Dear Steve: I am writing again with regard to the Iowa Festival's request for a portion of Iowa City's recently Increased hoteVmotel tax funds. I want to explain why the Iowa Festival Is approaching the City of Iowa City Instead of the Iowa City/Coralville Convention and Visitors Bureau. As I mentioned In my letter to Mayor Courtney and the City Council, the Iowa Festival has received several small grants from the CVB ($1000 In 1991, $500 In 1992, $550 In 1993). The CVB currently provides $5000 annually In grants to an average of 10 organizations. The largest awards are generally $1000; the largest award ever was $1500, We are aware that the Iowa City Council has recently reaffirmed an existing polley which distributes hoteVmotel tax funds 10 various City agencies as well as the CVB. We have approached the CVB to find out If, given the anticipated Increase In the CVB's ~udget, It would make more money available for tourist attractions like the Iowa Festival. The CVB has Informed us, however, that It will not be expanding Its grant program. The Iowa Festival Is grateful for the funding It has received from the CVB's grant program. If the festival Is to continue to grow, however, more money Is needed. We had requested $400,000 for 16 homes, the funding to be used over a two year period, We plan to expend the $250,000 over the next 18 months. This Is good news, as our wailing list for comprehensive rehab has about 16 families on II, many of whom have been waiting for well over a year. Release of Liens I During the next few months you will see a large number of lien releases on the consent calendar. This Is a housekeeping proJect. We are going through our archives and releasing all the housing rehabilitation liens that have expired. The Housing Rehabilitation program started back In 1976, and many of the liens have expired and never been released. ' City of Iowa City M E M 0 RAN 0 U M TO: Steve Atkins FROM: Chuck Schmadeke _.- DATE: January 13, 1993 RE: IDNR Rule Violation - Iowa City Landfill In May of 1989, the Iowa City Landfill was issued an administrative order as a result of what the IDNR considered repeated violations of daily cover, wind blown litter, and erosion. The City disputed the IDNR's conclusions but did not vigorously object to the order since the penalty was only $600.00. , , I I I ! , 1 I ! , I , Except for rare equipment breakdowns the City has always complied with daily cover requirements. In fact, the City did have proper cover over the area cited in the administrative order. Wind blown litter is a continuous problem at all landfills. Since issuance of the administrative order, the City has made a supreme effort to comply with the litter control rule. Landfill personnel have contacted other landfills to insure that Iowa City is at least consistent with other landfills in our efforts and success in complying with the rule. Since issuance of the administrative order in 1989 the landfill has made the following changes in operation to enhance compliance with the rule, 1) Close the landfill when wind presents a problem. During one recent month the landfill was closed 60% of the time. Most landfills do not close because of wind. 2) Pickup of windblown litter is now a very high priority for full time landfill personnel. In addition, this effort is supplemented by temporary help. In FY92 the City spent $27,400 for temporary help to asslst with litter control, 3) Litter fences have been placed adjacent to the dumping area to control litter. 4) A tarp has been purchased to provide quick cover over the waste area. , 5) A second scrapper (earth hauler) has been purchased to provide redundancy in hauling cover material to the working face. - . ~ ttr ~O~ " I ( i I ~ 1 " l \; j [ , t , " ~ r',:'-: :"'.'f;":':' ,"~~I' ":'~~' '''., '.':-,,':' ...., '.-::,: '" ",',r ", ;':"', :"; ,,:,-:: :' " ",I, I~" ,'/""..,., '" . I Erosion continues to be a problem at the landfill since there is such a large area that does not have any vegetation cover. The landfill does, however, attempt 'to secure a vegetative cover as soon as possible after landfilling operations have ceased. The landfill has used various methods of seeding including hydroseeding to insure rapid vegetative growth. In addition, silt fences and storm sewers have been installed to control erosion. All of the above listed modifications have evidently not satisfied the IDNR. On December 3, 1992 the Iowa Dept. of Justice sent the City Attorney a letter seeking appropriate civil penalties and suggesting a "Permanent Injunction" to assure compliance, or a "Consent Decree" to insure compliance with the IDNR's administrative rules regulating daily cover, litter, and erosion. It is the opinion of the Public Works Department and the Landfill Division that our current operation is providing the best safeguard against litter and erosion violations and that our efforts equal or exceed those of other Iowa landfills. R. W. Beck has presented the first work paper which focused on waste stream analysis of compostables and the impact of different feedstocks. This gives us a preliminary idea of the size of facility needed to accommodate different participation scenarios (see attached). One interesting note was the smaller-than-expected impact of the industrial sector, evidence of successful waste reduction and recycling programs in business and industry, The draft of the second work pa~r will be presented sometime in February. This jll!per will focus on the benefits of regionalizing the solid waste composting facility. I am anticipating that this will provide Iowa City officials needed information to begin to determine the impact of participation. Since the study is being funded by Cedar Rapids, and is to present information mainly on behalf of Cedar Rapids, Iowa City officials may decide that additional information will be needed before a decision can be made to participate or not.
