The 1993 Melrose 4-Lane Worst Case Scenario and U-Heights Proactive Response

I. Background: City of University Heights
1. Incorporated in August 1935; current: 1,042 residents; 170.4 acres;
$250,000 yearly taxes paying for: Contracts and Fees for Attorney-Legal, Bus,
Engineer, Inspectors (build., electric, plumb.); Fire Service ard Police Pro-
tection; Library; Sanitation; Pay for Clerk, Mayor, Councilors, Trs., etc.
2. University Heights has provided a high quality, protected, faro. resi-
dential comnunity for nearly 60 years with light commerce, amenities; with low
traffic, low pollution, low noise. U-Heights is an asset to OI, IC and area,
3. Since 1940s there has been succession of hardball conflicts between
Iowa City and U-Heights re land, boundaries, water, sewage, traffic, services,
fees, taxes, fed. census, fed. grants, etc. U-Helghts is a sma 11 population
hornet pestering and occasionally stinging the large population Iowa City.
4, If IC and UI-UIHe emerging plans are implemented, UH will be degraded,
oecome strip-like -- quickly, completely, profoundly and permanently.
II. Worst Case Scenario Making UH's Melrose Bridge and Avenue Four-Lanes.
~C perceives UH as non-tax-paying amenities beneficiaries and Ob-
structing IC development. But, if UH were downgraded and absorbed by IC:
a. IC gets authority over development, commerce, zoning, grants, traffic.
b. IC gets increased tax income from residents and new commercial taxes.
c. IC gets increased census count for state and federal funds.
2. IC has made four serious tries to [lUsh through four-lanes on Melrose
Avenue from Downtown Iowa City and Riverside Drive to the west edge of Iowa
City and now to 218/380, connecting with the Avenue, of the Saints.
3. Routing traffic to increase pressure from OI, UIHC ard IC re:
a. IC Comoorce; b. OI Athletics; and c. OIHC Faci 1 i ties.
4. Iowa CI ty traffic counts re Mel rose Avenue go up.
5. The Four-Lane Domino Sequence, the developers' pincer moves:
First -- Get four-lane Melrose Bridge' in place, a critical, key start.
Second -- Make Melrose 4-lanes River to Bridge, IC authority, condemnations.
Third -- Orchestrate traffic count buildup wi th signs, routing by IC, UI, OIHC.
Fourth -- Get IowaOOT to declare U-Heights' Melrose a Primary Road.
Fifth -- Build IC-lOOT-U.S. four-lanes through U-Heights and continue to High-
way 218/380, the Avenue of the Saints -- result: 50+mph, four lanes, car-heavy
truck, commercial pattern, 1-80/218-389 to IC-Burl. to 1-89 and vice versa

Dear Mr. Courtney:
I~e understand that the Iowa City Council soon will be considering a
proposal to widen Melrose Avenue from the bridge over the railroad tracks near
Kinnick Stadium to Byington Avenue. We are writing to urge you to oppose this
widening of a street through a residential neighborhood, Melrose Avenue is
ill-suited for a main thoroughfare and should not be turned into one.
11elrose was not designed to be a four lane highway. The street winds
through residential areas, and meets up with the portion that goes through
University Heights. There is little room to expand the road in University
Heights since houses are too close to the street to easily permit expansion;
To widen Melrose only to have it narrow to two lanes does not make a great
deal of sense. Rather than encouraging heavier traffic through this area, the
existing road should be repaired and turning lanes installed as needed to
assist traffic flow,
We have lived in this area for almost fourteen years. From our
observations, the only times that traffic is heavy is during football games
and for a br ief time I Ca lied "rush mi nu to" by those who live on Koser Avenue)
when people are coming or going to work at University Hospitals. Putting in
addi tional lanes for the fe" times when traffic is heavy seems a gross
misallocation of resources. Further, enlarging the street "ill encourage
addi tional traffic through an area that has a high concentration of chi ldren,
large amounts of pedestrian and bicycle traffic, and streets that twist and
turn. I t may also cause problems for the stores located at the corner of
Koser and Mel rose, ~Ihose presence ties the communi ty together.

