Setting public hearings. ~.3- ~ (1) Consider a resolution setting a public hearing for February 2, 1993, on plans, specifications, form of cQntract and estimate of cost for construc- tion of the College Street Bridge Deck and Sidewalk Rehabilitation Project. Comment: This project will Include the repair of deteriorated areas of the bridge deck, the replacement of ponlons of the bridge sidewalks, and the construction of a connectlon'between the bridge and the parking ramp currently under construction. This project, which will take approximately three and a half months to complete, will require the closure of the College street bridge to vehicular and pedestrian traffic. The Engineer's construction cost estimate Is $289,000.00. (2) Consider a motion setting a public hearing on March 2, 1993, on the City of Iowa City's FY94 Iowa Depanment of Transponatlon State Transit Assistance grant application, and authorizing the City Clerk to publish notice of said hearing. Comment: In February, JCCOG will be completing Iowa City Transit's FY94 State Transit Assistance grant application. This application will contain FY94 State Transit Assistance and FT A Section 9 projects. A public hearing on the application Is required by state law, with notice of the hearin9 published at least 30 days in advance. The grant application will be available for public review prior to the hearing. e. Motions (1) Consider a motion to approve disbursements in the amount of $5,841,116.25 for the period of November 1 through November 30, 1992, as recommended by the Finance Director subject to audit. (SUB92-0024) (60.day limitation period: February 1, 1993) Comment: At Its November 5, 1992, meeting, by a vote of 7.0, the Planning and Zoning Commission recommended that the final plat of First and Rochester Commercial Subdivision, Part One, a two-lot, 2.88 acre commercial subdivision, located at the southwest corner of the intersection of First Avenue and Rochester Avenue, be approved subject to approval of legal papers by the City Attorney's Office and of construction drawings by the Public Works Department prior to City Council consideration of the final plat. This recommendation is consistent with the staff recommendation included in the stoff report dated November 5, 1992. The legal papers are being reviewed by the City Attorney's Office. The proposed schedule is that bids will be received toward the end of Mayor June and construction will start immediately. Occupancy will be fall of 1994. We're also investigating a secondary loop Ibr bus loading. Bus loading and car loading is a problem at everyone of their schools and we're going to try to develop some kind of a scheme in this school that segregates the buses from the automobiles. Our biggest concern is the coordination of our connections to the street by the time we go out [ell' bids. we'll havr to establish the level of the sidewalk and the connection to Rohret Road in our contract documents. And if the city has any intention in the improving of that st reet to substantially [ower or raise the grade, that could effect our work. That's the only thing thaI's critical. I don't mean to take it out on you but I'm a little frustrated about the school putting a school, choosing a school site without a road to it, and asking the city to put in a road without any contribution from the school when there were many other sites considered. none of which required that kind of investment by t'L\payer. Wehner! The population centers probably have a lot more to do with the selection of the school site than putting them on a paved road. I have a paved road in front of my place. We had two activities that were of interest. The Theater Fund Raiser brought in about $1300 into our gift fund. The holiday bazaar brought in a little over $1200. Those two items. with approximately a Ihousand dollar grant from the Rotary Club will be used to but three automatic door openers. The one on the front door facing Linn Street and the two first floor rest rooms. We had asked CCN for door openers and they didn't feel as if we were high enough on Ihe priOJities. We still hoping that \Ve could put the automatic openers on all of the rest room doors. but apparently, until we can either get a higher pIiority at CCN or until we have some more fund raisers, that \Viii come a little bit at a time. We did want you to know that we are trying to help supplement the budget that you're able to proVide for us. One thing I was asked by the commission to bring to your attention, I don't know whether you read your own budget better than you read the press. but on, back on December 22. there was an item probably elTOneously quoted or printed, but the Senior Center had it's request denjed for $130,000 for additional staff. Then apply the remaining financing that we might have available. In affect we would have a capital budget. hopefully through the year 2000 as opposed to just a t\Vo year project. That will begin occurring, assuming how fast you come to your priorities, hopefully some time in March. We would set our budget to pay the interest in that kind of project magnitude and then decide after that in MmTh or so whether the pedestrian overpass project is one that would fit into the $3 million or would have to wait. Mentz/There has been a traffic count done on the alley and from the numbers I received it looks like above 90% of the traffic that goes through the south half. Although there \\,IS some question to it because of the condition of the road. the trafj]c counters were not 100% accurate. It does appear that at least a great majority can go completely through the north half to the south. The city has tried a number of things to improve the alley. They put down recycled asphalt which lasted for about a month and after that all summer long there have come to grade the alley about once evelY two weeks. They grade it more than any other alley in town. Yet the condition of the alley is always very poor. There is no other solution but to pave this alley and it is only fair to make people who use the alley pay for it. Is there any questions.
