On Wednesday, Decelbor 11, 1991, tho Iowa CIty Press CItIzen,
reporting on tho Council lOetlng hold the previOUS evening,
published an article which gives us cause tor concern. Wo wish to
set the record straight regarding two litters on which there seem
to be .'sunderstandlng, First, the litter at architect's tees not
being Included In the construction cost and second, the Interence
that our tees wore excessive.
On Hovelber 22, 1991, HeUllnn Honson, presented construction cost
estlDltes ot tlve dltterent schemes tor parking tacllltles. The
purpose at this submittal was to assist the Council evaluate and
select a site, detenllne the type at structure and compare
construction costs tor tho various options. Since the schemes
varied In cost, the AlE teo on each would also be dlttorent and
were to be negotiated once a selection was tlnallzed. Our
breakdown estlllte clearly Identities the comparative costs at
construction only and purposely excludes tees and reimbursable
expenses. Atter Scheme 5 was tentatively selected by the Council
we negotiated a toe In the amount at $275,000 Including expenses.
ThIs occurred prior to your loetlng on December 10th but
apparently was not presented to Council tor consideration.
Our proposed tee Is actually proportionally less than the tee In
our current contract dated January 8, 1991. It Is not only talr
and equitable but as . porcontage at construction cost, tar less
than that Included In your parking ramp teaslblllty study dated
April 11, 1990, propared by another consultant.
Part at tho contusion about tees ~y arise tram the method ot
determInation. Traditionally, archltectls tees are based on a
percent at construction cost plus rotmbursable oxpenses. For most
architects, thIs Is the most common method although lump sum, cost
plus and hourly teos are but a few at the othor posslbllttles.
Fee tor the Horcer Park AquatIc Center, tor example, was based on
a percentage or construction cost plus rolmbursable expenses.

caisson assuring adequacy of performance by an approved
geotechnical 'Irl and licensed engineers. Since we are
not sur. at this time of the exact numbor of piles or
deSign, estllltlng this wllh precise accuracy Is
difficult and somewhat risky.
7. Costs of telephone, fAX, UPS and I'scellaneous expenses.
8. Costs of attending public hoarlngs and spoclal moetlngs.
We estimate the above exponses could cost $50,000 or ~re with the
major portion going for soils consultation, Time, doslgn, weathor
and subsoil conditions, largoly unknown at this time playa
significant part In the actual 'Inal determination of this cost.
Nevertheless, our proposed fee In the amount of $275,000 do os
Include all the above,