To the City Council:
My daughter asked me recently about the plans to widen Melrose Avenue in
Iowa City. When I explained, she saidJ "I want to write to Congress! They
shouldn't do this!: The letter I have enclosed (with her permission) is all her
words and thoughts. All that I can add to her comment is this: if even an
eight year old child can see the dangers that would be created by the proposed
road widening, why can't the city of Iowa City? The Melrose Avenue Bridge
should not be widened to four lanes. Widening the bridge this much only
makes sense if all of Melrose A venue eventually becomes four lanes. TIlat
expansion would hurt neighborhoods and endanger children. Please consider
widening the bridge to three lanes and committing the third lane to bicycle
traffic.

Dear City Council Member:
As you are aware, we, the members of the Melrose A venue Neighborhood Association,
are upset that we were improperly left out of the early planning phases of the Melrose
A venue and bridge reconstruction. This project will have profound impacts on our
neighborhood and on the entire community. In our opinion, these impacts have not been
adequately publicized and discussed, No alternatives have been offered. We thus request
the following of all City Council members:
I. We request that you, once and for all, reject the four lane Melrose bridge proposal.
If you are unwilling to take this action, we ask that you indefinately postpone a
decision on the Melrose bridge proposal.
Doing so will provide adequate time to consider impacts al/d alterllOtives.
2. We petition you to initiate an Environmental Impact Statement with IDOT and the
Federal Highway Administration. The widening of Melrose bridge, a federal
action, will result in significant impacts on our community, e.g" traffic movement,
vehicular saftey, pedestrian saftey, changes in land use, cultural/historical
repercussions, noise, social impact, etc. These impacts need to be identified,
evaluated, discussed, and acted upon.
Doil/g so will allow the commul/ity to //lore fully judge the merits alUi deficiel/cies
oflhe present plan and will aSS/lre consideration of reasol/able altematives.
3. We urge you to direct city staff to work with state, county, and other municipalities
to improve signage directing traffic to the Hospital and University, and to explore
other traffic patterns that will be less disruptive to residential neighborhoods.
Doing so will help to reduce the traffic flow on Melrose Avel/ue and better direct
traffic to its illlended destil/ation.
4. We urge yotlto support, encourage, and continue to participate in efforts to engage
the University/Hospital, olher municipalities, and adjoining neighborhoods in
responsible, good faith, shared community planning.

available long-term solution

On behalf of the Melrose A venue Neighborhood Association, I want to thank you for
taking thc time to visit with \IS last week. It sO\lnds as though you made room for \IS
at the end of what was already a very long day, and we do appreciate your making
the effort
There were so many people who wanted to speak Thursday night (and I had done so
much speaking when I went before city cOlmcil) that I felt I should let otllers whom
you had not already heard from have the floor, There were, however, a couple of
points brought up Thursday night that [ believe are important enough to bear
repeating, These points underscore tlle imp0l1ance of postponing the vote on the
proposal currently under consideration,
Firs~ by delaying the vote on the bridge, ci ty council will put pressure on the
university and the hospital, the kind of pressure tlmtI believe will be reqlured to get
tlle university and tlle hospital to take their Task Force commitment more seriously,
to cooperate to a greater extent with tlle city in looking for alternatives to the clU'J'ent
problem, and ultimately perhaps even to consider changing the nature of their
planning processes, There was some talk Thursday night of putting in a 2-lane
bridge to spite the university and the hospital. No one, of eomse, is seliously
suggesting that; tllere is an argument to SUppOlt a 2-lane blidge option, but [ do not
believe this is it. However, a vote to postpone the blidge sends the message that a 4-
lane hridge and a 4-lane Melrose avenue are not necessarily foregone conclusions, If
the city makes it clear tllat it is going to take a closer look, not just at tl1is proposal
but also at otller options, [ believe tllat tile hospital and university may be forced to
do likewise,

