Comment: This agreement outlines the details regarding the provision of TIF property tax rebates for the National Genecular Institute project in Northgate Corporate Park. t>b - g,/3 2. CONSIDER A RESOLUTION SETTING A PUBLIC HEARING ON OCTOBER 17, 2006 ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE GRAND AVENUE ROUNDABOUT PROJECT, DIRECTING CITY CLERK TO PUBLISH NOTICE OF SAID HEARING, AND DIRECTING THE CITY ENGINEER TO PLACE SAID PLANS ON FILE FOR PUBLIC INSPECTION. Comment: This project will install a roundabout at the intersection of Grand Avenue and South Grand Avenue and will involve the installation of new pavement and pavement widening. The project also includes pavement restoration in the Melrose Avenue and Grand Avenue corridor, consisting of an asphalt overlay and removal and replacement of damaged medians. CONSIDER A RESOLUTION RESCINDING RESOLUTION NO. 06-293 AND APPROVING AGREEMENT TO TERMINATE PURCHASE AGREEMENT. Comment: J. Ashley Smith Calkins had offered to purchase 938 Longfellow Place, and Council had authorized the conveyance in Resolution No. 06-293. She has since changed her mind, and would like to terminate the purchase agreement. This is acceptable to staff. CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST TO THE RELEASE OF LIEN REGARDING A MORTGAGE FOR THE PROPERTY LOCATED AT 323 DOUGLASS COURT, IOWA CITY, IOWA. Comment: The owner of the property located at 323 Douglass Court, Iowa City, Iowa received assistance through the City of Iowa City's Housing Rehabilitation Program. The loan has been paid off; thus the lien needs to be released. f) Correspondence. CHAPTER 2, ENTITLED "VEHICLES FOR HIRE" BY REPEALING SAID CHAPTER IN ITS ENTIRETY AND REPLACING IT WITH A NEW CHAPTER 2, ENTITLED "TAXICABS". (FIRST CONSIDERATION) Comment: As a result of work session discussions of September 5 and 18, Council directed staff to proceed with changes to the Vehicle for Hire ordinance. The proposed ordinance requires an exterior dome light, taximeter, 24/7 service, deletes the required color scheme, requires that cabs be "no smoking", and establishes a minimum requirement for company status of 2 vehicles, 1 available at all times, and 2 drivers.
