Our church is located across highway six from the VA Hospital on 1007 Rider St. This is a nice, but not well known area, making it difficult to explain directions, People have told me they had a hard time finding the church. I would appreciate you considering letting us put a small directional sign somewhere along Highway 6, Newton Road, Rocky Shore Dr., or wherever convenient. The Crandic Railroad has given us pe~mission to put a sign on thei~ property. If there is any way this can be worked out. Please let me know if your regulations might permit us working something out. Washington Iowa city, IA 52240 0./)'Wt / Cear Carrel: I have been reading with interest both the announcement and the on- going controversy, shall we say, regarding the proposed new business, Iowa Processed Meats, considered for Iowa city. I just wanted to go on record to state that I am highly supportive of this proposed new business for the Iowa city area. Not only will they be occupying an already existing site, but would create jobs that, needless to say, would be good for the Johnson County area. The J.M. Swank Company has been a supplier of processing ingredients to other facilities similar to this owned by the same company, Millard Refrigerated Systems, and we have found that this type of enterprise is desirable in the existing communities for a variety of reasons, none the least of which would be creation of additional jobs. This facility would no doubt be an additional customer for an existing Johnson County business, namely the J.M. Swank Company and, therefore, have a mUltiplier effect in adding additional business for us which, of course, would help our business. Jobs always have mUltiplier effects for the community in which they exist. Just wanted to go on record of support. La r L. Dubuque St. Iowa City, IA 52240 Dear Pat: At a recent City Council meeting the issue of a traffic signal at the intersection of Highway 1 West and Mormon Trek Boulevard was discussed. Following the Council's general direction, we spoke with representatives of the Iowa DOT concerning the possible installation of a traffic signal. Our Traffic Engineer has conducted the required warrant/engineering studies at this intersection and feels that a signal is warranted. It is estimated that this project would cost approximately $50,000. In our conversations with the Iowa DOT. they indicated that some state monies may be made available for such a project. I In that two of the three legs of the intersection ere located within the County and therefore your jurisdictional responsibilities, your participationflnvolvement is required. We would hope to be able to receive some matching funds from the State. The City of Iowa City, I believe, could be called upon to finance the study work, engineering, and inspection and our share of construction. I would eppreciate an indication from the Johnson County Board of Supervisors of your position with respect to this signal project. Additionally, the signal will elso require ongoing maintenance. " .,~. ~ \< ','.'" \' '; March II, 1993 Dear Council Members, ~~ I would like to express my appreciation and respect to you for listening to the concerns on the Melrose A venue expansion and for being willing to meet with the interested parties to investigate equitable compromise. This could set a precedent for a better working relationship on many issues. I would also like to express a specific concern that relates to this but also to city expansion in general. A friend whose daughter attends a day care in University Heights was recently complaining about the length of time it took him to get from across the river to the day care and then home particularly at the end of his day. ,~s it happens he has a home in a rather exclusive area of Coralville that in the past year rejected a proposed day care on the basis that it would cause congestion and degrade the neighborhood. People on Rohert Road drive to the Towncrest area for day care as they can find no satisfactory option elsewhere. Similar examples abound. This strikes me as being part of a more global problem. If the city feels more sprawling types of expansion are in the best interest of the community as a whole, when annexations are considered it seems more consideration should be given not only ,to parks and schools but also to where you're going to put grocery stores, service stations, churches, walkways, bicycle lanes, turning lanes, bus stops, bank branches and day cares. This type of planning could lesson pressure to degrade the center of the community, forcing it's residents to take on more pollution, noise and safety concerns, to accomodate those areas who are unwilling to take any responsibility for themselves. Our community can position itself to be an example of a better way as we appropriately manage growth to maintain our vitality. This can be accomplished without sacrificing existing areas that have worked to establish the type of positive, cohesive, and responsible neighborhood so essential for a stable existence. The South end of Scott Blvd. nGads a right turn lane whare it joins HW 6. Frequently six cars are waiting for B car making a left turn to the East. Five of t1e cars want to make a right turn to tha mest. Bon-Aire .obile Home Lodge