We are writing to express our support for the recently
drafted lawn chemical ordinance, We do apply fertilizer to our
properties, and if fertilizer would be included in the ordinance
to notify our neighbors, we feel we could do that, We would be
happy to have everyone take more seriously what effect their
chemical applications are having on their neighbors and their
city. Giving prior notice is a good start to helping people take
the issue more seriously,

This letter is in reference to the proposed new ordinance which will affect
and regulate professional lawn care and landscaping companies in the city
of Iowa City. The new ordinance which is being proposed will heavily regu-
late he functions of these companies and make it difficult for the customers
to follow these regulations.
I oppose such a new ordinance for the fact that such regulations will not
apply to individual home owners who use pesticides. They have the freedom
to use whatever pesticides they chose and that is a discrimination against
the professional lawn and landscaping companies.
In the city of Iowa City we do not need any more regulations, we have enough
of them. The existing federal laws and instructions of the Environmental
Protection Commission already extensively regulates the pesticides and sim-
i1 a I' products.
All in all, as a physician who is taking care of cancer patients, my advise
is, if you would like to eliminate pesticides, then all the pesticides for
both professionals and fOI' individual home owners should be eliminated, not
only in our city but nation-wide.

Dear Council Members:
I recently received a letter from a lawn care company which detailed
several considerations the City Council has regarding services provided by
lawn care companies. Among these considerations was the personal contact
by an employee of such company with the homeowner requesting a service
to ensure that the proper address and service were to be provided.
In reading this, I understood that it is your intention to prevent last
summer's erroneous application of chemicals to an individual's lawn. But if I
understood the letter correCtly, all I saw were dollar signs for the lawn care
companies which would ultimately be passed on to the consumer. A simpler
plan came to mind.
A week prior to the scheduled service, the lawn care company will mail a
postcard to the homeowner which will specify both the service to be
provided and the date of application. The homeowner, in order to receive
the service, must sign or initial this postcard in a specific place, and tape
or otherwise affix the postcard on the scheduled date to their front door.
The lawn care company would then only perform the scheduled service if 1. the
card is initialed, and 2. the card is on the front door. The lawn care
company will then remove the card and keep it as part of their records.
Thi s P 1 an ensures that the company is at the ri ght address, the homeowner
is getting the correct service, and the cost is that of a 19 cent postcard
plus the clerical time of filling them out. In the end, there won't be as
much cost as what was mentioned in the lawn care company's letter, and the
homeowner shares in the responsibility of getting what they want.

One does not have to live on Kirkwood Avenue to believe that the
widening of that street would be detrimental not only to the
residents, but to all of us who admire and enjoy Kirkwood.
This is not an issue that concerns only Kirkwood, but an issue
that concerns many of us throughout the community.
I cannot think of anyone who would benefit from a street widening.
Certainly not the residents; certainly not those of us who prefer
keeping and maintaining our older, mixed neighborhoods as good
places to live. Only those people who think of Kirkwood as a
route that avoids the too many stoplights on the by-pass, and
who look at Kirkwood as a short-cut rather than as a neighbor-
hood, would support this plan. Let's stop catering to these
people who would widen any street that would make it possible or
easier for them to go faster. IVhen you think of any of the wider
streets in town, you must know that people are not driving 25.
I am most familiar--too familiar--with the results of widening
Dubuque Street, and one result is that it gave people license to
travel 10 miles over the posted speed limits. I've observed the
same phenomenon on Dodge and Governor. These streets were meant
to be main traffic movers, however, and their widening can be
justifieduthere is no \~ay on earth the City can justify the
widening of Kirkwood. It would be much better to put that money
into making a by-pass that works. Kirkwood residents should not
have to pay the price for a very badly flawed by-pass.
Please, don't do anything that will damage this street just to
make life go a few minutes faster for those who just look at it
as a street. The Kirkwood residents--and many of us who live
in other neighborhoods--know that Kirkwood is much more than that.

in jeopardy and we want you to know how strongly we feel about this Issue.
Kirkwood Avenue/Lower Muscatine is an historic neighborhood as well as a
mixed-income neighborhood. Preserving this safe, friendly, and affordable
neighborhood is very important not only to citizens who reside In this area, but
to citizens In the greater Iowa City area. Because very few neighborhoods of
this character are still intact in Iowa City, It is extremely important that we work
together to achieve the goal of keeping Kirkwood Avenue/Lower Muscatine and
its surroundlng.streetsa suitable and safe place for families, older citizens and
.' people of all ages, backgrounds, and incomes to live. . .
Increased traffic (more dust, more noise, more danger)
devaluation of property .

widen Kirkwood Ave and Lower Muscatine. The Integrity of our neighborhood is
in Jeopardy and we want you to know how strongly we feel about this Issue.
Kirkwood Avenue/Lower Muscatine Is an historic neighborhood as well as a
mlxed.lncome neighborhood. Preserving this safe, friendly, and affordable
neighborhood is very important not only to citizens who reside In this area, but
to citizens In the greater Iowa City area. Because very few neighborhoods of
this character are stili Intact In Iowa City, It is extremely Important that we work

I lived on Ginter Avenue for 14 years, using and
crossing Kirkwood Boulevard constantly. One reason I moved
was the proposal to widen Kirkwood at a future date. I
still drive Kirkwood, going to and from businesses in the
southeast part of town every week or so. In my observation
of KirkioJood and its traffic load, its present width, two
wide lanes with turning lanes at major intersections, is
ideal for safe, quick, and pleasant driving. If it is
repaved for any reason, it should be at exactly its present
width. Widening the street to four narrow lanes would be
dangerous for automobiles, bicycles, and pedestrians.
Through traffic and heavy trucks already have an
alternative, US 6, closely paralleling Kirkwood. I see no
need to waste scarce road tax dollars on this unnecessary
proposa I.

