Booster' ClUb, addressed the cOIlllll1ssion
regarding the disposition ot rour-60' light
poles, which wero removed trom Mercer Park
riold 12. lie otated that the Booster Clubs
would liko to eventually light the riolds at
city and Wost lIigh Schools, and asked that tho
poles be donated. Mr. Boemor tolt this would
be good publio relations tor the City and
School Distriot, and tho city may be able to
use the tields tor some ot thoir rocroational
prograMS. Watson quostioned whether it was in
tho plans ot the School District to light
thoso tields. Beemor statod it was within the
realm or oach school prinoipal's budget, and

regarding disposition of public property. 110

funds, and if sold, tho proceeds could be usod
to fund other park and recreation project(s).
Watson stated the City Hanager is interostod
in roceiving the recommendation of the
commission, and the question is whothor tho
commission shouldl 1) recommend that the city
abide by its prosont policy I or 2) recommond
that the poles bo donatod to tho High School
Booster Club. Thero was discussion as to
whethor the city could possibly utilize tho
polos in tho future, and how tho city could
possibly uso the school fields if the lights
were donated. Trueblood statod staff was
interested in working with tho school system
and had offorod to soll tho polos to them at
the fair markot value, as opposed to the
City's usual policy of sol ling surplus
property by public bid or auction. ,

that all interested parties shOUld have been
given an equal chance to purchase the poles.
Watson concurred, indicating his feeling ~hat
the usual policy of putting the poles u~ for
bid or selling them at public auction should
have been followed.
Watson stated the devel~por has withdrawn the
largor southorn portion of his property
located southwest ot Grant Wood School from
his rezoning request, with the total amount of
land involved being nine (9) acres. The
planning and Zoning Commission would like

dedication of parkland. Watson stated this is
a conditional zoning request I therefore the
citr can recommend that parkland bo dedicated.
Var OUB commissioners expressed concern with
the present haphazard process used to
determine when and how much parkland should be
dedicated by land developers. Watson stated
the cOlllllliBsion would be faced with many of
these developments in the future and there was
a need to develop a policy. There was
discussion regarding the 1985 Neighborhood
Open Space Plan. Hradek stated there is green
space presently provided by the school and the
recently acquired wetland area, and that the
development is too small to ask for dedication
of parkland.

need for an open space dedication
ordinance/plan that would be fair and
equitable, and until that time, the commission
could use the 1985 Neighborhood Open Spllce
plan as a guideline.
The oOlllllliBsion reviewed the revised Hisslon
statement and the commission's strategic goals
and priorities. Watson stated development of
a policy with regard to open spaoe in
developing areas and what avenue to use to
addross it should be inoluded as a goal, with
Brandt and Weideman stating it should be
listed as the II top priority. Watson stated
the planning and zoning commission should be
included in discussion of this issue. The
high priorities (secondary goals) and
undifferentiated priorities listings will be
reviewed at the next meeting.
with regard to the property adjacent to
Hickory lIill park, Brandt stated he serves on
the Regina Sohool Grounds and property
committee. He reported the committee met and
will be making a recommendation with regard to
the property to the Regina School Board.

The FY92-94 CIP requests and operating budgets
submitted by the Parks and Reoreation
Department were reviewed. Trueblood stated

PUBLIC DISCUSSION. Shlrloy Wyrick addressed tho coulsslon on
bohalt ot the Arts FacUity Coulttee. She
roquested one hour ot time at the January
meetlng to address the proposed arts tacility
plans, to obtaln the coulssion's input and
teedback. It was agreed that an hcur would bo
scheduled, with one-halt to two-thirds ot that
time devoted to questions and discussion.
FY92 RECREATION The tollowing Recreation Division's major
DIVISION BUDGET. additional FY92 budget proposals ware
discussod. one additicnal program superviscr,
one additional maintenance worker III' two
additional permanent part-timo maintenance
workers, wage increases tor temporary
emplcyeelJ/ and increase in rate ot pay tor
independent ccntractors. The FY92-FY94
capi tal outlay proposals tor the Recreation
Division were also discussed. Willis aakod
what the, general principles were that govsrn
what is allocated under capital outlay as
opposed to the capital improvement program and
general budget. He stated it was important
that an adequate amount o~ money is set aside
to provide capital replacement and repair that
the equipment base and tacilities remain the
same.
Watson asked what criteria was toll owed in
determining wage increases and
recategorization ot positions. Trueblood
stated that. the Recreation Division's
temporary clerical and maintenance positions
were underpaid as compared to outside
positions and also as compared to other city
divisions. Wage increases retlect what other
city divisions are paying, and are also due in
part to the upcomlng increases in minlmum
wage. Various positions and hours worked were
discussod.