I am writing to provide background intormation on the
University's views on the City's plan to widen Melrose
Avenue. University representatives have met on'severa1
occasions with representatives ot the Melrose Avenue
neighborhood and. we recognize the concerns of the
residents.
It ,may be usetul to note that the University has
participated in and has undertaken several studies '
concerning the matter of traffic circulation on the west
campus,. All heve concluded that Melrose ~.venue plays, and ,
will continue to play, a oritica1 part in the circulation of
vehicles to and from'the campus, between areas of the
community, and to areas outside of Iowa City. No study has
identified an alternative that would replace the multiple
functions performed by Melrose Avenue. As a result of these
studies, which go back well over twenty years, the
University has made plans that assume the existence of'
Melrose and depend on it tor c1"rculation to and from the
campus, through the c~pus and as a part of the internal '
vehicle circulation. system. Our Campus Planning' Framework,
published in April 1990, contains a map of major ,roads ,
serving the campus , (Map #5), that indicates an understanding
that Melrose will be widened to four lanes. This Framework
has been widely .circulated and reviewed.'
As a part of campus planning actiVity in connection
with the development of the University ot Iowa Hospitals end
Clinics (UIHC) Final Phase Faoility, the Univereity engaged
a national consulting f~rrn to address the issue ot the
adequacy of Melrose, if widened to four lanes according to
the City plans at that time, to accommodate the new.
addition. The coneultant has reported that five lanes would
be preferable to four, but. not essential. In order to avoid
the necessity of encroachment on the neighbor~ to the south
of Melrose Avenue the University has not pursued and does
not intend to pursue the five lane alternative.
Several alternatives have been suggested by parties,
interested in aVOiding tho. widening of Melrose and the
bridge. A common characteristic of these alternatives is

connection to the hospital area via Haw~inl Drive or
termination at a parking tacility with transfer to the,
hospital area via bus service. The UIHC has concerns about
the latter alternative in light ot the needs of patients and
visitors to the hospitals.
Construction of a tull bypass with connection to the
hospitals area would require land now used and required by
the Finkbine Golf Course. It would almost certainly require
the costly displacement of athletic and recreational
facilities. It would be a "long way around" solut1on that
would likely not be used once travelers discovered that
Melrose was a shorter route. Perhaps the most significant
aspect of the bypass is that it would be very,limited in its
purpose; the interception of eome hospital bound traffic
from the west. It would not replace the need for Melrose in
any of its multiple functions, including serVing as an
east-west arterial street for the City of Iowa City, or
reduce the present and projected traffic below the need for
a four lane street.
It is unquestionable that the Iowa CitY/Coralville
area is developing toward the west, and that there are
existing and growing needs for east-west travel. Melrose
Avenue is an arterial utilized by residents who live in
Coralville, Iowa City and University Heights and travel to
the east for a variety of purposes.
Melrose Avenue will also serve as a point of entrance
to a new Family Care Center and AmbUlatory Renal Dialysis
Suite that will be located in the lower level of the UIHC
Final Phase Facility. While all other patients entering
clinics in this Facility will do so off of Hawkins Drive, it
Is essential from several standpoints that Family Care
center and Ambulatory Dialysis facilities be readily
visualized and easily accessed from Melrose; and .that the
patients using these services be able to park in an adjacent
area of the ramp to the east of the Final Phase addition.
rhe university has be~n sensitive to the concerns of
Melrose Neighbors in planning for access into the Family ,
Care Cent~r and Ambulatory Renal Dialysis Suite and into the
parking ramp in that there will continue. to be only one
, access point along Melrose Avenue. There will thus be no
additional curb cuts beyond the one that exists at thie
time. Furthermore, ae a means ot minimizing congestion
along Melrose Avenue, the preliminary plans for this parking
structure call for primary entrances at ~he northwest corner
and on the east side. The drive off of Melrose Avenue will
be designed as a secondary entrance to carry a muoh smaller
volume of traffic which will serve the need for access to
the Family Care Center entrancs and to meet the parking
requirements of patients to be served in the Family Care
Center and Ambulatory Renal Dialysis suite.

