ADDENDUM TO ADVISORY BOARD/COMMISSION APPLICATION FORM EXPERIENCE AND/OR ACTIVITIES WHICH YOU FEEL QUALIFY YOU FOR THIS POSITION: I have been a lifelong resident of Iowa city. I be- lieve that one of the greatest assets of the Iowa city community is its diversity. I have been fortunate in that the education that I have received from the Iowa City Community school District, the university of Iowa, and the University of Iowa College of Lawall have stressed the importance of this diversity. The Human Rights commission deals with this issue on a continual basis. I believe that my professional involvement with the Iowa city business community would provide a beneficial viewpoint to the Human Rights Commission. In turn, I be- lieve that it would be beneficial for the business community to continue to work toward a stronger connection or partnership with the Human Rights Commission. I am quite interested in pursuing that goal. WHAT IS YOUR PRESENT KNOWLEDGE OF THIS ADVISORY BOARD? I have discussed the role and duties of this commission with several people, including a council member and a former Commission member. WHAT CONTRIBUTIONS DO YOU FEEL YOU CAN MAKE TO THIS ADVISORY BOARD (OR STATE REASON FOR APPLYING)? As I have expressed above, I believe that my interest and background in the Iowa City community will allow me to make many contributions to the Human Rights Commission. I have been interested in getting involved with city government and community activities for some time. There already is one City staff person as a liaison to the Board/Commission 2. Possible conflict of interest 3. Informal policy not to appoint City employees to Boards/Commissions when an adequate applicant pool is available. I I I ! 1 I i , ~ , 1 j I I I In response to those concerns, I offer the following: 1. I would represent only myself, not a City department. My concerns/ideas would be my own and not City policy. 2. If a conflict Of interest developed (i.e. a human rights complaint against the public library), I would abstain from voting or even discussing the issue. An employer/employee of any business could have a potential conflict of interest while serving on the Human Rights Commission if a human rights complaint were filed against that business. 3. If it is the informal policy of the Council not to appoint City employees to Boards and Commissions: A. It should be clearly stated in writing on the application form or a disclaimer such as, "City employees will be considered for appointment only if an adequate pool of applicants is not received from the public at large". B. You would deny nearly 700 City of Iowa City employees the right/opportunity to participate in local government. (Not all employees live within Iowa City but most do). C. The policy should pertain only to that employee's departmental governing Board. (i.e. the Library Board of Trustees, in my case). . I., Thank you for your consideration of my application. Applicants must reside in Iowa City. The City Council announced Advisory BoardlConmission vacancies 90 days prior to the date the appointment will be made. This period provides for a 3D-day advertising period and a 60-day training period for new members. The training period allows new members to become familiar with the responsibilities and duties of the advisory board/conmission before becoming a full voting member. After a vacancy has been announced and the 30-day advertising period has expired, the Council reviews all applications during the informal work session. The appointment is announced at the next formal Council meeting. Appointees serve as unpaid volunteers.
