsslonmember's letter that we got about how neighborhoods ought to be constructed In order to develop a sense of community that I think Is lacking throughout our country. I think we need to address those things and find out which philosophy Is going to be the one to go on. I don't care If you have expensive homes of large backyards or not, you still need community parks. That's clearly not their philosophy. Lets flguro out who Is going to lead on this Issue. I wanted to say one other thing and that Is that through no fault of his own, Mr. Cahill's project has had to go through our philosophical I:' wrangling about active parkland and passive parkland and trails and large backyards and proxlmlties to high schools and everything else. A year or so ago we obtalne<l a grant Irom the staoo government to prepare a historic guide map for Iowa City, At the present ~ have this rather large grant for a comprehensive preservation plan, We would appreclat& approval of the city council of the resolution so ~ may pursue the grant money, I think what you will tlnd at the end of the planning process Is that the public will be more aware of the historic resources of Iowa City. That volun~rs will be mobilized which will save us all some money and trouble in the future. TM succm of this planning document may lead to additional funding from stat& sources or even national sources for preservation activities In Iowa City. I would think It Is an extremely Important grant beeaus91t will allow us to hire a professional facilitator to conduct public hearings and discussions with all Int&rested groups and parties, government entities on the county and city level. I think it will do a lot of good for the community. It will certainly help to broaden our activities, It will Increase our ability to deslgnaoo additional historic districts In Iowa City. It will also give us an opportunity to se& whether an Individual land mark ordinance Will be appropriat& for this town. The final design will determine Il Lar~n/ That Is kind of the lest of my comments too. Partially In response to Susan, My basic point Is that there has ~n ~me comment about hOW ~ Shouldn't add parKing spaces to tM (\owntown. That poople should 00 encouraged to enloy downtown and not hm more money spent on parking lots. I think that Is very short sighted. That's the whole point of puWng th~ parking ramps on top of parking lots Is ~ that we can allow poople to enloy downtown, AUtact more poople downtown without taking away ~me downtown property for parkIng lots. Th~ are already parking lots. The other Idea Is that by having Ulem just 00 two levels that you don't get that reluctance to go to a parking structure that you get with four and five story level of pilrklng, I think It Is a good compromise to allow poople to enjoy our downtown, to be able to get downtown. We clearly have ~me shortage of monthly permit parking avallable downtown for poople that work and como down mry day, We hm a public perception the parking Is short downtown, A perception that doesn't quite mess with reality but none the less the perception Is what Is Importanl We need to make downtown available to people. The IdE'a that by limiting the amount of parking there Is downtown Is going to encourage the use of transit Is one that you either believe In or you don'l I lust happen to oolleve that what happens If you limit parking to encourage transit use downtown what you get Is poople going ~mewhere other than downtown rather than switching to a bus. I think there are a lot of things we need to do to encourage use of transll I think It Is very Important that people understand where the routes are and that we have ~me marketing and that we use mass media to do some marketing that would make our routes receptive to what people wanl That we encourage commuters. That we get people Informed on what our bus system does. But I don't think limiting parking In areas of the city that people want to get to Is a valid means of raising transit ridership. It would 00 a detriment to our downtown rather than an assel Ambr./ In view of the remarks that were made earlier by the two councilors, I have to clarify ~methlng for the public, While the new proposed parking garage might add 200 plus parking spaces, I want to reiterate agatn, as I did a month ago, we are gotng to lose 154 spaces that are already on the downtown. Those will 00 gone. I was really glad to 5&& thr~ things mentioned, I-the park, 2 -mature plantings and 3-the larmer's market Even though the language In not dellnlw n there the architect knows that W& are Inwrested In I:&&plng thos& things, WMther they are In the elGct place they are now, TMlr plans Will give us some options. I'm also glad to hear that In the planning stag&S Jl&Ople lrom the larmer's mk~ spoclllcally vendors, will 00 asked to get some Input. From