Lee Community Recreation Center has beim experiencing leaks for many years, a number of which have required major repairs. A recent evaluation and testing procedure has revealed that the entire roof (other than the northwest section) needs to be replaced (33,500 square feetl. The new roof will have a modest slope to assist with drainage, and will include all new insulation, which Is estimated to save $90,000 to $100,000 In energy costs over the next 20 years. Page 2, right, item #9. When I got down to see that the County tire grant administered thru JCCOG, $30,000, it made me question just of interest whether or not the waste buster grant the the ECICOG, that portion, reflects our per capital investment? Whether or not any monies that go thru either ECICOG or the Johnson County Emergency Preparedness or in other words Civil Defense committee, whether those sources of money are reflected as our resources. Yucuis! We have a section of JCCOG which is a pass thru. ECICOG funds. There are funds and also the local governments funds that come thru JCCOG and then get funneled straight out to ECCOG. Horowitz! And the same for anything that we receive thru the Johnson County Civil Defense, for lack of a better word? Atkins! I don 'tthink so on that one. Yucuis! I don't think so on that one.... Horowitz! It takes me this long for things to sink in but I think maybe I should raise this issue the next time we discuss this with Civil Defense. I Yucuis! ECICOG I know but not the Civil Defense one. Atkins! You want something shown on our books? Horowitz! I'm questioning whether we need to...ifwe don't need too, we don't have too but the Civil Defense (FEMA) monies do reflect our participation in Johnson County Civil Defense and the mutual aid pact. Yucuis! We would reflect any monies that would come in or be spent out... Atkins! And since we don't receive anything... Yucuis! You see we don't any money. Atkins! ...and in outgo would be in the form of some sort of contractual relationship even if it's informal with them and that would be shown as an expenditure somewhere. Horowitz! Yes, the County is the agency sort of of record and responsible for the provision of that particular public service. We are a participant in that. Horowitz! Okay. Atkins! And if we have any outgo, any cash that we have to pay them for a service received, it has to be shown somewhere and is likely to be in the like Fire Dept. budget. Horowitz! Okay in the ECCOG it's the same thing? Atkins! I assume the same thing. Horowitz! We would never reflect any monies, for instance, the waste buster grant. Yucuis! Item #17 then on page 3 the same thing with the landfill. $672,000. Is this the total amount or does this just reflect Iowa City taxes? The budget for the landfill item. Yucuis! The $672,000 is part of captial projects that we are doing at the landfilL Horowitz! That we are doing at the landfill. Okay. It has nothing to do with... Yucuis! And then item #18 where it says $565,000 to a line budget data. What does this mean? Yucuis/ We had those in a couple sections in here where there is a state report that accounting does and a state report that Finance does during the budget process. Accounting does it for audit purposes and we do it for accounting for budget purposes and we have been off a little bit and so we are re-aligning everything so that these two reports are consistent now. Horowitz/ $565,000? Yucuis/ It's moving one line item on the state report to another line item where it should be. Kubby/ So it's not that we were discrepent in that amount of money? \ Yucuis/ No. Kubby/ We are moving it around so that we can compare and contrast the two reports and everything is aligned? So that would account then on page 134 Atkins/ And then Susan can I add to that, when you look at the State form which they have the tendency to change on an annual basis it seems like they lump together alot of expenses that we break out for the purposes of our own internal controls and so what we are trying to do is keep these things as reasonably consistent as possible so that someone can read this and can also read the S~1te document and pretty much feel that I'm looking at the same numbers. I kept looking in the contingency the expenditures in the contingency that changes that you reflected here and wondered whether that added up to that amount. Yucuisl To that $565,000? Horowitz! Oh, alright. \ Yucuisl We started with approximately $225,000 at the beginning of the budget year and we have an ending balance of about $18,000 now. Kubbyl I have one quick question on page 36 about the pedestrian bridge? I thought that we were spending about half that amount in terms of engineering and preliminary work? Number I, there appears to be no money in this RFP for asbestos abatement or the possibility thereof but yet it was mentioned ever so briefly in the description and the second question to the same person whom I'm directing this is there also is no line item for removal of thr roof and its ultimate disposal in here, and that I really have a problem with. Trueblood! Well, the second question first. The removal procedure will be a part of the specifications, it's not part of this contract. So my understanding is so of course if there's asbestos found that it will, they will remove it by all the local and state statues and so forth and quite frankly right now they have indicated normal procedures for both regular roofing materials and asbestos is to go to the landfill area. But of course the asbestos portion requires some special bagging and that kind of thing and I'm not sure right now whether our landfill is even accepting asbestos. Atkins! Yes, we do. Horowitz! I Trueblood/ But with respect to the asbestos portion of it they have indicated that, that testing has not been done yet and that will be part of their service to test for the asbestos and the prices could go up if asbestos if detected and if it's detected that the entire roof is asbestos material their estimate is that this cost could go up by as much as $170,000. More likely there would be asbestos in the flashing and some of those areas so the cost could go up as much as $15,000. Horowitz! Okay. ITEM NO.8. '13. /1"-1 Comment: This agreement provides for a 55% State /45% City funding split up to a maximum amount In State funds of $200,000.00. The project Involves the construction of left.turn lanes on the north, south and east approaches of this Intersection. The west approach already has a separate left.turn lane. Also included Is an upgrade to the traffic signal system. The estimated construction cost is $406,440.00. I ITEM NO.9. '13.1/5 Comment: The University of Iowa desires to perform repair work to an existing utility tunnel under the south side of Jefferson Street near the intersection of Capitol Street. The temporary closure of a portion of Jefferson Street Is necessary during this construction period. The anticipated starting date for this work is June 1, 1993 and the duration is four weeks. They are doing some improvements to a bus stop there and it will include a small retaining wall and then a concrete pad. Tehy are trying to make it ADA accessible right in there for the buses. If the grant application is successful the Commission would use the funds to hire a planning consultant to work with the Historic Preservation Commission, the Planning and Zoning Commission and staff to prepare a proposal for conservation districts. If the HRDP grant is funded, the Commission will be required to provide matching funds and services. The Commission proposes to match the grant with $4,000 from the contingency funds that were discussed at the time of budget prepara- tion. Steve and I both received phone calls over the last 2 or 3 days, and I had the last one last night at about 10:45, about the railroad crossing by the old train depot. There has been a new crossing signal put in there and the trains pull across there and park for 2 and 3 hours at a time blocking the street and the bell never quits. There are residents that live there and they are going absolutely crazy and I think that we need to find someway to stop that damn bell. I mean they have their windows open when they call me and I sit and listen for 15 minutes while the guy is talking. Gentry! There are two things. The police can ,enforce the 10 minute blocking rule right now on the books. Rick and I are investigating the bell tones, decibals thereof. There is a softer bell tone and we are trying to find out if that would really help. Or ask the railroad to lake out... I I I ! Courtney! The train is across there and stopped for 2 hours why does the bell have to go the whole time? I mean it is quite obvious there's a train there. Gentry! I don't know. There are two issues. We can stop the blocking by giving them a citiation. Atkins! I think the bell is the most irritating. Courtney! They don't care about the blocking. The trains have been doing that for, this guy has lived there for 3 and half years. I Gentry! But they are linked. If the bell is connected to the blocking, they are linked.