stated in adding a tull time position, one
that has moro ot an administrative tlavor, the
Recreation Division would croate a larger base
tor tuture expanBion. He stated the direct
benotits to users should be considered.
Watson stated he understood the trustration ot
statt, but trying to take a numbor ot
dirterent tasks and throwing them into one
position, and looking tor one person to handle
all these diverse responsibilities adequately
was very slim.
Willis stated he would like to vote on the
Rooreation Division budget, excluding the
proposal tor one additional program supervisor

Involvemont programs brought in enough rovenue

programs. Watson encouraged not having a
blanket treo policy dUI to a person's
disability and stated that part ot trying to
integrate Individuals into the cOlDIDunity more
is having the individual assumo tho
responsibility ot citizenship along with
rights.
Vanderhoet askod it anything was available to
waivo the toe tor low income youth who want to
participate in tho instructional sports
programs. Watson stated the cOlDIDissicn

A swim feo survoy of tho 10 largost cities in
Iowa was reviowod (soo attachod). Truoblood
statod that Iowa city is substantially low on
tho youth foe but high on adult fooSI
thoroforel staff is proposing to incroase the
youth adm ssion fee, as well as punch card and
pass foes based on tho same percentago.
Vanderhoef stated a quution had baon
addressed to her regarding the foe chargod for
aquacize passes. The feo jumped from $36 to
$55. Sho stated what seemB to be happening is
WODen aro trying to como 2 or 3 times a wsek,
and want tho option of attending a different
chss it they lIrO unable to attond at their
normal timo. They are not trying to como 5 to
6 timos per weok, and foel tho jump was vory
disportionate for what thoy are gotting out of
the pall. Thoy would liko to seo tho swiuing
program consider using a punch cllrd. Janet
Horin statod tho aqua pall was dovolopod to
moet tho neods of pooplo who do not havo a
steady Ichodulo, giving thom tho floxibility
to attond a class whon thoy aro able to during
a particular 80ssicn. originally whon
sotting tho fee, it was based on the pass
being used 3.5 times por woek. Horin
indicated what happened was all puses were
being sold ilDlllodiately after they went on
sale, with the same people getting them evory
time, and it appeared pocplo wore buying the
pus because the aquacise ohss thoy wanted
was full, thus circumventing the systom.
steinbrech stated he felt tho foe was raised
to an equitablo amount, with tho porson still
having j'loxibility. Vandorhoef stated thoy
are requusting a punch pass, thoroby paying a
specified amcunt every time they go to the
water. TrueblOod stated the punch card could
not be handled the same as the general swim
punch cllrd. statt would not. be able to
predict hoW many aqua pass users may show up
for a class. The number of passes sold and
class size are limited due to the limited pool
space. If the Recreation Division developed a
punch pus it would have to be valid only
during an established seven week sellion.

Watson reportod that he and Truoblood mot with
representatives trom the planning , zoning
commission and statt to discuss various items.
Ho stated tho Parks , Recreation Commission
recommended that three centrally located acres
be donated ~or a park in the Galway Hills
Subdivision, and tho planning , zoning
Commission did not. At tho meeting, tho
parties tried to reach a consensus, with oach
maintaining thoir previous position. Watson
statod that the City Council did not request
dedication ot parkland trom tho developor per
our recommendation, but choso instead to
support the recommondation ot the planning ,
zoning commission.
Also, it was agreed that statt and the
commissions should seek the City council's and
City Hanagor's support in roopening the issue

Skateboard issuel At the city council meeting
of December 12, 1990, the skateboard issue was

