Regarding the commercial u.e of their nev parking lotI 1. Gloria Dei made it very clear at the April heering thet the lot va. needed becau.e of the heavy ule of organization.' at the church. Thi. an.ver vas in a direct re.pon.e to a que.- tion about vhy the lot va. needed beyond Sunday morning.. Ther. had every opportunity to stata that thay vara going to 'help out" the downtown by providing additional rental parkins .pots during the day, and be availabla to.parishoner. evening. and Sundays. They neglected to mention this humani- tarian gllture. 2. All of that axpertise in planning and designing a parking lot, including that of a locally prominent architect, and none of them knev thi. vould be a violation of zoning71 3. Th. idaa that the lot i. primarily for their pari.honer. i. only partially true--on evening. and Sunday.. They are renting out the lot 72 hour. a veek and .ix day. a veek, in contra.t vith how many hour. it i. actually going to be uud by church members.' If a member should, heaven for- bid, have a funeral during the week or a wedding on Saturday afternoon, tho.e attending and participatinf can't ule the church lotll Frankly, if I were a member 0 that church and paying for the conltruction of that lot, I'd re.ent my limited accass to it. 4. They wanted the lot because they thought it vas a.king too much of their parishoners to walk a few blocks to ettend church once a week, yet they vant people to rent their lot and walk a few blockl to work every day. 'IIm-m-II\-II\. 5. If this is allowed, it vill encourage churches to demolilh more houle. becaule they would be able to recover their COlts by charging rent. A parking lot requires les. maintenance and fever hassles than all of these (off-the-tax-role) houses that ara owned and uled as rental properties by churc~os. 6. As someono who regularly walkl by Gloria Doi, I am still irri- tated that the lot was allowed to be built. I would think that if you walkod by it (not drove by, but valked) you would fully appreciato Doug Russell's comments at the April hoar- ing about the effects of a parking lot on the streetscape. fJfJS -~ -- r-- --- n 0 =, ~, ~, Brandt--Page Two Where ve once had a blg old houle ln itl natural lettlng, contributinf to the relldantia1 (meaning people live there, not lingle aml1y homel) nature of the near dovntovn area, ve nov have concrete, ma..ive .ignl exp1ainlng the parklng lot'. u.e, and a vlew of the alley, back.ld.. of bUllding., and all tho.e ugly thlng. that the hou.o uled to hide (that va. the vonderfu1 thlng about tha vay tovn. uled to be de- .laned--gra.., tree., Ildevalk., hou.o. on the .treet .ldel laraael, car., junk, garbage can. hidden avay ln the e11ey). , 7.
