Courtney, Meyor At the Regular Meeting of the City Council of Iowa City February 23, 1993 I am naturally inclined to focus on our most recent successes as indicators of the "state" of the City of Iowa City. However, while our yeer-by-year accomplishments are certainly important, the overall state of the City can best be illustrated by looking at where we are now in relationship to where we want to go. Looking forward to the future, we try to project as well as influence the direction we will take. We have found that making accurate projections can be very difficult. Our 18 % + population growth rate during the 1980s was fully three times what was projected as late as 1988. We are currently considering the voluntary annexation of more than 650 acres near the east and southeast corporate limits. The school district has made a. decision to locate a new elementary school in Iowa City near the far west limits. We have begun to look at the extension of Scott Boulevard and First Avenue to the north, both of which will accommodate and encourage future development on the City's northeast side. There is likely to be continuing interest in the annexation of land south of the City which can now be served with sanitary sewer due to the location of the new wastewater treatment plant. All of these prospects make it very difficult to accurately project where and when major development will occur. Federal and State mandates will continue to weigh heavily in determining future priorities. We will spend approximately $13 million on required ammonia removal from our wastewater, and perhaps as much as $17 million on the South River Corridor Interceptor Sewer, which will connect the two existing treatment plans and enhance our ability to most efficiently meet the ammonia removal and other federal standards. The Federal Safe Drinking Water Act also imposes new standards which will require expenditures of $16-$30 million for upgrading our water treatment facilities or constructing an entirely new facility. Further, new standards for storm water discharge may require significant expenditures to attain compliance. Finally, we have been literally bombarded with new federal and state requirements for landfill operations during the past decade, and these mandates, along with their resulting expenses, are likely to continue. Our resident users of all these services will pay tens of millions of dollars to satisfy these mandates, yet none will result in any significant increase in the current levels of service. We must keep all these things in mind as we focus on local initiatives. How should we allocate our remaining resources 1 Local mandates, in the form of commitments made by this end prior councils, include maintenance of existing infrastructure and current services, Certeinly, these top our list of priorities. It is within this framework that we begin to recognize and understand how we can stren,gthen and preserve the many positiye aspects of Iowa City as a community and build upon those strengths in shaping our future. '.' 2 existing water distribution system; creation and implementation of our Comprehensive Housing Affordability Strategies; creation of a neighborhood open space planning committee; curbside separation and collection of recycleble waste; analysis of our stormwater drainage and collection system; and others that time does not permit me to enumerate. None of these is more important, however, than our effort toward managing growth and economic development, both in Iowa City and in cooperation with surrounding communities. We, have been very successful in the '80s and early '90s in attracting desirable new business and industry and, most importantly, in encouraging existing industries to expand locally. Much of our success can be attributed to our excellent cooperative relationship with the Iowa City Area Development group, the Iowa City-Coralville Chamber of Commerce, the University of Iowa, and our neighboring cities including Coralville and North Liberty. In addition, we continue to enjoy the benefits of a very positive spirit of cooperation with the City of Cedar Rapids in promoting the Cedar Rapids-Iowa City Corridor. It is vital that we continue and improve our efforts in this vein. We experienced growth and prosperity during the '80s in direct contrast to what occurred in most other areas of the state. If we ask ourselves why, we can only conclude that we have something very positive going for us. Our local business and industrial community is solid and diverse. Leaders within thet community demonstrate a willingness to invest time and resources in a host of community service and betterment efforts. Further, they clearly recognize their common interest in supporting a wide variety of local initiatives, in spite of the fact that many of them in their businesses are in direct competition with one another. I We have a citizen populetion willing to speak out, be involved, and become part of the solution to community problems. Numerous service organizations, interest groups, and neighborhood associations promote individual involvement in community affairs and help convince each citizen that he or she can be heard and can make a difference. I believe this serves as an ettraction to enyone who is looking for an active, vibrant, progressive community in which to locate their business. I don't have to tell you that this is a thriving community and a desirable place to call home. We hear that from each other on