Dear Mayor Courtney,
I do not wish to serve on a commission that is relegated to the
sole duty of overseeing an annual photo contest for Iowa River
Month. As you know, the Riverfront Commission was formed in 1976
"to investigate, study, review and analyze the riverfront needs
and the meeting of such needs within Iowa City", etc.
Since I my appointment to the Commission, I have been increasing
disappointed by the apparent ambivalence of the City Council to
our efforts. The latest setback is yet another delay in
completion of the Iowa River Trail segment from Iowa Avenue to
the Burlington Street bridge.
There are many opportunities for one to perform meaningful
community service in Iowa City. I have decided to concentrate on
other, more fulfilling opportunities at this time. Please accept
my resignation from the Riverfront and Natural Areas Commission,
effective immediately.

Last week the Jolmson County Extension Council voted to ask for the reactivation of the Johnson
County Land Prcservation and Usc Commission. Wc stand ready to appoint one of our
members to tile conunission and our Director can assist in its rcfonnation just as he was directed
to assist with its establisluncnt in 1983.
Thcre was no "sunsct" c1ausc in Scnatc Filc 2218 when the Iowa Legislaturc passed it in 1982
The commission did present its rcport showing the conversion of 6,253 acres from agricultural
usc from 1963.1980. We believe it is appropriate to inventory tile changes from 1980 and to
again review methods for preserving agricultural land and wildlife habitat while meeting other
needs,
As you may know, the Commission is made up of one member from the Board of Supervisors, a
member from tile City Council ofIowa City, a member appointed by and from a convention of
mayors and councils of the other cities witilin the county, two members appointed by the District
Soil Conunissioncrs, and one member from the Extension Council. Most of the original members
no longer hold the same office, so must be replaced,
As we hear from you, naming your members to the Commission, we will instruct our Dircetor to
again see that a convention of the other cities names a member, and we will name a member.

housing conditions, and studying, Investigating and making
recommendations relating to the clearing, replanning and con.

persons and persons of low or moderate Income.

members or alternate members of the Housing Appeals Board,

COMMISSION; TERM BEGINNING MAY I, 1993
EXPERIENCE AND/OR ACfIVITIES THAT QUALIFY ME FOR THIS POSITION:
First, I care deeply about Iowa City because it is my home. Except for two
years during which I served as a Peace ,Corps volunteer in South America, I
have lived here since 1976, and plan to continue doing so. I was first
attracted by the same attributes we all cite regarding what makes Iowa
City a good place to live, and I am committed to work to preserve and
enhance those qualities,
Second, I am well-informed about growth and development issues, As a
resident I have witnessed-and been affected by-first the city's struggle
with urban renewal; then with the acute rental housing shortage that
attended increasing university enrollment in the late 1970s and early
1980s; 'and now with the population boom of the mid- to late-1980s. As a
journalist affiliated at one time or another with all three local daily ,
newspapers, I have covered and written about many of the particular issues
arising from these broad trends,

Third, I am familiar with the process through which the Planning and Zoning
Commission considers both policy questions and specific zoning and
development requests, Again owing to my reporting experience, I have
followed issues from start to finish and listened to the debate that has
shaped whatever final decision was arrived at on a given proposal.
Moreover, I am already acquainted with some members of the planning staff
and am well aware of the staff work that goes into both policy issues and
more routine matters.
Finally, as a volunteer with Environmental Advocates' urban development
committee I am engaged in promoting citizen participation in planning and
development issues. '

The commission considers specific zoning and development requests and
recommends action to the City Council; it works with city staff to
formulate growth and development policies and recomll1ends action to the

City Council. Commission members participate in the fringe area committee
with members of the Johnson County Planning and Zoning Commission and
city and county staff.
The commission re'cently amended a set of proposed growth policies and
passed them on to the Council with a recommendation for approval;
concurrently it considered the Windsor Ridge annexation request and
recommended approval to the Council. The Sycamore Farms annexation
proposal is currently held up while the planning staff studies related
environmental issues and ,other municipalities' responses to similar
proposals. And the commission has worked with staff and the Parks and
Recreation Commission to formulate an open space plan for which public
hearings will soon be held.

CONTRIBUTIONS I CAN MAKE TO THE PLANNING AND ZONING COMMISSION
I believe I can articulate a critical view of development issues that, while
,strongly present in the community, is underrepresented in city government.
This view holds that growtll and development are not in themselves
appropriate goals for the city to pursue; rathe~, they should be seen as tools
by which the, community can enhance its security and well being, In order to
serve these broader ends, growth and development must pay for themselves
in the short term and be sustainable in the long term. They must be
integrated into the community in such a way as to preserve fragile and
significant natural areas; preserve existing neighborhoods and housing
affordability; minimize environmental degradation; encourage walking and
bicycling and the use of mass transit; enhance local markets and local
economic linkages; contribute to trail ways and open spaces; and perhaps
most important, be accountable to neighboring residents and businesses and
to Ihe community at large,

Please note that I believe one can disagree with these prJorities and still
recognize they have many adherents in Iowa City and should be a part of our
public debate.
Finally, I enjoy the give-and-trike of policy discussions and do not regard
politieal disagreement as a reason for personal antagonism; I believe I can
be an effective member of this advisory body while articulating alternative
approaches to growth and development. I will also work with planning staff
and other members of the commission to ensure that 'public inpul is nn
integral part of the process, not confined to formal public hearings.

The City Counci I announced Advisory BoardlColll1lission vacancies 90 days prior to the
date the appointment will be made. This periOd provides for a 30-day advertising period
and a 60-day training period for new members. The training period allows new members to
becOO1e familiar with the responsibilities and duties of the advisory boaro/colll1lission
before becoming a full voting member,
After a vacancy has been announced and the 30-day advertising period has expired. the
Council reviews all applications during the informal w'or~,sess,ion., The appointment is

Council prefers that all applications must,be submitted to .the City Clerk no later
