Re:
In response to the Council's request, attached is a page from the FY93-FY95 Financial Plan
which shows the applications reviewed by the Urban Planning Division over a period of years.
Reflected in items Band C are applications for Large Scale Residential and Non-Residential
Development plans. The pertinent figures are those shown for preliminary plans; the final plan
figures will reflect redundant reviews in that there is often a preliminary and a final plan for
each project. Also note that final plan review for Large Scale Non-Residential Development
plans is administrative and tharefore the figures for final plan review will be loss than for
preliminary plan review.

\fee. 27-37. WHEN REQUIRED.
\Site plans shall be submitted, reviewed, and approved by the City prior to the issuance of
a b~lding permit for all development of any lot, tract, or parcel of land. The deveiopment of
a single-family dwelling or two-family dwelling or related accessory structures in any zoning
distric't~reexemPted from the site plan requirements of this chapter, but are not exempted
from the equirements of the Uniform Building Code. These standards are in addition to those
required b the Uniform Building Code, and apply to commercial, industrial and multi-unit
residential d~elopment. ,
(a) Minors e plans shall be required for all development that doe~not require a major site
plan: I
(b) Major site PI~S shall be required for all of the followin ypes of development:
(1) Over units residential, or
(2) Over 1 O,~o square feet of non-residential f or area,
Sec. 27-38. PROCEDU E.
An application for site p ~n approval for all developme t shall be submitted to the City, and
shall meet the fOllowing req irements:
(a) A minimum of 2 copie of minor site plans an, 4 copies 01 major site plans containing
all required information.

(c) Within 24 hours of sUbmitting n appli ation for major site plan approval, the applicant
shall post notice of intent to ~el p on the site. The notice to be posted will be
provided by the City, and shall basted as directed by the City.
Sec. 27-39. SUBMITTAL REQUIREME~ S.
(a) Minor Site Plan. Submittal inionnatid for a minor site plan shall include the following
information:
(1) Date of preparation nd north ar w,

(4) Name and add ss of the owner of re ~d of the property, the applicant, and
the person(s) or firm preparing the site pl~n.

(6) Total~i1 ber and types of dwelling units p posed; proposed uses for all
buildin. s; total floor area of each bUilding; and an other information which may
be n essary to determine the number of off-stree parking and loading spaces
req Ired by the Iowa City Zoning Ordinance, Cha ter 36 of the Code of
o inances of the City of Iowa City, Iowa,
(7) ocation and exterior dimensions of all existing and p posed structures or
structures.
Location, grade, and dimension of all existing and propose paved surfaces
including parking and loading areas, entrance and exit dri ~' pedestrian
walkways, ,bicycle storage areas, dividers, curbs, islands, and ther similar
permanent Improvements.
Location of all existing and proposed outdoor recycling, trash, r fuse and

(10) Location and type of all existing and proposed signs. Proposed signs require
a separate sign permit.
Location of the fOlloWing shall be shown on the site plan: l
a. Existing trees eight inches or larger in diameter mea sur (j at a point six
inches above the ground level.
b. Streams, and other water bodies including wetlands.
c. Areas subject to flooding from a 100-year event. .
(12) Location, amount, and type of proposed landscaping, fe ces, walls, or other
screening. J
(13) 'ocation, type and height of all existing and proposeo/lighting on the property.
(14) Ldcation and specifications for any existing or proPoled above or below ground
stof~ge facilities for any chemical, salts, flamma15le materials, or hazardous
materials.
(15) Other ~ ta and information as may be reaso ably required by the Building