It is regrettable that a project .uch a. the
Widening of Melrose will have an unwanted impact on private
property owner.. It i. for that reason that the University
ha. indicated a w~11ingnes8 to make the land available for
the proposed widening from land owned by the State on the
north side of the street. While this will not satisfy all
the concerns of the affected property owners, it will
significantly lessen the impact of the project on their
property, We believe elso that the construction of a
four-lane street deeigned to carry the already present
volumes of traffic will serve to facilitate turns onto
Melrose from drives and streets to the south.
It is apparent that delay or further study of
alternatives will not produce better options to widening
Melrose. Moreover, all reports indicate that the condition
of Melrose Avenue and the Melrose Bridge have deteriorated
to such an extent that replacement in accord with the
timetable established by City planners is highly desirable.
Also, the construction of the UIHC Final Phase FaCility is
well underway and the Eye Institute 1s scheduled to be
,completed in mid 1994. It will also be necessary to
undertake, immediately, the construction of a number of
utility projects In the Melrose right-of-way to support the
new construction. This work, too, needs to proceed this
next construction season if it Is to be in place in time to
serve the new bUilding. uncertainty concerning the future
configuration of the street and the timing of street
construction will complicate and add costs to the utilities
improvements, now and in the future. For these reasons we
support your plan to widen the bridge and the street
according to the recommendations of the oity staff. We
recognize the concerns and interests of Melrose-area
property owners. On balance, however, the University is
supportive ot the project as the best alternative to meeting
the current and future needs for traffic flow between the
east and west sides of the community.

Avenue concerning the proposed widening of the bridge Rnd
approaches to the bridge 1rhich you have planned. I Im01r
that you have heard many concerns expressed by these
residents and I will not reiterate those,

The point I want to make is that we believe you need to
undertake evaluations of this project as it pertains to
environmental concerns and the effects on historic properties.
Since there is substantial federal funding for,this project,
the National Environmental Policy Act requires at least an
environmental assessment to be underta](en. Because of the
impact on the neighborhood as already described to you by
the residents and because of the many issues of concern
which have been raised, any attempt to bring this project
within a categorical exclusion and avoid an environmental
assessment would be contrary to the law,
In addition, there are historic properties which would be
affected by this project and the National Historic
Preservation Act requires a review and negotiation procedure
before a project CRn be approved. This lmuld be conducted
with the State Historic Preservation Office. There is also
a provision in the Iowa law requiring that historic
properties he protected to the extpnt practicahJ.e ?nd that
alternatives are to be used in planning and locating hig1l11ay
proj ects. This laIr requires you to examine and use
acceptable alternatives.
We anticipate that you will review this project and the
applicable laIrs. Upon doing so, lIe anticipate that you will
comply with your legal obligations.

Dear Randy:
This letter is to add to our comments of July 28, 1992 about the
proposed project. The comments made, at that time were based
solely on the direct impact of the bridge project. and the removal
of a less than 50 year old bridge. A second look at this
undertaking leads us to issue two additional comments, the effect
of which suggests that project review be re-opened.
First, while the bridge that would be replaced is itself non-
historic, the kind of bridge proposed to replace it--one which
increases the number of lanes from two to four--may have an
adverse effect on nearby properties listed on or eligible for
listing in the National Register of Historic Places. The effect
of funding the project to install a wider bridge will be to put
into effect the widening of Melrose Avenue from two to four lanes
and the magnitude of this change with the accompanying changes in
traffic volume may diminish the historic character of at least
two properties listed in the National Register, namely, the A. W.
Pratt house at 503 Melrose Avenue and the Billingsley-Hills House
at 629 Melrose Avenue. In our opinion, but for this undertaking
to replace the existing bridge with a wider bridge, the four-lane
widening of Melrose Avenue would not happen and its accompanying
potential adverse effects on the National Register properties
would not occur. Therefore we cannnot recommend that the project
proceed without taking into account whether the undertaking may
diminish the properties' setting and sense of time and place by
introducing visual and audible elements that are out of character
with the nearby National Register residences (36 CFR, Part
800.9(b)(3)) .

Second, the city's actions will need to satisfy the requirements
of Iowa Code 314.24. This stipulates that cities "shall to the
extent practicable preserve and protect the natural and historic
heritage of the state in the design, construction,
reconstruction, relocation, repair, or maintainance of roads,
streets, or highways." cities are directed to avoid historic
sites lIif reasonable alternatives are available" for the location
of streets and, to do this, cities "shall make a diligent effort
to identify and examine the comparative cost of utilizing
alternative locations" for streets.
Additional review of this project is further warranted, in our
view, as a result of the recent completion of the Iowa city
Historic Preservation Plan. This singles out for attention
Neighborhood 11: West Side - Melrose Avenue and identifies
several objectives which include retaining historic landscape
settings and improving visual relationships between historic
residences and modern developments such as parking areas.

