City of Iowa City
PROCLAMATION
Whereas} our great city was ravaged by a plague of typhoid fever in the late
19th century, and desperately sought help from doctors from around the
world, and
Whereas, Dr. Paul Shekwana volunteered to leave his prestigious position at
the Royal Colleges of Physicians and Surgeons in London, in order to
come to the aid ofIowa City residents, and
Whereas, he did, indeed, have a hand in saving a great number of our
citizens' lives, and refused various opportunities in other locations due to
his love for our great city and our people, and .
Whereas, he was tragically killed in a railroad accident in Iowa City at a
relatively young age on July 6th, 1906.
Now, therefore, I, Ross Wilburn, Mayor of the City ofIowa City, Iowa,
do hereby formally recognize and thank
Dr. Paul Shekwana
And I hereby urge all citizens to learn more about the life of this great Iowa City
citizen.

Whereas, Community Development programs provide local governments with
resources, such as the Community Development Block Grant (CDBG) and
HOME Investment Partnership (HOME) programs, to meet the needs of
low- and moderate-income persons; and
Whereas, CDBG and HOME funding has developed strong network
relationships between the Iowa City local government, residents and many
non-profit agencies and for-profit businesses that provide services and help
make possible our commitment to meet the needs of low-moderate income
neighborhoods, and
Whereas, Iowa City, Iowa recognizes and encourages homeownership and the
importance oflocal partners in increasing housing opportunities and building
our community; and
Whereas, Community Development activities have had a significant impact on
our local economies through job creation and retention, physical
redevelopment and improved local tax bases; and
Whereas, Iowa City, Iowa and other local governments have clearly
demonstrated the capacity to administer and customize the CDBG and
HOME programs to identify, prioritize and resolve pressing local problems,
such as affordable housing, neighborhood and human service needs, job
creation and retention and physical redevelopment; and
Now, therefore, I, Ross Wilburn, Mayor of the City of Iowa City, Iowa,
hereby proclaim August 14 - August 18,2006, as
Community Development Week
in Iowa City, Iowa, and urge all citizens to join us in recognizing the important roles