(3) Location and size of existinQ nd proposed utilities, including water, sanitary
sewer, storm sewer, gas1e ctrical, telephone, cable TV, plus all eXisting or
proposed fire hydrants. \
(4) A typical cross-section o~ II propo.sed streets, alleys and parking areas showing
roadway locations, ty e of CUrb\~d gutter, paving, and sidewalks to be
installed.
. (5) The complete traffic irculation and p ~ing plan.
Sec. 27-40. DESIGN STANDAR S.
.AIl site plans submitted for Ciy approval must comply ith these design standards. These
standards are the minimum ~fandards necessary to saf 9.uard the public health, safety,
aesthetics, and general welf~(e of the City, and are necessarY'~ fulfill the intent of the Zoning
Ordinance, the Comprehe sive Plan, and other specific comsnity plans. These design
standards include:
(a) The design of the roposed development shall make adequate Rrovision for surface and
subsurface drai age to limit the rate of increased runoff of SU?f~e water to adjacent
and doWnstte m property, so that the proposed development will ot sUbstantialiy and
materially in, rease the natural flow onto adjacent downstream pr ~rty.
(b) The design f the proposed development shall make adequate provisio for connection
to water~lanitary sewer, electrical, and other utility lines within the ca city limits of
those~mi~ lines.
(c) The d sign of the proposed development shall make adequate provisio for fire
prot~ tion, and for building placement, acceptabie location of flammable maten ~nd

AN ORDINANCE AMENDING CHAPTER 36 OF THE CODE OF
ORDINANCES OF THE CllY OF IOWA CITY, IOWA, ENTITLED
'ZONING' BY REPEAUNG THE HIGH RISE MULTI-FAMILY
RESIDENTIAL (RM-145) ZONE REGULATIONS AND, WHERE
APPROPRIATE, REPLACING RM-145REGULATlONSWITHTHE
PLANNED HIGH DENSllY MULTI.FAMILY RESIDENTIAL (PRM)
REGULATIONS.
WHEREAS, on March 17, 1992, the Iowa City City Council
adopted the Planned High Density Muhl-Famlly Rasldenllal
(PRM) Zone regulallons by Ordinance No. 92-3520; and
WHEREAS, the PRM Zone regulellons W8re adopted to
address concerns regarding density of development, parking,
minimum setbecks and building design assoclBted wllh the RM-
145 Zone; and
WHEREAS, on June 23, 1992, the Iowa City City Council
rezoned the City's two remaining RM-145 zoned ereas to PRM
by Ordinance No. 92-3543 and OrdlnBnce No, 92-3544; and
WHEREAS, due to problems experienced wllh the RM-145
Zone dsvelopmenls, the City will no longer app~ RM-l45 zone
regulallons or otherwise rezone areas as RM-145.
NOW, THEREFORE, BE IT ORDAINED BY THE CIlY
COUNCIL OF THE CIlY OF IOWA CITY, IOWA:
SECTION I. AMENDMENTS,
1. Chapter 36, Article II, entllled 'Principal Uses and
Requirements,' Division 1 enlllled 'Zones,' Secllon 36-15
enlllled 'High Rise Mulll-Famlly Residential Zone (RM-145)'
of the Code of Ordinances of the City of Iowa City, Iowa be
and the same Is hereby repealed,
2. Chapter 36, Article II, Secllon 36-20 enlltled 'Central
Business Service zone (CB-2)' of the COOo of Ordlnences
of the City of Iowa City, Iowa, be end the 8ame Is hareby
amended by repealing subsecllon (c)(l) and adding thereto
a n8W subsecllon (c)(l) to read as follows:
Provisional uses.
(1) Dwellings located above or below the ground 1I00r of a
slructure In which the ground floor Is occupied
exclusively by anolher principal use or uses permitted In
this zone. The dwellings shall be developed In accor-
dance with Ihe dimensional requirements of Ihe PRM
lone. A maximum of three (3) roomer8 may reside In
each dwelling unll.

new subsecllon (e) to read as follows:
(e) Where more than one (1) principal building Is permitted
on a lot,

distance that Is equal to the height of the highest

SECTION II, REPEALER. All ordinances or pMs of ordinances
In confilct wllh the provisions of this Ordlnence are hereby
repealed.
SECTION III. SEVERABILITY. If any of the provisIons of this
Ordinance are for any reason declared Illegal or void, then the
lawful provisIons of this Ordinance, which are severable from
the unlawful provisions, shall be as II the ordinance contslned
no lIIegel or void provisions.
SECTION IV. EFFECTIVE DATE. ThIs Ordinance shall be In full
force and ellect from and after lis final passage and publlcallon
as provided by law.