I am writing to urge the City Council to "bite the bullet" and reject the'
Melrose Avenue street-widening project proposed by the City planning staff,
This difficult and controversial decision is appropriate and in fact necessary
for two important reasons.
First, the plan itself appears to be seriously flawed, and may not resolve
the traffic congestion problems, safety issues and environmental concerns
that currently exist and wl1l surely become worse due to Hospital expansion.
Support for concerns raised about the present proposal comes from two
Independent sources: local traffic planning experts, and national traffic
planning experts at the Department of Transportation in Washington, DC. Ms.
Mlchaelanne Wldness reported these expert opinions to the City Council at the
open discussion in Council chambers on Tuesday evening, Feb. 2nd. These
consultants agreed that there were serious questions with respect to
different aspects of the present plan, and recommended that other
alternatives to widening Melrose Avenue should be identified and evaluated.
The second reason for rejecting the present proposal Is that the process
used to generate it is fundamentally flawed. Support for this assessment is
nearly unanimous, and comes not only from Melrose Avenue neighborhood and
University Heights residents, but also from many UI faculty and City
residents, and even from City planners who are routinely faced, after the
fact, with trying to accommodate unilaterally conceived Hospital expansion
plans formulated without adequate consideration for the concerns of the
entire city ond surrounding communities. It is cleorly In the best interests of
the entire community to insist thot plonning for Hospitol exponsion not toke
place in Isolation, and that all affected parties be allowed ond encouraged to
partlclpote In the plonnlng process tn a timely manner.
Although the University ond the UI Hospitals and Clinics ore extremely
importont components of the lowo City community, they should not be ol1owed
to dictate to the City and surrounding communities how our neighborhoods,
streets, business districts ond industriol oreas ore to evolve. This is
precisely what the present Hospital planning process accomplishes, and City
Council members should send a clear message to the University and Hospital
administration that such a process wl1l no longer be tolerated. The first step
in sending this message Is to reject the Melrose Avenue street-widening
proposal, a questionable attempt to accommodate a Hospital expansion pIon
that was generated in Isolation without adequately considering the best

Dear City Council,
I am writing you to respectfully request that you decide
against building a new airport on Site Number 1 as recommended by
the consultants from Coffman and Associates of Kansas City.
My husband, JOlleph T. Sladek, and I purchased 80 acres on this
site in 1936. We erected a two story home, garage, barn and other
outbuildings. We grew oats, corn and hay on the land. We raised
animals and milked. cows for many years. We grew a large garden to
feed our three children, cured our own meat, and canned all our own
fruit and vegetables.
We had to worle very hard but the land proved to be wonderfully
productive, as it s.till is. Our land adjoined the homestead which

had been purchased by the Sladeks in 1915/ and we farmed that land
also, Every year this land became more precious to us and we knew
how important it was to keep it in the family.
Our three chi.l.dren were born on this land and our youngest
child and only son, Joe poseph Edward Sladek) / helped farm the
land from the time he was a small boy. Eventually / as we grew
older / Joe took over the farm and purchased the old Sladek
homestead. Our house became the home for Joe, his wife, Nancy, and
their three children.
Joe's youngest child, Steve, grew up farming with his father.
He left for four years of college to get his degree in business
agriculture at Iowa State University, but immediately returned to
the farm. He now lives in the house of his grent grandparents on
the old Sladek homemtead with his wife, Sherry, They are expecting

their first child this coming fall, steve and his father work
together on the land every day and it would be hard to say which
one of them loves the land more,
There are no words to describe our sorrow and sense of loss as
we contemplate losing our farm, It has not only sustained our
families, but created a lifestyle which we have been able to
preserve, We are also proud of the abundance of food this land has
provided for others, I ask you to consider this before you allow
this most fertile, life-sustaining land to be covered with
concrete,
I am now 84 years old, This particular land is an
irreplaceable part of me, and of my family, It is our anchor and
our strength, We use it not only for ourselves but as our means of
continuing the noble profession of providing food for our country,

To The City Council,
I would like to bring to your attention an area of road work which
desperately needs to be upgraded and improved. This is tile bottle neck
between West High School and Highway 218. The traffic is greatly
increasing with the two new subdivisions, Galway Hills and Walnut
Ridge, and the traffic to 218 has also been steadily increasing, The
narrow road has no shoulder, and deep ravines on each side. When the
weather is raining, snowy or icy the hazard is greatly increased because
of the traffic coming in and out of these two new subdivisions. I hope
that you will consider making the grading and widening of this section
of road a high priority in the very near future.