a daily basis. We like Iowa City and that's why we are here. But we do need to stop and reflect from time to time and renew our commitments as citizens and elected policy mekers, We all need to allocate our resources so that future generations can enjoy what we enjoy now. We are under numerous mandates from federal and state governments regarding where much of our resources will be expended. That they often govern by dictate rather than by exemple cannot be allowed to discourage us. Our budget is belanced, our debt is manageable, and we are comfortable that future generations of Iowa Citians will not have to pay for our poor economic policies. In view of our many mandates, a partial freeze on general tax revenues. and increasing demands for services, we are truly challenged to utilize our remaining resources wisely. We will soon be looking at a list of capital improvement projects to be considered between now and the year 2000. We will attempt to establish priorities based on our needs and available resources over that entire period. The answers one might receive to this question would be as divarse as the City itself. There are those who would have us stop right here, keep everything as is, and have little or no further growth and developmant. There are othars who would take the opposite view and proclaim unbridled growth with the sky tha limit as to the size of the City. Both philosophies have shortfalls. No growth in Iowa with its rollback tax structure means falling backward, resulting in losses of servicas and necessary amenities. Rapid growth has its costs for infrastructure as well as environmental, neighborhood, historic, and aesthetic costs. We as policy makers must recogniza thesa limitations on bc:h ends and balance tha effacts of each issue that comes before us. We must have a vision of what the City should be in 2000, 2010 and beyond and occasionally make some hard decisions that shape the future of the whole community. the citizens, the neighborhoods, the industries, the businesses, the University of Iowa, tha hospitals and the schools. Each must enter into the formula and be given consideration. You know a great changes in the pOlitical system and the economy are taking place in Russia now. These changes go very slowly but I hope they are at least not reversible now. One of the reasons why the changes are so slow is that our people have only limited experience in living and working in new political and ecunomic systems. On the other hand Russia as well as some other CIS republics has very well- developed and widely recognized systems of education, public health care, science, some fields of art, industry and others. So both our countries have something to learn from each other. Before leaving Russia for the US the mayor of one of the large regions of Nizhniy Novgorod (which can be translated as the Low New City, formerly Gorky city) asked me to fined out if any government, business or cultural organization is interested in making any type of contact with corresponding organizations in Nizhniy Novgorod. He was especially interested in how City Council and other City service organizations work in the US. I greatly appreciate a large body of information about the City Council of Iowa city sent to me by Ms. Lorraine Saeger in response to my telephone request. I believe this information will be very helpful to Nizhniy Novgorod city Council members. I am going to send this information to the mayor of the Sormovsky region of Nizhniy Novgorod with my friend leaving for Russia as soon as possible. In my turn I am passing to Iowa city Council members small booklets about Nizhniy Novgorod. One of these booklets has a notice in Russian which is translated: "From the mayor of Sormovsky Region of Nizhniy Novgorod Mr. Valery Moeseev". I hope these brochures can give you an imege of this very old and beautiful large city. Unfortunately all texts in the brochures are written in Russian. Unfortunately. those first snowfalls. although exciting for us, do make me nervous while driving. The icy conditions after thawing and re-freezing make driving and walking treacherous for days afterward, Well. I guess my apprehension about this caused me to make a mistake after the first winter storm this season, I always keep safety a priority while out and about with my young children, Thank goodness nothing adverse happened to us on that day after the storm, The roads were clear again, It was a sunny day, The only pr(lblem. besides the usual Iowa City traffic and my children constantly trying to distract me, wa, a mass of ice in the metered parking lot I planned to use. I noticed it right away as [ pulled up to the slot. [brought the car up slowly while looking at the ground to see if there was too much ice on the side from which my children would be exiting the car. I decided it looked saJe enough, and pulled completely into the parking spot. I glanced up at the meter to see if there was any time remaining, There was not. The one thing I did not see was the tall sign above the meter that read, "Handicapped Only-$50 Fine", Of course, [ couldn't see it from inside the car because it was very tall and above the limits of my view out the windshield. I left the car and, as quickly as possible on the ice, walked around the car to help my children. Holding hands and looking down at the ice under our feet, the three of ~~ walked to the meter and proceeded to put in enough change to last one hour--more than enough time