Assfstant County Atterney weuld never have approved the fflfng of
charges ff she belfeved the facts of the case dfd not support the
charges .
Your second request was for a wrftten apology frol the Department. Th.
only approprfate apology fn order would be from mys.,f for not takfng
more assertfve actfon to contact you. Beyond that I see no reason for
the Department to offer an 'pology.
Your thfrd request fs to assfst you fn havfng your convfctfon
overturned. 1 do not b.,feve your requ.st fs approprfat. bec,use I do
not belfeve there was any type of fnjustfc. fnvolved fn thfs .att.r.
Your fourth requ.st can not b. accomplfshed wfthout number thr.e and at
thfs pofnt the court has not chosen to do so. As you know, thfs .att.r
was before a judge on February 21, 1990 and the judge refused a
wfthdrawal of a gUflty plea.
Request number four nov.r was explafned and I can only guess what you
mean by a 'gesture of healfng'. .
In response to yeur request fn the letter of Novemb.r 24, 1990. As you
,re well aware of, I dfd not date stamp your lett.r of Narch 10, 1990
when we met fn .fd Narch. Also your lett.r of Narch 10, 1990 stal.s you
were s.ndfng Captafn Strand, copy. If you dfd or dfd not I do not
know, but as you correctly stated, I dfd gfv. Captafn Strand ,y copy of
the etler to read.
I am fn lhe process of changfng .nd updatfng ..ny of the pollcfes ,nd .
procedures of the Iowa Cfty Pol fee Department for varfous reasons, The
procedures and polfcfes for Internal Affafrs Inveslfgatfon fs one of lhe
m.ny, Past polfcf.s and procedures were v,gue and fnadequat. whfch fs
, the reason I am completely re.wrftfng ft fn the form of a G.neral Order.
I'll b. happy to pr~vfde you wfth a copy of the G.ner,' Order wh.n ft fs
completed,
In regard to S.rgeant Suepp.l .bandonfng you at the hospftal, I belfeve
S.rgeant Suepp.1 fnformed you that he, Sergeant Sueppel, had to have
your son rfde to the hospftal fn hfs vehfcle. You then asked Serge,nt
Sueppel ff you could rfde wfth them to the hospftal, Sergeant Sueppel
dfd provfde tr.nsport.tfon to the hospftal. After Sergeant Sueppel was
fnformed th.t your son would be released to your custody and your
presence was needed, Sergeant Sueppel left the hospftal but not before
fnformfng you th.t ff you noeded transportatfon to your home at the

City of lown City
410 East WlI5hlngton Streot
Iowa City, Iown 52240
Dear ~byor ~I:IklMld,
This is a letter to infonn you that during this past
snowstonn, curb cuts were llternlly burled IIldor muntnlns of
snow and forgotten. This nndo It difficult and alJll:lst illlpOsslble
Cor those of us who uso whcelchnlrs to get to work and/or
classes. Our Jobs and classes do not autonntlcally como to a
hnlt Just because It ~nows.
As a lrembor of the Curb Ranql Slilcolllll1tteo, I find It
fNStrnting to work all year long for an accessible not1<<lrk
for people with disablllties using Ioileelchnlrs only to hnve
it abrubtly shut down through the courso of a snowstOnD. I realize
the top priority in a snowstonn is to clear tho streots, but when
tho streets are cleared, curb romps are usool1y buried to tho
point whore they becomo complotoly obUvious to the Mkod eyo.
Clearance of Just ono curb romp on each corner would provide access
around town. .
One idea I hnve would be to possibly insort a noto with tho
wntor b1l1 going to privoto rosidents UVlng on corners so thoy
could sco to It that tho curb romps arc cleared off.
If thero is anything I can dO, plea so centnct mo. I would
bo wHUng and able to cooporoto In any wny, 1luInk you.
Slncoroly,
Ir~r~RuFr k~