Please do not widen Kirkwood Avenue at the end near Gilbert
nor at the end near Sycamore.
I do not live in the very immediate area. I live in
Hollywood Manor, south of Highway 6 Bypass between Sycamore
and Taylor Drive. I often use Kirkwood as I return from work
if I wish to stop at Sycamore Mall before I go home, or if I
wish to go downtown using a more scenic route, using Keokuk,
Kirkwood and Dodge streets. I never ever find Kirkwood to be
too congested.
Installing the three way stop at Kirkwood and Summit has
worked very well and I would recommend the same arrangement
at Keokuk and Kirkwood.

established, tree lined neighborhoods we will lose them.
They are a very important component of what makes Iowa City
a fine place to live. Please work to develop the four lane
streets and highways which already exist and treat our older

I am sending this letter to you because I know you, but
it is meant for the entire council membership.
Reaaing of and hearing about the planned ruination of
Kirkwood Avenue has prodded me to write a letter of
strong protest. Kirkwood Avenue is a beautiful street
in a very historical area'of this city. Project Green
has done much to make Iowa City a more beautiful and
therefore a better place to live. Widening streets is a
way of destroying beauty without giving any return reward
except the encouragement for more and faster traffic. with
'i ts attendant noise and dirt and hazard to life and limb
of the old and the young especially.
r see no .tustification for this making of a quiet resident~
ial street into a many-laned thoroughfare. Aside from the
expense involved, which would include either putting the
poles of the high tension electric lines on the south side
of the street righc in to the property of the residents or
going underground, all of this will without fail result in
a diminished life for all the residents in the area, a de-
valuation of property values and a cacophonous and unwarrant-
ed intrusion into what has been a beautiful part of our city.
Shouldn't we be in the business of preserving all the beauty
we can rather than systematically destroying it to make
room for more and more cars?

ACTION:
Pursuant to Section 23-234 of the Municipal Code of Iowa City, the City Traffic Engineer will direct
the Installation of NO PARKING BETWEEN SIGNS thirty feet east of the intersection of Rose
Alley with Court Street. This action will take place on or shortly after July 16, 1992.
COMMENT:
A zone of parking prohibition currently exists west of the Rose Alley/Court Street Intersection.
The action noted above will extend the zone of parking prohibition 30 feet east of the Rose
Alley/Court Street Intersection. The extension of the prohibition as noted above Is being made at
the request of the abutting property owner.

Since October of 1990 I have attempted to obtain some help with
reducing the speed of traffic on Park Road where I live. So far I have
contacted Jim Brachtel, Captain Harney and Chief Winklehake.
From 29 April 1991 to 6 May 1991 Jim Brachtel monitored the speed
of traffic in front of my house at 815 Park RDad (between Normandy
and Lee Streets). The average speed during this time was 40 miles
per hour. There were also several cars recorded traveling at speeds
in excess of 70 miles per hour.
Captain Harney and Chief Winklehake have placed officers in the area
in an attempt to reduce speeding. When officers are present people
travel slowly, however, in their absence the speeds rise. I realise
that Iowa City probably doesn't have enough officers to man problem
areas all of the time. And I'm sure Park Road isn't the only area with
a speeding problem.
I see two sets of problems surrounding this issue. Short term
problems and long term problems.
The short term problems include:
1. I have two small children, it is frequently difficult tD cross
the road with them, Our house is on the south side of the road
near the base of the hill that starts to the east of Normandy. Even
if the road is clear to the tDp of the hill, many cars travel so fast
that by time we are in the middle of the street the cars are on tDp
of us, Some cars slow dDwn for us but most do not.
2. In order to turn left or west out of my driveway I have tD pull
out into the eastbound lane of traffic to see the tDp of the hill.
Again, because many cars are traveling over the speed limit, by
the time I turn into the westbound lane they are on top of me.
This is worse in the winter.

3. There is a school crossing at Park Road and Lee Street.
4, Although there are dDuble yellow lines in this section of Park
Road I have frequently been passed going up and coming down the
hill in front of my house.
The long term problems include:
1. I think much of the traffic on Park Road comes from people
north of the Interstate going to the University or to Coralville and
vise versa. Maybe once they leave their own neighborhoDds they
are less concerned about the posted speed limit.
2, Jim Brachtel has told me that traffic is increasing at 2-3% a
year.
I think both the short and long term problems could be helped by
routing Park RDad traffic down Riverside Drive and allowing traffic
to turn both right and left, inside of only left, at the Highway 6
interchange near the train via duct on Riverside. Riverside between
Park and Highway 6 is wide, the University Dccupies Dne entire side
and fraternity houses and two apartment building occupy the
opposite side. It isn't a residential area like Park Road.
I would be happy to hear any suggestions from anyone. I would be
happy to talk to any Df YDU, As YDU might guess I am rather
frustrated by this problem. I have personal concerns In this matter
but there is a more global problem that needs to be addressed for the
entire community. If we are going to allow development in the areas
surrounding the city how are we gDing to move traffic efficiently
and not destroy existing neighborhoods. My neighborhood is one Df
the oldest in the city, I think it deserves to be preserved for many
reasons.
I feel this problem deserves your attention. I would greatly
appreciate a written response from you.