is really a small town. many cars slow down on HW 6 to make a right turn into B. A. The traffic is usually moving 40 to 45 mph and avery driver must brake to avoid rear ending tha car ahead. A four lane extension to the B. A. entrance would remove this problem. A traffic island to divert the westbound traffic on HW 6 to the outer lane would give the Westbound cars f1rohi"B~ A. a chance to enter the f1UJ. Iowa City needs a by-pass on the East. First Ave. comes to an end at Rochester Ave. Scott Blvd. could be extended over 1-80 to HIU one. This would also solve the ACT Campus problem. These three projects would be of greater benefit tn more people than a four lane f1~ across n~rthern Iowa. The four lane HW is being built whare an imprnved two laoe f1W would be adequate. ',,' . . . . . hW) l RECEIVED MAR 7 4 1993 March 23, 1993 1267 Oakes Driue Iowa City, Iowa 52245 City Council Members: I n September I wrote to you, the planning and zoning department and Karen Kubby requesting the need for a new city ordinance or a new zoning regulation concerning "courts" (e.g. tennis courts, basketball courts, uolleyball courst, etc). In February, I contacted the planning and zoning department and wrote to Karen Kubby requesting the status of my suggestion. I haue not heard from Karen as of this writing, but I did hear from Monica Mowen from the planning and zoning department. I was informed that the planning and zoning department has dropped my suggestion due to the fact they feel (1) this is a neighbor/neighbor problem and should be resolued between the neighbors and (2) they do not feel that any restrictions would help with noise or lights. I still feel that the city should haue an ordinance controlling the installation of these courts and here are seueral suggestions: 1. cannot be any closer than 6 feet of all property lines 2. not allowed at all on single family dwelling property in city limits 3. building permit required In response to the planning and zoning answers aboue, I haue this to say: (1) the neighbor to neighbor conflict would not haue occurred If there had been restrictions. When people lack common sense, and unfortunately these people do eHist, restrictions are a must and that is why we haue a planning and zoning department. (2)restrictions would help in the placement of the court and in our case the placement would haue helped tremendously. The court was installed as close to our property line as possible and therefore all out of control basketballs come Into our yard and disrupt our priuacy and peace. It is true that the noise would still be there and there is NO ISE but the city does haue limitations on noise so that could be dealt with (we haue this noise all year long, as this court Is euen In use during the winter months). The city has restrictions on lighting and that would haue been bearable. What isn't bearable is the location and the citl! has no restrictions on location. The small town of Williamsburg, I owa has building restrictions on the location of tool sheds in yards; the shed has to be at feast 6 ft. from the property lines unless neighbors on both sides agree to a different restriction. A tool shed makes no noise...doesn't rob anyone of their prilJacy...and Iowa City cannot put a restriction on a court that does disrupt peace and quiet, prilJacy, sanity, etc.? It's amazing to me that any taHpayer in Iowa City that submits alJalid suggestion or complaint to the planning and zoning department and/or the city council can be told that their suggestion has been dropped. I feel all uaHd suggestions that will improue the city (and I definitely feel court restrictions do improue the city) should be taken seriously and implemented. I haue Hued on Oakes Oriue 15 years and until recently, haue neueI' had a neighbor dispute and still haue friendly contacts with all eH- neighbors who haue moued from this location in the past. We built our house ourselues...euery inch of it eHcept the basement walls..and do not wish to relocate at any times in our Iiues, but unless you reside neHtdoor to such a fiasco you may not be able to appreciate my suggestions, but belieue me-----if you euer haue this happen to you, you will wish you had listened to me. The constant sound of a ball pounding against concrete; yelling, screaming, cussing; the fear of a ball flying ouer the fence that may hit you ueHpectedly; strangers climbing into your yard to retrieue the balls; etc. are what we and others in Iowa City are eHperiencing. Why should I haue to relocate due a new neighbor mouing neHt door to us and installing such a court? I am writing again in hopes that an ordinance be made and I want to stress the importance of an ordinance for Iowa City residents. First, we were pleased to learn that the Department of Transportation has recommended to the FHA that the categorical exclusion/environmental clearance previously approved in cOImection with the Melrose Avenue bridge project be rescinded, thereby necessitating an Environmental Assessment as well as an assessment of impacts to historical properties resulting from the proposal. We were also encouraged by the DOT's recommendation that at least three, and possibly five, alternatives to the four-lane bridge option be considered. Both actions speak