I hope you carefully study the need for this Ordinance, the practicality of enforcing it and what you hope to accomplish with it. I believe it very important that you try to attend any informational meetings that you can to learn what is already in place at the Federal level and at the State level. If your goal is to ultimately prohibit use of chemicals, an ordinance to that effect would be more practical to enforce. If you intend to limit chemical use, then why not do it through education. After all, the Iowa city population is the most educated in the state. If you can provide scientific facts that we, as citizens, should know, you should make them known to us so we too can learn and become informed. If your motive is to make it more difficult for business, then your current proposal will certainly do that. If your goal is to assess another tax on business I there must be a simpler and more logical alternative. The original proposal was geared toward the professional applicators. These are trained individuals who specialize in the application of chemicals. These people are already required by State law to attend training meetings to be accredited to apply chemicals and are required to take continuing training each year. I'm not sure you are being very prudent by targeting this group. The chemical industry is legislated at the Federal level and at the State level. Now we need more legislation at the city level? We truly have entered the era of "big brother" watching over us. I sincerely hope that the Council in its wisdom finds that education is more practical than legislation in finding a solution to this perceived problem. If you must resort to a third layer of legislation I hope that it is practical, that it is fair, that it is legally enforceable and cost-minimal to enforce. Washington Street IOija City, IA 52240 Dear Mayor Courtney: The library parking lot next to ijhat ijas the old library has provided tijO spaces for persons ijith handicapped permits for many years, and I am one of those persons ijho is very distressed at the loss of that entire parking lot along with those special spaces provided for the disabled members of our community, It will mean that parkin~ in that area for all disabled persons using the public library, shopping in the nearby shops, attending functions at the Masonic Lodge and at Trinity Episcopal Church will not have available space unless the city sees fit to provide at least one, or preferably two spaces on College Street somewhere between Gilbert and Linn Streets. r have used that parking lot at least twice a week on a regular basis now for 22 years, and many, many other times as well, I am a member of Trinity Episcopal Church and a regular member of the church choir. Without available handicapped parking spaces in that immediate area, several disabled members of our parish including myself, will not be able to participate fully in the life of the church. The proposed ramp in t he nearby plaza is simply too far away for us to walk. It is our hope that the city will review the necessity for providing alternative handicapped parking spaces to replace the loss of those from the old library parking city lot. In so doing, they have requested that a proposed extension of 1st Avenue through ACf property be realigned and not divide the campus. Even though we have attended Zoning and City Council meetings at which this request was discussed, it was only last night that we learned that ~ resolution will come before Council on May 26, which, in effect, would grant such a request. In other words, ACT wants a promise that any extension of 1st Avenue will avoid ACT property. We believe this to be grossly unfair to surrounding property owners who would probably be heavily assessed for paving and sidewalks. We are very opposed to an extension of 1st Avenue to North Dodge! There is no need for it. I drive this area every day and traffic moves quickly; the speed limit on North Dodge is 45 miles MPH! The only people who might benefit from the extension are ACf employees who live on the South Side. There are few developments between ACf and the current terminal of 1st Avenue. The terrain is difficult and any road construction would be extraordinarily expensive and costly to maintain. Such a road, and particularly an arterial ro'ad, would divide farm lands and in general depreciate the value of existing homes. Finally, the impact on the environment can only be destructive and unsightly. Since it appears that writing a letter is the only input that residents are allowed at this time, we hasten to present our views. The City Council should not allow itself to be pressured by ACT to any extension of First Avenue beyond where it would face the proposed expansion of their buildings, i.e., west to North Dodge Street. Dubuque Road could be extended straight east at the point where it now curves north and serve the new buildings on both sides, eventually connecting with Scott Blvd. Dubuque Road should not become a private drive for ACT. Pedestrian traffic from the north to the south parts of ACT could be regulated for safety by a pedestrian traffic control or an underpass. At