for a haircut. There were no "Handicapped Only" stickers or signs on the meter, Had it not been for the ticket, I still might not have noticed I was parked in a "Handicapped Only" spot, Perhaps while backing out or pul1ing away I would have seen Ihe sign, because it can only be seen at a distance by people who are looking up at things eight feet high, On that first icy day of the season, I was not one of those people. And now, despite the appeal in which 1 outlined these events, I must pay $50, Although a fifty dol1ar ticket is something we can afford, what about those people less fortunate? I know that Jf the sJgn had been at eye level, or if there were a "Handicapped Only" Slicker next to the coin SIOlS on the meter, I would have seen It and looked for another parking spot. I seem to remember a time when al1 such signs were at eye level. It is the responsibility of the city s elected officials to make laws fair for mryone, That is why I'm asking whoever is responsible for parking signs in Iowa City to please either lower these signs to eye level, or put clearly visible "Handicapped Only" stickers on the meters so people will know they arc in violation, Then these parking spots would remain open for those who really need them. If this is not possible, then lower the fine so it is not so eMly for those who just don't see signs that high on icy days, I'm sure even a ~2) ill1e WOUld deter people lrom lI1tentlonally takll1g the spot, I hope my $50 can help Ollt in this matter, I really love Iowa City and IVould not hesitate to help make it an even better place to live, I would appreciate a reply and an explanation of why the signs are placed at such a height. Iowa City and the federal government paid nearly $70,000 for a study that was supposed to give an impartial presentation of the facts the people of Iowa City needed to make an informed decision about the future of our airport. Instead, the report is filled with misstatements, opinions asserted as facts, and half-truths. Iowa Citians who have not read it should be aware that: 1 The Feasibility Study is not just calling for minor change~ to the current airport, or for a new airport pretty much like the one we've got. It calls for a facility with runways over a mile long to accommodate jets with wingspans of nearly 80 feet and weighing up to 35 tons. Such jets could have a substantial impact on the quality of life in Johnson County. 2 The Study calls for spending millions of dollars essentially to accommodate a comparatively small group of users--business jets. Currently, about one business jet a day lands in Iowa City, and business jets make up only 1.7 percent to 3.5 percent of the airport's users. The Feasibility Study argues for expansion or relocation on the grounds that FAA guidelines say airports should "accommodat[e) the most demanding aircraft which use the facility on a regular basis" (p. 5-4). The study claims that business jets may eventually be barred from landing in Iowa City for safety reasons by the FAA unless the airport is expanded or moved. 3 Proponents of expanding or moving the airport lJay the new facility would be "free," since it would be mostly federally funded. But this is not "free money." The funds come from federal taxes, So-called "users' fees," that go into an FAA airport development trust fund. Recent administrations have considered the $7.5 billion in this fund as offsetting the federal deficit for accounting purposes. Moving it could cause serious environmental damage to wetlands and could destroy hundreds of acres of some of the world's richest agricultural land. It could lead to urban sprawl. It would also dislocate farm families that have lived there for years. Selling the current site to developers to offset the cost of a new facility could lead to overdevelopment of the site and threaten the area buffering Ryerson's Woods. Expanding the current airport could dislocate some homes and businesses and the 4-H Fairgrounds. These and other environmental considerations were inadequately addressed by the Feasibility Study. 5 The Feasibility Study contains many errors, both factual and methodological. For example: I A Projections of future airport use are consistently based on extremely "optimistic" assumptions which, once asserted, are then used as the basis for various additional arguments. The whole study is based on a logical fallacy: first they claim that, IF the airport is expanded, larger numbers of aircraft might use it. Then they say that BECAUSE larger numbers of aircraft are coming, we have to build a bigger airport to accommodate them! This is circular reasoning. For example, on page 2-10, they state, ".. .Aircraft which are based at other area airports would consider an Iowa City base if airport improvements were made,' but by page 2-17 they claim that "This chapter has determined demand to be anticipated. The next step is to determine facilities necessary to meet that demand." The underlying theme of much of Chapter 2 is, If we build a new facility, we can take business away from Cedar Rapids, Tipton, Green Castle, Amana, Kalona , Bartlett, Picayune Field, and Murphy airports and airstrips. The study does not explain why doing this would be good for America and deserves federal' support. B The study claims the airport would attract new businesses. But for the high-tech businesses Iowa City is trying to attract, an airport located south of town doesn't represent much of an attraction, since it's the city