to points that members of the Melrose Avenue Neighborhood Association have made repeatedly: that the impa'cts resulting from the bridge proposal and street widening have not been fully addressed, and that the failure to look at alternatives has prevented a full consideration of options available to the community. Despite feeling encouraged by these recent developments, we still believe tilat it is in the best interests of all the affected parties to continue to press for an Environmental Impact Statement, or E.I.S., as opposed to the Environmental Assessment which the DOT appears to be calling for. An E.I.S. will mandate a more complete disclosure of relevant infonnation about the bridge and street reconstruction by allowing interested and affected parties from the entire community (the cities ofIowa City, University Heights and Coralville, the University, and the neighborhoods) to present their ideas and opinions. We are convinced that the cost of this process will, in the long term, yield considerable dividends. Therefore, we urge City Council to join with the Universi~ Heights City Council and the University Heights and Melrose Avenue Neighborhood Associations in requesting the DOT to undertake an Environmental Impact Statement. Second, we are writing to inform you that the Melrose Avenue Neighborhood Association wishes to be included in the process that is about to unfold. We do not see this situation as a wrestling match among five combatants. Rather, we view the process as one tilat will provide an opportunity for us all to work together. How else can we hope to arrive at a decision that everyone can accept? We are writing , now to ask that,' 1. we be informed of what will be involved in the environmental study (in whatever form that may take); and 2. we be included in aI/meetings and discussions that are to be part of the environmental study. Kansas Avenue Rezoning. Orlin Hochstetler has filed an application with Johnson County to rezone approximately 3.9 acres of a 16.04 acre tract of land from AI, Rural, to RS, Suburban Residential. This property Is located In Fringe Area 1 on the east side of Kansas Avenue, S.W., one.eighth mile north of its intersection with Rohret Road. In the fall of 1992, Jeffrey Dwyer had requested a rezoning to RS for the entire 16.04 acre tract of land. The requested rezoning was not approved by either the City or the County. The current application is to change the zoning to allow the creation of two building lots consisting of 1.99 acres each as illustrated on the attached map. The remainder of the original tract would retain its A 1 zoning designation but would be split among the two owners of the proposed building lots. At the time of the earlier rezoning request on this property, concerns were raised regarding the condition of Kansas Avenue, suitability of this site for septic systems, and the effect on existing water wells of the neighboring residential structures. These conditions have not changed since the earlier rezoning request. The proposal to create only two building lots might have less of an Impact on surrounding properties when compared to the original proposal for four to six lots; however the policy for Fringe Area 1 states that agricultural use Is the preferred use, and that residential uses for farm family purposes will be considered depending on soil and site conditions. The proposed rezoning request is not In conformance with the poliCies established for Area 1. Because the proposed subdivision Includes only two lots the City will not review the plat If the rezoning is approved. '('.,',' Petition for the Iowa City Zoning Commission: We, the undersigned, are residents andlor home owners in the immediate vicinity of the 16.04 acre parcel of agricultural land where two 1.99 acre lots are proposed to be rezoned from Al Rural to RS Suburban Residential by Raymond Williams and Orlin Hochstetler. This parcel was recently denied rezoning because several issues could not be resolved to protect the interests of the existing residents and lor property owners, plus, rezoning of this parcel is contrary to the comprehensive land use plan. We feel that putting additional households in our neighborhood will threaten the quality and quantity of our groundwater and wells, that additional septic systems in unsuitable soils in this field may contaminant our aquifers, and that additional traffic on Rohret Road is dangerous. Other problems may not affect the entire neighborhood but will affect certain households. These problems involve increased runoff creating flooding and wetness, increased traffic on Kansas Avenue which is essentially a one- lane road, concern for compatibility of housing to the present neighborhood, and concern for possible wetlands in this area. A new concern with this proposal is that only two housing lots are being planned now. Will two more lots be proposed next year or in five years? With 12 acres left, there is 110 guarantee that no new lots will be developed. 0, i: Let it also be noted that all four soil types in this field all have severe limitations for septic systems and for road construction, and that two soil types have severe limitations for house construction while the other two soil types have moderate limitations.