Dear Mayor Courtney and Council Members:
I am writing in support of the construction of an overpass over
U.S. 6 at the First Avenue intersection.
As a person who prefers to walk to the mall rather than drive my
car, crossing U.S. 6 is like crossing the track at the Indy 500 -
the traffic lights simply do not allow pedestrians sufficient time
to cross safely.
I understand that a federal highway such as 6 must have speed and
it is not intended to be "pedestrian friendly" - that is the nature
of the case.
However, surrounding US 6 is a community of people of all ages -
some of us like to walk to the shipping area at Sycamore Mall, while
many junior high students must cross it twice a day. It would seem
that Iowa City has a responsibility to itself to provide a safe
crossing for the many people who must cross it every day.
Count me and my wife as two citizens who favor the building of an
overpass for US 6 - not just for our personal pleasure of walking,
but for the safety of our neighbors' children southaf the highway.
Thank you for the time you and the council members spend on pro-
viding order and safety and cleanliness for our city.

Dear Mayor Courtney and City Council Members:
Representatives of the Riverfront and Natural Areas Commission have learned that, for budgetary
reasons, the City is now proposing to eliminate fiscal year 1994/1995 funding for the Iowa River
Trail segment between Iowa Avenue to Burlington Street. Only the final design plans to be
prepared by the Public Works Department would be accomplished this year. Commission
members were both surprised and disheartened by the news,

The Commission had originally expected this project to be constructed last summer. However,
we were Informed toward the end of the summer that construction drawings would be postponed
until spring of 1993 for summer construction due to the Public Works Department's work load,
Ills now Indicated that the project will be postponed for at least another year. We must strongly
urge the Council to reconsider this position.
The Iowa River Is a unique resource for the benefit of the entire community. We must refresh In
our memories that Old Capitol and subsequently Iowa City were located here specifically because
of the river and its scenic views. Completion of the Iowa River Trail would provide an important
community recreation resource and recognize the Importance of the river In our heritage,
Furthermore, funding of this critical "missing link" will support and keep vital the efforts of the
Riverfront and Natural Areas Commission and The Friends of the Iowa River Scenic Trail who
have worked so diligently In promoting the trail development.
Please reconsider the following points:
The $29,730 funding would be relatively small compared to the overall City budget;
Funding would be a major Indication 01 supporting the efforts of the City's
appointed Commission, the fund raising efforts of FIRST and development of the
trail itself;
it Is an opportunity to amplify City funding by providing "seed development" to
promote successful grant applications and private funding;
It would provide a vila I "missing link" In the trail development;
The City's support as evidenced by funding of this segment has been an Important
element In the strategy to raise funds from private sources for trail development;
The City's support as evidenced by funding of this segment was an Important
element of the American Greenway DuPont Awards grant application that the City
approved last December,
We firmly believe that it will be In the best Interests of the entire clly,

Dear City Council Members,
It was brought to my attention Friday evening February 26, that
the funding for the Iowa River Trail segment between Iowa Avenue
and Burlington has not been approved. While there may be an
excellent reason for this change, I am not aware of it and those
concerned with expanded trail development in Iowa City have not
had adequate time to respond.
In fact, while this decision was being made, Dee Vanderhoef and I
were at a neighborhood open space meeting presenting the open
space plan to the Grant Wood neighborhood. Our subcommittee which
includes P&Z commission members staff and Parks and Recreation
commission members has been developing this open space plan since
October of 1991. Trail development especially in the inner city
areas is a key component of the neighborhood open space plan.
Failure to approve funding for the Iowa Avenue segment sends a
very strong signal to our subcommittee as well as the Riverfront
and Natural Areas Commission that the City Council is not
supportive of these efforts. Has there been some change in the
Council's opinion of this matter since John Watson and I presented
our plan to you on February l7? Since that date we have met with
four neighborhoods, the Optomists and the Environmental Advocates.
We have an additional meetings scheduled with the Johnson County
Home Builders and arrangements are being made to meet with the
Board of Realtors. The response to date has been overwhelmingly
positive.
We continue to see trail development as the most accessible
response toward balancing environment concerns with cost effective
housing. We emphatically appreciate your continued support.