Tho proposod soulhwostlowa City routo would also bonofll othor wosl aldo routos which aro

rogardlng tho ovorcrowdod condlflons. Tho preposod routo weuld bo alruclurod so that It would
rollovo aomo 01 tho prossuro ofllho oxlstlng routos.
In ordor 10 add one now 45.mlnuto route and oporato It at houriy and hall.houriy hoactNays posos
a complox malhomallcal task. Howovor, tho transll stall has dotormlnod thai It Is posslblo by (I)
adding two additional busos and (2) oxtondlng one oxlstlng 30.mlnuto routo to 45.mlnulos In
longth. By doing this all oxlstlng Iowa City Transit routos and tho now touto would oporalo on a
slmllat schodulo systom.
Making an oxlstlng 30.mlnuto toulo 45 mlnulos In longth would also gonorato slgnlflconl bono fils.
I om preposlng that Iho Mall routo bo solodod lor tho oxtonslan. This would allow two
onhancomonls to tho prosonl roulo. Ono, tho Easldalo Plaza could rocolvo rogular transit

bo provldod tho Industrial park aroa. Tho JCCOG Transportation Planning Division Is currontly
working on a BDI omployors' survoy to dotormlno tho lovol 01 domand ler bus aorvlco.
Yohlclo Roaulromonf~
In Ordor to Implomont this ptoposal, two additional busos would bo p1acod on tho sltools. Iowa
CIIy Transit has 19 'modom' and 2 'old look' busos In tho flooL Currontly, during tho poak hour,
thoro aro 14 busos on tho sttoot. Tho Transll Dopartmonl and Equlpmonl Division 1001 thai tho
oxpandod sorvlco can be achlovod wllh tho oxlstlng fioot; howovor, tho 'old look' busos will bo
placod bock In acllvo sorvlco.
Tho addition 01 one 45.mlnuto toulo and 15 mlnutos onto an oxlsUng route Is projoctod 10 rosult
In 7,103 additional vohlclo hourll annually. In FY92, tho Incromontal cost of adding now sorvlco
Is ostlmatod to bo $18.84 por hour. This costlncludos drlvor wagos and bonollts, and vohlclo
oporatlng oxponsos. Thoroforo, tho lolal annual costin FV92 Is projoctod to bo $132,400. This
cost projoctlon assumos tho use 01 pormanont drivors lor tho oxpandod sorvlco. Tho use of
tomporary ompleyoos unllltho luluro of tho now routo Is dotormlnod would roduco tho proposal's
cosl. A portion 01 this cost would bo covorod by larobox rovonuo. Whllo systom.wldo 10wII CIIy

rocovor 20% (atloaslln tho flrsl yoar). This thon roducos tho lolal cost down 10 $105,920.
Tho Iowa DOT admlnlstors the Stato Transit Asslslanco (STA) lundlng ptogrom dlsporslng a

callod spoclal proJoct monlos which arc meant to oncourago Innovatlvo and/or exporlmontal

tho gran ling olspoclal projoctlunds for Ihls proposal, ho did loll mo 'It was vory IIkoly'tho DOT
would lund up to 50% of tho first yoar costs. Final approval 01 OUt toquost will not bo posslblo

In response to your momo dated October 12, 1990, the eight
light poles removed from Mercer Park Field 12 are for sale. It is
the City's usual policy that the disposition of IIU surplus
proparty must be lIold at public lIuction, or by a public bidding
process. In viow of our working rolationship with the school
systom, however, we have decided it would be appropriate to allow,
you the opportunity to purchllse these poles at their estimated
value of $3.720. This estimate WIIS obtained from Pioneer Pole
Company, located in Des Moines.
Four of the poles moasure 50 feet in length, IInd the other
four moasure 60 feet in length. Each of them includes wooden
cross-arms which clln bo utilized, if needed, to attach light'
fixtures.
If you are interosted in purchasing these poles lit their
estimated vlllue, please contact me by Monday, Hovelllber 19,' if
, possible.

with 10 Inore IIrllledlote - the recreatlon budget. In tht.! past we
havo extracted land whIch the cIty haD been very reluctant to
accept Illuntero Runl due to limited Inalntenance (unds. With thlo
In mind. can wo really "ltord to InOlntain omall parko In evo:ry new
development? Should we be tocuolng our recroatlon rooources In
areao where the median houoo 10 priced over $17~.OOO and tho
density 10 leBO than two unlto per acre? I don't think eo.
I think the Galway 1I111u open opace plan Ie a \lood one In that it
allowa un to preserve wetlands. prOVIde approprIate recreational
apace and prOVIde pecteBtrlan I Ink!! WIthIn tho neIghborhood. It
dooo DO at a relatively low coot: tor both capllal Improvements
and future maintenance.
Conveniently enou\lh. thore are places In Iowa City where the

are virtually non-6xlotont. Inner CIty aroan oouth of Burlinqton

from the outskIrts Ilhould b" devoted to Inner-CitY recreatlon-