areas noI1h of town that are designated for these high-tech, high- pay, non-polluting industries. The Oakdale research campus, for example, is nearly as close to the Cedar Rapids airport as to the potential sites southeast of Iowa City, and has more direct transportation links to it. C The Study claims we have no option bu~ to move or expand. It says the FAA has promulgated guidelines with which we're out of compliance. But it produces no documentation showing that the FAr. is concerned about our airport. In fact, as Airport Commission Chairman Richard Blum acknowledged at the last Commission meeting, "We're in as good shape with the FAA as any airport in the country. /I Environmental Advocates also understands that FAA spokespeople told Iowa City newspaper reporters that they have no problems with the current airport. The question then arises, Should the airport be expanded or relocated on the basis of unsupported speculations that at some time in the future the airport might have trouble with FAA rules? ", . .' airport. .. cannot as efficiently and conveniently meet [the needs of Iowa City.] Iowa City Municipal Airport has the ability to accommodate a more flexible schedule," and claims that if Iowa City had to bar business jets, the Cedar Rapids airport (CIO) would not easily be able to handle the increased traffic. These assertions are incorrect. The Cedar Rapids airport has a certified capacity of 200,000 operations per year, and is now handling about 80,000, or 40% of its capacity. Cedar Rapids could easily handle the extra 400 to 1,400 jets per year (one to three per day) that, according to the Study, might have to land in Cedar Rapids. And Iowa City's purported "flexibility" is not an issue: all non-scheduled aircraft operate on flexible schedules--that's what general aviation is all about. Top CIO administrators have told Environmental Advocates that CIO could easily handle the additional traffic. E The Study tries hard to make the case that the number of airport users, and particularly business jets, will grow dramatically over the next twenty years. Yet the trends are dubious at best. For example, the Study says (page 2-5), "The number of registered aircraft [in the county] has grown from 88 in 1977 to 104 in 1991." Yet in fact there has been a decline in number of registered aircraft from 118 in 1985. And in fact the Study's "optimistic" prediction for the total number of registered aircraft in Johnson County in the year 2012 is only 119--one more than it had way back in 1985. Similarly, on 2-7 the Study says, "The single most important factor in the development of aviation activity forecasts is the number of based aircraft." Iowa City currently has 53 based aircraft, down from 64 in 1980 and up from a low of 51 in 1988. (Compare Cherokee's 46, Marshalltown's 40, and Mason City's 46.) Based on this unlikely assumption, it predicts the Iowa City airport will have 40,000 operations (i.e., landings and takeoffs) by 20l2--up from its current 26,400. Similarly, the Study predicts the number of turboprops and jets using the airport will grow by 260 percent over the next 20 years --even though the FAA projects only a 67 percent increase in these aircraft nationwide over the same period. F The study claims (page 4-5) that relocating the Iowa City airport, and thereby saving some users of business jets the time and trouble of driving to Cedar Rapids, would increase the efficiency of our workforce. The Study points out that the time wasted in driving to Cedar Rapids equals 10 percent of an employee's day. Let's analyze this argument that an airport located outside Iowa City would be more efficient, in terms of fuel and time saved, than keeping the current airport and diverting a small number of jets to Cedar Rapids. Supposing there's a new airport south of town, and that 7 percent of its users, who would otherwise have to go to Cedar Rapi,js, save 20 minutes and one gallon of gas per trip. Meanwhile, 93 percent of the airport's users, who could have used the old, centrally located airport, now have to drive an extra six minutes and use an extra 1/3 gallon of gas. Yet throughout the study, two responses (out of the 180 questionnaires distributed) are repeatedly referred to. These are the two respondents who said that if they had a bigger airport they might get a bigger plane! Partly on the basis of these two responses, the Study's authors built a whole case that there's a major unmet community need for a new or expanded airport. . They analyzed airport use to determine whether the airport was too crowded. They found that the current facility can handle 150,000 operations (landings and takeoffs) a year. It currently handles 26,000. That's 15 peroent of capacity. . Next they projected future growth. Even if we accept the Study's inflated predictions of growth, there will only be 40,000 operations per year by the year 2012. That's 26.6 percent of capacity. They claim that noise is a problem (p. 1-17). "Encroachment of development has made it difficult for lOW to meet demand for an adequate airport. Also, concerns have been raised about noise and safety due to obstructions of airspace." But they acknowledge on page 5-15 that "None of the three options [for keeping the current site] will produce significant noise levels at the existing site within the next 20 years." As for safety issues, let us again quote Blum, "We're in as good shape with the FAA as any airport in the country." 