City Attorney City of Coralville City Hall 1512 Seventh St. Coralville, IA 52241 Re: Authority for the City to Establish Lower Speed Limits Dear Don: I understand a question has been raised whether the City of Iowa City has authority to establish lower speed limits in school zones, based on a traffic and engineering study, As I read Section 321,290, Code of Iowa (1991). the City has authority to do so, The second unnumbered paragraph reads as follows: "Whenever the council in any city shall determine upon the basis of an engineering and traffic investigation that any speed limit hereinbefore set forth is greater or less than is reasonable or safe under the conditions found to exist at any intersection or other place or upon any part of the city street system, except primary road extensions, said council shall determine and adopt by ordinance such higher or lower speed limits as it deems reasonable and safe thereat. Such speed limit shall be effective upon proper and appropriate signs giving notice thereof are erected at such intersections or other place or part of the street," Sec, 321.290, Code of Iowa I trust this will be of some assistance to your but please do not hesitate to contact me if you have further questions, Cordially yours, ~= City Attorney cc: Mayor Oarrel G, Courtney, FYI n:\dilhl,lng no EAST WASIlINOTON STREET' IOWA ('ITV.
