With much reluctance and regret, I ask to be released from my
appointment of City of Iowa City Civil Rights Commissioner. This
resignation is effective immediately.
III health has drained me of the energy and enthusiasm needed to
fulfill the duties of commissioner. My physician has instructed me
to slow down.
It has been a pleasure working with the fellow commissioners and
staff. Let me extend my good wishes to all of you on future human
rights endeavors.

APPOINTMENTS TO THE FOLLOWING COMMISSION:
HUMAN RIGHTS COMMISSION
Two vacancies. Three.year terms
January 1, 1993. January 1,1996
The duties of members of the members of the Human
Rights Commission are to provide for the general welfare of
the citizens of Iowa City by studying the relationships of
people of various races, colors, creeds, religions, nationali.
ties, sexes and ancestries living within the community. To
provide procedures for the operation of said Commission to
eliminate prejudice, intolerance, bigotry and discrimination in
the City of Iowa City. Iowa, by declaring discriminatory
practices in the areas of public accommodations, employment
and the leasing, sale, financing or showing of real property to
be against public policy and to provide procedures for the
investigation of complaints and conciliation and to provide for
enforcement.
Iowa City appointed members of boards and commissions
must be eligible electors of the City of Iowa City. The
Human Rights Commission meets the fourth Monday of each
month at 7 p,m,
These appointments will be made at the December 16,
1992, meeting of the City Council at. 7:30 p.m. in the
Council Chambers. Persons interested in being considered
for these positions should contact the City Clerk, Civic
Center, 410 E. Washington Street. Application forms are
available from the Clerk's office upon request.

In the past when I have applied for appointment to other Boards and,.'
Commissions, the issue of my employment by the City of Iowa City has
been discussed and the followin9 points made:
1. There already is one City staff person as a liaison to the Board/Commission
2. Possible conflict of interest
3. Informal policy not to appoint City employees to Boards/Commissions when
an adequate applicant pool is available.
In response to those concerns, I offer the following:
1. I would represent only myself, not a City department. My concerns/ideas
would be my own and not City policy.
2. If a conflict of interest developed (i.e. a human rights complaint against
the public library), I would abstain fr.om voting or even discussing the issue.
An employer/employee of any business could have a potential conflict of
interest while serving on the Human Rights Commission if a human rights
complaint were filed against that business.
3. If it is the informal policy of the Council not to appoint City employees
to Boards and Commissions:
A. It should be clearly stated in writing on the application form or a
disclaimer such as, "City employees will be considered for appointment
only if an adequate pool of applicants is not received from the public
at large".
B. You would deny nearly 700 City of Iowa City employees the right/opportunity
to participate in local government. (Not all employees live within Iowa
City but most do).
C. The policy should pertain only to that employee's departmental governing
Board. (Le. the Library Board of Trustees, in my case).
Thank you for your consideration of my application. I feel the issues I have
mentioned above need to be addressed by the City Council and a written policy
developed, whether or not I am selected for appointment to the Human Rights
Commission.

Duties: In appropriate cases and subject to appropriate
condttlons and safeguards, make special exceptions to the
terms of the ordlnences In harmony wtth general purpose and
Intent and In accordance with general or specfflc rules therein
contained and provided that any property owner aggrieved by
the action of ths Council In the adoption of such regulations and
restrictions may petition the said Board of Adjustment directly or
modify regulations and restrictions as applied to such property
owners. It can only act pursuant to the zoning ordinance. It
has no powerto sct upon any ordinances other than the zoning
ordinance. It cannot grant a variance unless speclllc statutory
authority provldss for granting a variance. Variances granted
under Iowa Code, Chaptsr 414.12(3) and Iowa City Municipal

'unnecessary hardship,' The hardship must be substantial,
serious, real, and 01 compelling force, as distinguished from

The duties of the members of the Design Review Committee
Include encouraging and promoting the acceptabllny, attractive.
ness, cohesiveness and general design compatibility of new
construction and rehabilitation, both publlo and private, within

review prellmlnery plans and development and construction In
both the private and public sectors; to make recommendetlons
on the archnectural, aesthetic and general design aspects of all
proposed public and private Improvements wnhln and adjacent
to the central business district redevelopment area.
Iowa Cny appointed members of boards and commissions
must be eligible electors of the City of Iowa City. The Design
Review Committee meets the third Monday of each month at
4:00 p,m.
This appointment will be made at the December 8, 1992,
meeting of the City Council at 7:30 p,m. In the Council
Chambere, Persons Interested In being considered for this
