_bereas, some 4,000 people in the United States die in home fires
every year; and
_bereas, homes with smoke detectors have a death rate 40% lower than
the rate for homes without; and
_berens, about one-third of the homes equipped with smoke detectors
in the U.s. have detectors that are non-operational, most often due
to dead or missing batteries; and
~bereas, testing amoke detectors is easy and should be done regularly
to ensure effectiveness; and
_berens, every home should have a smoke detector on each level,
including the basement, and outside each sleeping area; and
_berens, smoke detectors are not interchangeable with heat detectors,
which can be used in kitchcns, bathrooms, and other locations
where smoke detectors are not recommended; and
_berens, all members of the household should be able to recognize the
sound of the smoke detector alann and know how to resp'ond; and
_berens, the Iowa City Fire Department is dedicated to the safety of
life and property from the devastating effects of fire; and
_berens, those members of the Iowa City Fire Department are joined
by other concerned citizena of this city; as well as business,
schools, service clubs and organizations in their fire safety efforts;

suppoded by the activities of organizations such as the National
Fire Protection AssOciation, the United States Fire
Administration, the Consumer Product Safety Commission, the
International Association of Fire Cluefs, the International
Association of Black Professional Fire Fighters, the National
Volunteer Fire Council, and the Fire Marshals Association of
North America,

Iowa, do hereby proclaim the week of October 4.10, 1992, to be

Tlus week commemorates the great Chicago Fire of 1871, wluch killed
250 persons, left 100,000 homeless and destroyed more than 17,400
buildings,
I calI upon the people of this city to participate in fire prevention
activities at home, work and school, and to heed the message: 'Test Your
Detector. It's Sound Advicel" as the 1991 Fire Prevention Week theme
suggests,
