to Melrose Avenue. Kubby requested Input on de-personalizing explaining of minority votes.

the Solon Lady Spartans with the second place finish In the state basketball tournament, and
secondly Jeff McGinness on his excellent wrestling record and four state championships.

with the mutually agreed upon Fringe Area Policy for Area 1 and should be denied. PCD Director
Franklin noted a revised letter had been prepared, per Council request at their Monday work

Doyle Detroit, Co-Director of Public Access Television (PATV), explained procedures for
broadcasting tapes on their channel, and noted the channel was governed by Its Board of
Directors with no connection to the City of Iowa City. Regarding the broadcasting of violent or
explicit material, Councllmembers asked that the Board consider two Items: 1) broadcasllng a
disclaimer and 2) review the present policy scheduling such material after 10:00 p.m. to later In
the evening. Ms. Detroit Indicated she would bring both Items to the next Board meeting
scheduled for 4/15 at 7:00 p.m. In Senior Center Classroom 1. Terry Muhlenbruck, 1804
Grantwood, appeared regarding material shown on PATV and asked Council for assistance In
eliminating the situation ever repeating Itself. Tom Baldridge, 306 Melrose Ave., updated Council
on a Melrose Neighborhood meeting held 3/29 and asked Council to Investigate obtaining a delay
from the University on completing the parking ramp access onto Melrose until an environmental
Impact statement Is done on the entire project. Councllmembers reported that the City Attorney
has been asked to research whether the City had any legal authority to restrict access onto City
streets, and report back to Council.

it. Owner/Developer Bruce Glasgow reviewed the plat with Council. A citizen
presented comments.

Community Development Rehab Office Pam Barnes presented information about the City's
housing project located at 1830 I Street. PCD Director Franklin noted that she is working
with Community Development Coordinator Milkman to review the affordable housing projects
done by the City.

agreed to staff's recommendation to utilize the ISTEA funds for the Rohret Road pedestrian

1. Kubby referred to Traffic Engineer Brachtel's 3/1 memo (Pedestrian Protection at
Sionalized Intersections) regerding walk lights on L1nn/Washlngton intersection. Kubby
requested the City place a No Right Turn on Red sign at that intersection on all
directions. Novick requested additlonel information about the Mormon Trek/Melrose
Intersection. Atkins stated he will request that Brachtel attend Council's next work
session.
2. (Agende Item #13 . Temporary use of Melrose Avenue right.of.way.) Kubby inquired
about the easement with the University of Iowa beginning Apri/l for the temporary
use of Melrose Avenue right.of-way. Schmadeke explained Melrose Avenue will be
closed east of South Grand. Kubby asked if area neighbors and businesses had been
notified. In response to Kubby, City Engineer Fosse stated that he has not researched
how meny elderly are in the area and what plans the University has to contact property
owners.
City Engineer Fosse informed Councilmembers that the University will be presenting
another project to Council relating to Riverside Drive/Burlington Street inters~ction.

In response to Councilmembers, Atkins stated thet staff will contact the University
requesting signage and separate letters to be sent to property owners in the immediate
area.
Novick inquired about the environmental assessment project. Fosse stated that a
consultant is preparing e proposal for the City of Iowa City to submit to the DOT.
Kubby requested that information be sent to the Widnesses. Kubby requested the City
obtain, in writing, an explanetion from the DOT regarding the whole process. Karr
noted that John Staley and Steve Atkins will be talking jOintly to the University
Community Relations Committee on Friday morning about the decision making process.
3. Larson requested a written opinion from the City Attorney as to whether the City can
deny access to Melrose to a state agency such as the University of Iowa Hospitals and
Clinics. Novick asked if the City can deny access based on the need for an additional
curb cut.
4. (Agenda Item #3.e.(l) - Iowa City's 1993-1998 street construction program.)
Horowitz inquired about the street construction program. Fosse explained that in his
experience this particular document is one that the City sends and never hears from
the DOT about.
5. Courtney asked Councilmembers to submit their summer schedules to City Clerk Karr.
6. (Agenda Item #11 - Comprehensive water supply plan.) Kubby stated she has
Questions about the water study. Gentry noted that she will not be at Council's formal
meeting but Asst. City Atty. Burnside would be there. Atkins stated he will esk Public
Works Director Schmadeke to attend.