what they have told me, the vendors would preler an open alr market on the ~ond level. And lasUy , I'm glad that W& got a local architect. Horow/I have to comment on this. I too am happy that It Is a local architect. I W&nt through the proposal and am very pleased With the way the proposal r&quest has b&&n written. I understand W& have talked a lot about this but the more and more I look over the proposal and the concept or whore this Is going and the proposed Impact It Will have on College Str&&t. TM tact that W& are still determining dmlopment south or Burlington With a proposed parking structure there and that the University Is considering a parking structure down on Madison and Burlington, I remain very distressed about the amount or proposed parking structures In this city With regard to our transit system and th& whole concept or the u.se or mass transit. Within this proposal that has gono out there Is no mention whether or not a transit route could 00 Integrated With this In order to k&&p Jl&Ople parking there and taking a bus to the rest or the city. I remain distressed about what I don't 5&&, An adequate, not mn an adequate balance but more or a promotion or public transit rather than more parking and the Incroase In the size ot str~ts Will 00 leading to all the parking tacllities we are pulting In. Kubby II really appreciate your comments Sue. I thought about some or thos& Issu&s myselt. I guess I t~1 alright about this because W& are going to put concrete on top or concrete. If It W&ren't that situation I think I would probably not 00 Interested In spending $2.1 million on 240 parking spac&S which kind or boggles me too. But because It Is concrew on concrete vs. puWng up a now structure somewhere where there could 00 housing or gr&&n space. Nov./ Is that thorlght numoor. The 77 stalls that are on the library lot do not belong to the City or Iowa City, Those were purchased by Mr, Glasgow and Wold In Ian, 1933. TM have an opUon to exercl~ which they can do tomorrow Is they WIsh and those spots would be gOM the next day. The other 75 spots are located on what appears to be a surrace parking lot east or the Holiday Inn. That Is known as lot 64. IA,the last urban renewal plot that Is available to this community. There are many plans to build something on that property. So those parking spots are going to be gone. They are strlcUy temporary. When I hear people talking about adding another 250 and puWng concrete on concrete, It Isn't exacUy the true picture. We are going to lose those spots and I think we have a responslblllty to all the members In the community to provide some kind or convenient parking to the downtown am. In addlUon to tha~ as of a month ago, I think we had 166 people, persons, r1rms standing In line walUng to purchase the monthly permit foos at 140 a pop. We can't saUsry that n&OO either at this point. Nov./ We also have to consldor that we have not added parking to Iowa City except for the 64.IA parcel since 1932. And we have experienced populaUon growth. Ambr,/ About 17 and a haIr percent worth. Nov./ W&ar&not really changing the parking a great deal If we I~ those spaces that are currenUy considered to be lost. I think that at this point ~ also have to remind people we are planing to consider ext&ndlng our bus routes. It was In the newspaper tonight and It Is on the city council agenda to be considered along WIth budget discussions. Kubby / Bill, WIll you explain one comment. I wasn't listening carefully or I just don't understand what you are saying when you said that It Is not really concrete on concrete. We do, on any Issue, whatever a person's opinion or position might be,the council has always felt that they do have a right to express that opinion Whether they are for or against action we are about to take. Because even though there has been quite a bit of discussion on this and there has boon ample opportunity to appear, because 01 this misunderstanding of What the ordinance actually states, council has agreed to defer taking any action on this for two wooks, We are going to schedule It for the Informal meeting on Monday, the 21s~ a short part of that m"tlng for anyon& that wants to address the council about the proposed ordinance In front of us. It will be on the agenda again for action at the mooting on the 22nd. Larson/It make sense to defer It partly because the effective date was picked to be July I so we have plenty of time yet before It was going to go Into effect anyway, to be consistent with the permitting process, And partly because our letter went out over the holidays and took a while to get there, Kubby lit has also boon stated that at the formal mooting on the 22nd, It people can't come on the 21s~ that they will be allowed to state their opinion at that time, McDI Do I have a motion to defer Items II 16 and "19.
