Now this motion means that we are going to advertise an appointment or does it just mean that we are going to advertise a vacancy? Court! No, the vacancy... Amb! Appointment. Gentry! Appointment. Karr! It's a council vacancy for appointment. Nov! Okay. Court! Okay. Gentry! Not an election. Nov! Okay just didn't quite understand. Gentry! Yea. Kubby! Well, I think in an ideal situation we would have an election but because there will be an election in November it would be quite acceptable to save the community $15,000 to make an appointment for the short term and have Hero! Totally agree. Kubby! .. .and have the seat open in November. Amb! I think that would be the very responsible thing and I think the public expects us to do it just from the discussions I've had and the telephone calls without soliciting those opinions I just have a sense, and I personally think, that's the way we should do it. Nov! Yep, I agree. Court! Just to get this ... make sure we've got everything square here. The appointment would be until the day of the election and they would office... ::'" ",::"t~t:, '. .'.,;' J'~' ,,:';-;,' '~-~;~l'''' :', ~" " :' ", ..'.' ,.:' ... They would lJIke office the day after the election. Court! Instead of the first of the year. Karr! The appointment would be from the date of the appointment to November 3. Nov! Okay, and all the other seals on the ballot would wait untillhe first of January, Karr! That's correct. Nov! Just this one is signaled out. Karr! That's correct. Kubby! Now I know that we have to do this in a certain timeframe. Gentry! Yes. Kubby! And so I would guess Marian would have 10 explain that timeframe but I would prefer enough time after we either receive applications from people if that's how we are going to it or their letter of interest if that's how we are going to do it. So that I have some time to call people if I have certain issues that I want to ask about or certain philosophies or eertain questions I want to ask that I have time to do that. I Court! Do we need as part of this motion and vote to have the dates set or call we just go ahead and vote on this? Karr! I took the liberty of making copies of what we did last time(distributes notice) Gentry! You need a date. Karr! You'll note in the notice of vacancy last time we need to have when the appointment is going to be made, and the application deadline ineluded, McD! We have to decide that now. Karr! Yes. Gentry! Yes. McD! Yes, ~:::',; 't~/'" '~:;'''I' ',':';/ ,:' ":'0.<. ,', ,: :":-'." :,,:: ...." ' ",', ' } : ," ",", i " 'II~.' Yes, we have 40 days by State Code to fill the vacancy. That 40th day is up May 23. Court! May 23rd? Kubby! And what's the Council meeting closed to that? Karr! May 11th. Kubby! It seems with that we may indeed need a special Council meeting so that we don't have that kind of... Karr! I might note that Kubby! That's not very far from now I i Karr! That's correct. Kubby! Not very far for them to advertise, get them back, and then us time to read them and think about them. I McD! Well, because of schedules now for example in the middle of May I'm going to be gone a week in there and I undersland that a couple of the other Council members are going in and out of town also but from the sounds of things it looks like we have about two choiees. Either May 11th or a special Council meeting on May 20th which is a Thursday. Kubby! Ah, hum. McD! Now, if we want all six of us here which I think is impork'll1t. Nov! Yes. Horo! Right. Nov! Karen, I think it is important too and I am not sure that I am going to be here on the 20th. McD! I don't have a problem, you know, with the 11th because you know when we went thru itlhe last time, Karen, if you noticed the dates we actually would be allowing more time than what we did last time, L.1St time we had the minimum of 4 days. So, I would like that if we are going to do that I want some sort of balance between giviog people the opportunity to see this, find out about it, react to it and get it to us. Have enough time for all that to happen. And enough time for us to really reflect on them. Nov! I was thinking a May 7th deadline to apply which gives us the week.end before. Karr! If you set it for the 7th we wouldn't have time to get it in your packet. Nov! Okay then let's move it back a couple of days. Karr! That was the suggested calendar I passed out to you this evening. Shows a possible suggestion might be Wednesday, at 5:00 p.m. Horo! Okay. Karr! which would allow a week and a half. Nov! Ah, hum. Karr! would be one possible option. Kubby! Why publish so late? Why can't we publish earlier? Karr! The deadline for Monday's paper is tomorrow morning at 9:00. That's the earliest I can get in rightllOW is Monday. And that's if I do it by 9:00 tomorrow morning. Kubby! Oh, okay. Nov! But I think that this meeting is more likely to get publicity than (this notice). I don't think there is any real concern that people won't know about it until Monday. Court! Official publication will be Monday but I'm sure there will be some stories tomorrow. Right Lisa? And Mitch? McD! But at the same time again I mean that even though we haven't officially done that I mean there has already been a lot of publicity on it this past week. Amb! You've had several days of publicity. Yea, you know on Randy's resignation so I think people that are interested or considering it I mean are already aware that something is going to b~ happening relatively soon here. Nov! Yes, I think so. Kubby! Really I mean we get our packets Friday night so we only have Saturday, Sunday, and during the day Monday. Court! Well, if the deadline is 5:00 on Wednesday though I would think that we could if someone wants them earlier you could certainly come down Horo! Sure. Court! on Thursday morning... Karr! Give me a little bit of time to make copies in case they come Atkios! I was going to suggest that to you that if it's okay with Marian at the end of each business day we could assemble whatever came in and have it dropped of to your house that evening. We can do that.... Gentry! You mean as they trickle in? Karr! I would prefer doing it in one. Gentry! I would not suggest that. I Atkins! Why? Gentryl Because you're giving an unfair disadvantage 10 people that get their things in early. They should all be in with the same packet. Court! Yea. We should have them all delivered... Atkins! But you were interested in calling? That's why I was trying 10 accomodate your ability to talk to potential candidates. Nov! I don't know that everybody would call. Gentry! Discourage that. Court! We could have them delivered, Marian, could put them logether pretty quickly at 5:00. Karr! You want them delivered Wednesday night? Court! That will give you 5 or 6 days plus the