present and in the future most of the traffic on the road (east from North Dodge Street) is ACT traffic anyway and since aCT generates it, they should take care of it. Private access roads through ACT grounds off Dubuque Road could well accommodate their needs. I can see no, need for an arterial extension of First Avenue to North Dodge Street, the cost of which would be assessed to property owners in the area who would receive no benefit from it, in fact just the opposite, since there is no housing there which doesn't already have access to North Dodge Street. Present traffic on First Avenue has easy access via Rochester Street to North Dodge. North Dodge should remain one of the main thoroughfares from I 80 into Iowa City. Little of the traffic coming into Iowa City on North Dodge leaves that street before Church, Market, or Jefferson and most of it goes on to Burlington Street and beyond. ACT should expand its facilities to fit in with Iowa City's needs and Iowa City should not have to burden taxpayers, condemn lands, etc. to give ACT a private domain. It seems absolutely nonsense to extend First Avenue expressly to take care of ACT traffic when they already have an easy entrance from Dubuque Road. I live on that road and I know that except for a short time at 8:30 in the morning and 4:30 in the afternoon Monday through Frida)' that road has very little traffic. The city should,not be asked to build a new road at great expense when Dubuque Road could be extended for a small percentage of what the proposed new road would cost. ACT should be encouraged to work around the least expensive alternative rather than their present plans. Why not leave present community streets as they are except for upkeep? Then revert the so-called Highway 6 Bypass and Highway I West to at least Sunset Street to local city traffic. Then create a true (limited access) bypass to accommodate all the major highways now serving our city. I As someone who lives in that neighborhood, I do not believe any additional actions should be taken which might increase traffic flow. , I It would, from my perspective I seem that repairs or replacement to current widths might be a suitable project, but that there is not E need to widen this street. I believe widening would be another step by the Council which would directly impact me by lowering the value of my property. We have seen major increases in traffic since the Boyrum extension was approved, and we believe this is part of the past negative impact. There is a limit to how contemporary recommended standards for new construction should be applied to existing streets and neighborhoods. I believe there are other arterial streets in the Iowa City area which are much higher priorities for capital dollars than collector streets such as Kirkwood. Thank you for taking the time to consider my viewe on this matter. Again, I urge you to oppose any proposals for widening Kirkwood Avenue. The houses architectural designs span a time era from the late 1800's to the present. Large Victorian homes amicably share the same street with their more modest neighbors. Children of blue and white collar workers, doctors, lawyers and other professionals attend Longfellow School together. As classmates they have the opportunity to share common school experiences and, at the same time, learn about each other's lifestyles. For many years the neighborhood had a placid relationship with the city. However, since the mid 70's many proposals have been made, either by groups or the city, that would have changed the neighbor- hood. Electrical lines along the railroad right~of-way, a 58 unit apartment complex on Kirkwood, the closing of the Summit Street bridge, and zoning changes to allow 4-plexes are a few examples of the proposed changes. Please note that all of these projects, if implemented, would have had a very negative impact on the neighborhood. I often walk the area south of Burlington Street and see the remnants of a once beautiful neighborhood. Increased traffic,,:zoning changes and absentee landowners all have contriButed to that ' neighborhoOd's decline. It is a sight that saddens me because I know it could easily happen to my part of town as well as other areas of the city. BecaUse of the close proximity to the downtown area my neighborhood is exceptionally vulnerable to the inner city problems. We must have the protection of the City Council and the Planning and Zoning Commission. We are grateful to City Council members, past and present, who have supported our efforts to preserve this lovely section of our city. The street has steadily become used more and more for vehicles even though Hy-Vee moved several years ago from the Kirkwood and South Gilbert street corner. However, there is very little pedestrian traffic in the area of the 400 block in front of our business. L " !, ---j '! r I have measured the different widths you have proposed and the widest of 49' llidth would be the most desirable to move the traffic and be able to have entrance and exit on Kirkllood Avenue. This 49' would still leave 3~ feet from the curb to the present sidellalks in the 400 block. The Audio Odyssey business