Each year the City of Iowa City allocates funding for health and human service agencies in the community. For FY07 the amount is $446,973. JCCOG coordinates the funding request process for Iowa City, Coralville, Johnson County, and United Way of Johnson County. For many years, funding hearings were held in the evenings, with representatives from Coralville, Iowa City, Johnson County, and United Way listening to presentations from human service agencies. Two years ago the process was changed to having the funding entities doing site visits instead. These site visits involved touring human service agency facilities and listening to agency presentations. These site visits were coordinated by United Way. For FY2008 United Way has decided to put their funding review process on hold for two years while they reassess how best to conduct such a review process. Therefore, we need to determine the preferred method to get information from human service agencies to the iocal funding entities for their respective decision-making. The process can be as complex or as simple as you would like. The City of Coralville has indicated that they wish to receive the budget summaries for the agencies requesting funding from the City of Coralville. The Johnson County Board of Supervisors have indicated they do not wish to have specific funding hearings prior to their approval of the FY08 budget, but they wish to have agency presentations throughout the year. I would also point out that beginning with first quarter FY07, you will be receiving a quarterly report summary from JCCOG for all of the human service agencies for which you provide funding. These quarterly reports will attempt to use performance factors to assess agency performance in terms of what services were provided, how the services improved clients situations, and what was the overall impact on the community. Let's plan to discuss the human service agency funding review process you would like to use in FY08 at the October 2 City Council work session. Here are several options for your consideration: . Receive budget summaries for the human service agencies requesting City of Iowa City funding. . Appoint City Council members to review materials and do site visits. 2 . Agency presentations (either prior to budget decision-making or informally throughout the year). . Quarterly report information which will begin first quarter 2007. . Any other reports or activities as determined by City Council.
