amending the Comprehensive Plan by incorporating the Executive Summary and the Neighborhood

further discussion, The majority of Council did not wish to pursue the matter at this time. Kubby
Informed the audience that Council had agreed to designate the stormwater retention area
adjacent to Hickory Hili Park as parkland, and encouraged citizens to call the Parks and
Recreation Dept. with any suggestions for programming In that area. The City Mgr, stated a
resolution will be prepared for Council action. Kubby reviewed events commemorating the one
year anniversary of the November 1 shootings In Iowa City. Larson outlined reasons for
designating and leaving Trick or Treat Night 10/31. The Mayor stated that the 10/31 Is a
suggested Trick or Treat Night and neighborhoods could select another evening if they wish.
Novick noted that the city has been retreading tires for 15 years In an effort to save money and
landfill space. Novick announced that the City had received a REAP grant for a low Impact trail
In Ryerson's Woods, and publicity Is being planned regarding the project. Kubby and Larson
requested that signs be posted at the site. Novick acknowledged the 20th anniversary celebration
at Hancher 10130. Ambrlsco noted the memo from the Traffic Engr, regarding the addlllon of a
protected turn signal for Mormon Trek Blvd./Melrose Ave" and noted the poslllve Impact on the
area. Ambrlsco also acknowledged a $9,400 gift from the Independent Insurance Agents of
Johnson County to the Iowa City Fire Department for computer enhancement. Horowitz reported
on her attendance at the Senior Center Volunteer Recognition Banquet and thanked all the
volunteers. Ambrisco reminded citizens that Mayor Courtney, and Councllmembers Horowitz and
Ambrlsco would be attending the Grant Wood Neighborhood Assn. meeting 10/28, and Invited

MEETING WITH PARKS & RECREATION COMMISSION REGARDING HICKORY HILL PARK
AND STORM SEWER RETENTION AREA: Reel 92-95, Side 1
Mary Weideman, Parks and Recreation Commission Chair, and Parks and Recreation
Department Director Terry TrueblQod presented information, Council agreed to designate the
stormwater retention area adjacent to Hickory Hill as park land with the understanding that
the Parks and Recreation Commission would coordinate programming.

Ambrisco asked the City Council school safety committee representatives to address
expanding the 20 mile an hour speed limit farther east on Benton Street at Wadnesday's
school safety committee meeting.

Karr affirmed attandance of only three membars at the October 28. 1992, Grant Wood
neighborhood meeting.
COUNCIL TIME/AGENDA:

1 . In response to Kubby, Atkins stated that he will contact the Woodlawn residents
regarding leaf pickup concerns.
2. Councilmembers discussed the scheduling of Halloween Trick or Treat night. Courtney
noted the official designated night for trick or treating is Saturday night. Kubby noted
that the Senior Center is holding a costume party dance on Friday night. Novick stated
that the Parks and Recreation Department Halloween Parade will be held on
Wednesday night.
3. City Manager Atkins noted that a number ,of memorial services commemorating the
November 1 shootings are scheduled on Sunday, November 1.
4. Ambrisco stated that he works with Jim Jensen, the applicant for tha 410 Reno Street
alley vacation. Ambrisco stated that he had contacted the City Attorney earlier
regarding a possible conflict of interest, and was informed no conflict existed.
5. In response to Horowitz, Atkins stated that he has responded to correspondence
received from Robert Dostal regarding garbage collection.
6. Kubby reported that she has provided the City Manager with an article from the
Nation's Cities Weekly regarding an opportunity for communities to become a part of
a voluma-based pilot program with the EPA.