6 The Study did not attempt a cost-benefit analysis of the proposed new or expanded facility, but Environmental Advocates believes that (even in strictly economic terms) the costs outweigh the benefits. On page 1 of this report we mentioned that the Study cited an FAA guideline that airports should be built to accommodate the most demanding aircraft using the airport. In effect, the Study argues that a new airport is needed to accommodate a marginal group--users of business jets who might otherwise eventually be barred by FAA regulations from landing in Iowa City. The Study argues that the city and federal governments should spend millions of dollars to keep these 1,400 business jets--about 4 per day-- using the Iowa City airport. Is it a wise investment of city and federal dollars to build a new or expanded airport to accommodate these 1400 extra landings, which would otherwise go to Cedar Rapids? To answer this question, let's consider the cost of expanding or relocating the airport. A common way of determining the annual cost of a large construction project that requires a lump sum payment up front is to determine how much that money is worth when amortized over a period of 30 years. Assuming a new airport would cost $15.5 million in federal and local money, and that this cost is amortized over 30 years at the current 30-year interest rate of 7.35 percent, the new facility would cost $1,140,000 a year for the next 30 years. Thus, the additional business jet landings we could expl~ct from a new airport would each cost $1,140,000/1,400. That's la1! apiece. Environmental Advocates believes these federal dollars could be spent on wiser projects. We agree with a recent editorial in the Chicago Tribune that says America has become a "wastrel nation." "Like a big spender when the bills corne due, the united States has arrived at the day of reckoning," the editorial says. As mentioned above, moving the airport would mean . destruction of hundreds of acres of some of the most fertile land on the face of the globe . relocation of people now living on the. new site . possible destruction of precious wetlands . additional unplanned urban sprawl . a threat to Ryerson's Woods if the site of the current airport were sold to developers . an additional waste of time and gas to get to and from the new sites And expanding the airport would mean . relocation of the 4-H grounds and some homes and businesses . further building up of the area, threatening wetlands and woods Finally, the push for a bigger airport is based on . a false "trickle-down" economic theory that by making the airport hospitable to business jets, some new businesses might be encouraged to relocate here. with a federal aubsidy of $814 per jet landing, that's a good example of "socialism for the rich." . the attitude that "this is all free money." This section of Melrose Avenue is congested NOW (morning rush hour traffic backs up all the way to sunset), and replacing the bridge with only two lanes guarantees congestioh for another 50 YEARS, which any engineer will tell you is how long bridges are built for. Of course, traffic will only increase further in the future due to expansion of both the University and the City. I would be very suprised to hear that the Federal Government would even pay for a 2-lane bridge, when the 1983 Transporta- tion Plan for the city states quite clearly (p. 104) that this section of Melrose Avenue should be widened. without their money, and the property tax freeze, in a few year's time the debate will be--Shall we layoff more pOlice, quit maintaining some streets, or continue to live without any bridge on Mel- rose which is literally choking traffic on Benton Street and Highway 6? This debate is of interest to me from the perspective of a homeowner living in a neighborhood, as a parent with children in the Iowa City school system, as one who appreciates historical landmarks, and as an employee of University of Iowa Hospitals and Clinics. I have been a resident of the Iowa City community for 14 years, living in two relatively new west side neighborhoods. I would have preferred to live in an older neighborhood, but fine, older homes are less available in our communi ty. I have always found driving through the older areas such as Kirkwood Avenue, Summit Street, and Melrose Avenue aesthetically pleasing. In fact, I often go out of my way to visit these areas. Any project that might endanger these historical gems would be a mistake. The widening of Melrose Avenue is certainly going to raise some safety issues. Walking to and from school during my two sons' elementary school years was one of the many benefits of living in an area with a neighborhood school. Walking to and from school on a major thoroughfare--such as a widened, busier Melrose Avenue--would be a concern for children attending Roosevelt school. As an employee of University Hospitals and a daily co~nuter on Melrose Avenue, I agree the road is in need of repair. However, I do not think convertIng it to a four-lane highway in the midst of a neighborhood is the only or best solution to solving the Increasing traffic caused by the Increased growth of the University. The idea of converting the service road through Pinkblne to a major connection to the commuter lot sounds like a reasonable alternative to reduce congestion on Melrose Avenue through University Heights. Are there others? I urge you to take the time to explore all the options to best serve the community and the University.