day of the appointment. Kubby! Wednesday night sounds like it's hurried. I mean I don't want 10 have people staying late for that, I'm not attached 10 that versus Thursday afternoon or something. Court! Okay at the very least they will be out 10 us on Thursday night. Kubby! That sounds good. A nice accomodation for all of those... Karr! So the deadline for applications will be? Court! May 5, 5:00 p.m. Karr! Okay, . , I I I I I I I I , I Court! Appointment to be made May II. Karr! At 7:30 p.m. Court! Well,.. Karr! Would be the first item of business so that the person could vote the rest of the meeting. Kubby! Oh wow. Novicki You swear somebody in immedialely? Karr! We eertainly can sure. Court! Which means they all need to be in the audience in case? Kubby! Don't want any done deals. Karr! We could do it 7:30 p.m., May 11, as far as the notice. You are going to make the appointment, you don't have to swear lhem in May 11. We can. The pcrson does have to be sworn in by May 23. Court! What kind of discussion did you want? Amb! How about I come 10 your house? Laughter. Amb! That's worked before. Gentry! I think the public is entitled to hear your discussion. Horo! Pros and cons. Amb! Yea, I think so. Court! But I'm not sure that we need to do it the night before. Gentry! I feel uncomfortable doing that. Court! I hadn't thought about it. Amb! On the informal? Court! I mean we should have some discussion before we actually take a vote on it but I'm not sure about the night before. I Atkins! How about a 6:30 on Tuesday? That would give you an hour. Kubby! What I don't want to happen is that there are phone calls being made and pursuation and discussion. I think some of that is okay but I don't want the decision being made in that manner. I don't think that is good process. Horo! I don't think that's going to happen but there is certainly going to be some phone calls made, I mean I'm not going to promise you that I'm not going to talk to people on the telephone, Karen. Kubby! That's not what I'm asking for if you heard what I just said. I'm just saying that I don't want the decision being made. Horo! Well, okay then what about 6:30. You know I don't have a problem with discussion, Karen, but anytime as we talked about before on some of our Boards and Commissions I do have a little bit of a problem with getting into in depth discussions about individuals in public meetings. I think that's unfair and I think that if you want to get into physiological discussionss that's one thing but I think those are hard... Kubby! So how do we balance the values of not talking about individuals in public or critizing them positively or negatively in public with making sure the process happens in public? Geotry! Well, you can do what Steve said start at 6:30. The press will be here anyway. Kubby! Well, still John's concern isn't met. Gentry! But the tv cameras aren't rolling at 6:30. McD! Again, I don't..it's difficult but I do thiok and I agree with you some of it is necessary but it's always difficult to keep it at a certain level...! mean obviously we would assume that there will be people apply lhat I might be in .... in tune with than you might be and vice versa you know and I think that if we can keep it at that level you know that's fine but unfortunately sometimes it gets into individual personalities and traits and... Court! Well, I don't have any problems like you do with doing some lobbying ahead of time. I think this is our process. If we want to lobby each other I think normal thing is done and if the public doesn't like who we pick there's a process that they can go through. I Kubby! But I guess people aren't hearing what I'm saying...I'm saying that I don't want any informal agreements or deals made. I udnerstand that lobbying happens. Happens on issues all the time and so in my mind that ootthat much different that I don't expect what Sue is saying is no talking to each other but I guess I don't want somebody saying... Horol How can deals be made over one person's appointment? Kubby! I don't know. Agreements that are made on the phone and I guess that I am asking that that not happen, Court! I think that you are implying that lhere is something wrong with that and I happen to disagree with you. Kubby! Okay. Novick! Somebody here tell me what happens last time. I think Karen was not on lhe Council last time there was an appoinlment either. Court! She was one of the applicants, So were you. Amb! Was it on the telephone? Amb! Some of it was, yea. Novicki Some of it was. McD! Majority of it was, yea, Amb! ,..,I'm perfectly comfortable wilh the way I think the process will pan out. Horo! I thiok it's going to work out alright. I really do. I think that we are going to have a good mix of people from whom to choose and I think there is going to be a natural selection process and I just have faith that it is going to work out alright. Kubby! I just need to express... Horo! Yea, I know that you do... Kubby! I think this process is very important to happen in the public eye as much as possible. Horo! I think so 10 but there are limits as to how much you can just let it all hang out... I Amb! I imagine that we will hear from people, I mean citizens that have a suggestion one way or another. I'm sure that you have had some calls, I have. You know I've already been given the name of the compromise candidate, Laughter. Ambl How about that? McD! Want to write it down. Kubby! I've got a list. People keep calling me I just put their name on the list.... Court! I can't believe how many that have called lhat don't live in "C". Novicki Well, I think that's a minimum requirement. You have 10 know which distriet you live in. Amb! There you go. That would narrow it down. Kubby! I think that's a nice picture to reproduce in the media too. Kubby! Oh, what District Cis? Amb! Yea. Horo! Right because it is quite interesting...didn'l realize District C came down to the RR tracks.. . Atkins! Would you like something like that set up in the lobby? Court! This one right here would do it. I Kubbyl Precincts listed in the paper might be helpful. Novicki This one is easier to read. Atkins! What ever you would like. We could put it io the lobby so that folks got wander in. Horo! Good idea. McD! Might save a little bit of time on the phone. Kubby! Yea, really. Novicki Just ask for a letter from anyone that is interested? Court! Yea, there will not be a specific form of application. If we tried to do lhat we would need to have it written and then have another meeting to approve it and get it re-written and there's just not time to do it. I would suggest just having a letter of application, attach a resume if you wish, any form is going to be acceptable, Do a sales job. Horo! I think so too.
