Dear Mayor Courtney:
As you know, the City of Iowa City appoints a representative of the public sector
of the City to serve on the HACAP Board of Directors. The current
representative is Jean Snow Mann, who has indicated she will not be able to
serve on the another term due to time commitments.
HACAP's Board of Directors requires a letter stating the name of the new
appointee who will represent the City of Iowa City, This appointment is for a
one year term, We would appreciate receiving your response no later than
November 14,

RE: HACAP Appointment
A letter from the Executive Director of HACAP requesting the
appointment of an Iowa City representative is on the agenda. Jean Mann
has served as Iowa City's representative for the past year. Her one-
year term is expiring and she has indicated she can no longer serve.
Jean indicated HACAP would very much like to have an elected official
serve as Iowa City's representative. This is a seven-county regional
board which serves as a conduit for all federal funds having to do with
the poor. They have a $16 million budget and are involved in housing,
the Head Start Program, energy assistance, etc.
Serving on the board involves a monthly dinner meeting in Cedar
Rapids on the fourth Thursday of each month. The meetings end at 9:00
P.M.
The letter is on the agenda under City Council Appointments.

Individuals serving' on Boards/Conmissions play an important role in advising the
Council on matters of interest to our conmunity and its future, Applicants must reside
in Iowa City.
The City Council announced Advisory Board/Conmission vacancies 90 days prior to the
date the appointment will be made, This period provides for a 30-day advertising period
and a 60-day training period for new members. The training period allows new members to
become familiar with the responsibilities and duties of the advisory board/conmission
before becoming a full voting member,
After a vacancy has been announced and the 30-day advert i sing per i od has exp i red I the
Council reviews all applications during the informal work session. The appointment is
announced at the next formal Council meeting. Appointees serve as unpaid volunteers.
Counc il prefers that a 11 app 1 i ca t ions must be submit ted to the City Clerk no 1 a ter