across the street has considerable traffic and there is Maiden Lane on our West property boundary and Gilbert Court on the East boundary that need access to Ki~cwood Avenue. . . ~ i >'" , ' It is my belief that the maximum width shOUld be done at this time rather than coming hack later which would require moving the utilities and tearing up the pavement and curb at a later date. This would save considerable taxpayer funds by updating this street now and not by bits and pieces. Unlike the first inspection [ made on the tree, I was able to use our bucket truck to check the upper portions of the tree and to obtain increment samples from a point just below the first limbs at 18ft. I also took samples at eleven feet, four feet, and one at 30 inChes, for a total of nine. You are welcome to examine them if you would like as I always save them for that purpose. The increments show that there is much more sound wood throughout the trunk (especially in the lower portion) than I first suspec ted. Based on these find i I1gs [ am recommend i ng to the Pub I ic Works Director and the City Attorney that the tree be trimmed not removed. Any qualified Arborist will be capable of properly reducing the weight and leaf surface which has unbalanced the tree to the South West. I have enclosed a picture that shows the limbs which are clearly growing well out'from the main trunk of the tree. Although more trimming is needed, this would be a good starting point. I would be glad'to discuss the needed trimming with whom ever you hire to do the work. l ~ \ 1 I ! During my inspection of this tree [noticed that the white Oak next to this one has been trimmed by someone using climbing spikes. It is not a good practice to use spikes on any live tree especially oaks. If the spikes were last used on an oak infected with Oak Wilt the disease can be spread from one tree to the next, not to mention the damage it does to the tree in general. Although not of immediate importance, it would greatly help this tree if the crossed and "rubbing limb were removed. The crossed limb has already created an open wound which will never heal, and can allow infection by insects or disease. If you have any questions please contact me at 356-5106. With the installation of curbs, the parking will be restored from its current parking status to a maintainable grass way. Seniors may not park in the lot for personal business downtown, Parking pennits may be purchased at the Civic Center; participants must be registered at the Senior Center and show tlleir blue registration card when purchasing the sticker, Only cowlty residents and non-county resident volunteers who work a minimum of eight hours/month are eligible to purchase a sticker, PUBLIC TRANSPORTATION: The Seventh Avenue, TOWllcrest, and Court Hill bus routes all stop either on tlle comer of Gilbert and Washington streets or on the comer of Linn and Washington streets, Please refer to the Iowa City 'fransit schedule for specific hours and routes the buses run, ' , Iowa City bus fares are reduced (25 centsl for senior dtizens with passes or Medicare cards from 9:00 a,m, to 3:00 p,m, and aIter 6:30 p,m, on weekday~ and all day Saturday. . Equipment includes a lighted magnifier, book holder, and large print resource& A listing of doctors and suppliers who accept Medicare assignments is also available in the reference section, THIRD AGE LIBRARY: The Third Age Library houses over 800 volumes purchased with the older reader in mind, 800ks are available for browsing or for a two month lending period, It is located in the Conference Room on the mezzanine, Check the conference room door for hours that the library is open to ule public, SENIOR CENTER POST: TIlE POST is a newspaper assembled and distributed by 50,60 volunteers each monul ulat publicizes services, activities, and events at the Center, It also provides infonnation on a variety of subjects and issues to the older residents of Johnson County, SENIOR CENTER TELEVISION: Anouler part of the Center's outreach effort, scrv programs are now being taped and aired on local cable channels 26 and 29 for the benefit of the home-bound or those who are unable to participate in the progranllive, "From the Mezzanine": Volunteer Barbara Hackman pioneered and hosts this program taped and broadcast on local cable access channel 29 from the mezzanine of the Center, 8arbara interviews, program coordinators, instructors, and participants to infonn viewers of UlC Center activitie& "Mature Focus": scrv's newest program is the Center's answer to 20/20, Taped monthly and shown every Monday at 7:00 p,m, and l1mrsday at 3:00 p,m, on Channel 26 and Station KTS, Mature Focus airs programs about public issues, unique individuals and events happening at the Center and in the community. COMPUTER CLASSES: In 1988, the Senior Center raised money for and purchased three MacIntosh SE computers and two printers. hl July of 1991, a fourth computer and a laser printer were purchased to accommodate desktop publishing, The Center offers basic and advanced computer courses as well as a supervised computer lab several times a week for those who need extra assistance, , " /991