Miklo gavo a slide prosentaUon Illustrating tho draft of tho Summit Stroot Plan. Ho slatod this was
a dra/1 plan and h~hlighted changes that had occurrad on Summit Straot over the years. Ho
statod that bemean 1890 and 1910, Summit Street sow Its malor developmenl. In 1910 the
stroet was noarly fully developed: thero wero brlck streets, limestone curbs, brfck sidewalks, and
possibly somo board sldowalks. Summit Stroet romafned peved In brlck until approxlmatoly 1965
when It appears to have boen rasurfacod. MIklo statad that the cost of retumlng tho street to
brlck paving was esUmated at approximately $550,000. This esUmate Indudes romoval 01 the
existing surface and maJdng only minor repairs to the brick surface and baso course underneath.
Any extensive repairs would raise the cost esUmate slgnlflcanUy. This cost estimate applies to
Summit Street Irom Burlington south 10 the Summit Streot bridge. M1klo suggestod that perhaps
tho ftrst plwo 01 pavomont restoraUon might enlall rostorlng or Installing brick at the crosswalks.
In a slide presontaUon, he highlighted that there were some brlck sidewalks remaining. Paving
the sidewalk with brlck would be one way 01 recreaUng the hlslorlo appearance 01 the streeL
Individual property owners could contribute 10 the cost through an assessment plan.
He highlighted that decoradve IlghUng does not seem appropriate lor Summit Streot based on
hlstorlcal rosearch. It m~ht be possible lor uUllty lines on tho street to bo put back In the alloy,
but It would not be a continuous run as only a portlon 01 the aroa Is sorvod by an alloy. He also
statod that due to naUonal traffio standards there wero not many opllons as far as tho change In
traffio sfgnago. Mllllo expressed concorn about tho Summit Stroot marker and recommendod that
duo to lis detorlorated condlllon, restorallon or proservallon was a prlorlty. Mlklo stated that the
Summit Stroot brldgo was buill In 1938 and doos not appoar to have great hfstorlo slgnlflcanco.

accurale. BOITelt stated that dlsUncllons noed to be made regarding the dlnerence between
decoratJve lights vorsus trafflo and safety lights. Sleele slated thatlmmodlale treatmontlor the
Summit Street marker was a priority as well as prolecUon and preservation 01 existing IIxtures.
She suggested that a City ordJnanco In connecllon with the historic presorvaUon urdlnanco may
be approprlato. Sho also suggosled that pedestrtan traffic was a consldoraUon and that
landscaped Issues needed to bo addressed.

Franklin, NeIghborhood Services Coordlnalor, and JolI Davidson, TransportaUon Planner, and had
also Ialked with tho City bridge engineer about those concerns. Ochs commenled about the
DOdge Street bridge and tho amount 01 trafflo that seems 10 travel ovor tho brldgo. Reudl Kuonzll
stalod there seems to be a discrepancy In tho use 01 ligures lor Iralllo counts lor Dodge and
Summit stroots as shown on FIgure lln the report Mlklo staled that ho would conler with tho

to tho Council. Steole askod how Involved the Hlstorlo CommissIon should be In commenUng
about a traffio roport. Hanle!< stressed that the Commission may not have tho exportlse to
comment on the trafflo report, but should express strong concerns and Interostln relaUon to
Summll Street as a hlstorlo dlstr1ct Involved In the tralllo report. Mlklo said that he would ask the
TransportaUon Planner to respond to lI1e Issuos ralsed by the CommIssIon. Barrett suggested
adding Italllo comments In lI1e hlstorlo plan and porhaps making tralllo concems a subheadlng
In lI1e Summit Street pion. Hanlck stressed thai any Innuence or weight to effect lI1e report would
need to come Irom rosldents In the area more than from the CommIssion and once again
encouraged residents to attend Council meoUngs and write to the Council members. Mlklo staled
that It would be possible 10 Incorporalo a general stalement concemlng traIflo In the report
regarding Improvements, bul he would have to defor 10 the TransportaUon Planner reoardlng
delalls. Ochs suggested requesUng the traffio englnoer edd some addldonal detail 10 the scope
01 his study.
Ruedl Kuenzli expressed concem about the size 01 the replacoment brldge. Steele expressed
concem that extensive widening 01 Summit Street will detract from hlstorlo presorvadon efforts.
Mlklo Inlormed the Commission that the decision had been made to hold the trafflo study unUlthe
Summit Stroet plan was roady to be presonted at the same Ume. He suggested expedlUng the
report 10 the neighbors so the nnal draft can be presonted with the traIflo study to the Council In
December. Barrett stated that she lolt the plan was In good lorm. Speclfio delalls that could be
added by neighbors could be Incorporated. Mlklo asked lI1e Commlssfon " they mIght wanlto
establish a policy as to whalls historically correct lor the neighborhood and recommendaUons to
City Council. Barrett rosponded that the plan should be presentod as a collecUon 01 opUons when
