(1) CONSIDER RESOLUTION SETTING PUBLIC HEARING FOR JUNE 22,
1993, ON PLANS, SPECIFICATIONS, FORM OF CONTRACT AND
ESTIMATE OF COST FOR CONSTRUCTION OF THE 1993 SANITARY
AND STORM SEWER PROJECT.
Comment: This project combines the Wast Side Trunk Sewer Project
with the FY93 Storm and Sanitary Sewer Repair Project which was bid
earlier this year but not awarded. The west side trunk sewer will enlarge
the existing sanitary sewer to provide adequate sanitary sewer service
to existing and proposed development In a portion of western Iowa City.
Total estlmatad cost of this combined project is approximately
$500,000.

(2) CONSIDER A RESOLUTION SETTING A PUBLIC HEARING FOR JUNE 22,
1993, ON PLANS, SPECIFICATIONS, FORM OF CONTRACT AND
ESTIMATE OF COST FOR THE REMOVAL AND REPLACEMENT OF THE
ROOF AND INSULATION ON THE ROBERT A. LEE COMMUNITY
RECREATION CENTER.
Comment: This project Includes the removal and replacement of
approximately 33,500 square feet of roofing and Insulation on the
Robert A. Lee Community Recreation Center, other than the northwest
section, which was replaced In 1991. Most of the roof Is original (29
years.of.age), and has undergone many repairs. Not only will the new
roof prevent continuous leakage problems, but also help to curb
structural damage to the building. Total estimated construction cost of
this project Is $292,500 (plus asbestos abatement If asbestos materials
are discovered).

THE CITY CLERK TO ATTEST THE RELEASE OF A LIEN REGARDING A
PROMISSORY NOTE FOR PROPERTY LOCATED AT 609 FIRST AVENUE,
IOWA CITY, IOWA.
Comment: The owners of the property located at 609 First Avenue
received a seven.year declining balance loan for $17,500 through the
City's Housing Rehabilitation Progra!l1 on April 25. 1986. The lien
expired on April 25, 1993, and should be released.

(2) CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND
THE CITY CLERK TO ATTEST A SUBORDINATION AGREEMENT
BETWEEN THE CITY OF IOWA CITY, IOWA AND IOWA STATE BANK
FOR PROPERTY LOCATED AT 1556 FIRST AVENUE, IOWA CITY,
IOWA.
Comment: The City of Iowa City holds a UCC Financing Statement
covering aquipment located In the Systems Unlimited Building, 1556
First Avenue, Iowa City, Iowa. The owner Is refinancing Its mortgage
on the building and It is necessary to subordinate the City's Financing
Statement to the proposed mortgage in order to Induce Iowa State Bank
to make a loan. There is sufficient value In the building to secure the
Financing Statement as a second lien.

tial, to OPDH-5, Planned Development Housing Overlay, and approving an
OPDH plan for an approximate 55.14 acre tract of land located west of Scott
Boulevard and north of the Iowa Interstate Railway. (REZ92-0017l (First
Consideration)

Comment: At Its April 15, 1993, meeting, by a vote of 6-0, the Planning and
Zoning Commission recommended approval of the requested rezoning and
OPDH plan for Village Green South, Parts Three-Eight, subject to certain
conditions. Although the recommandatlon is Inconsistent with the staff
recommendation on this Item, the conditions specified by the Commission
hava generally addressed staff concerns about the density, design, open
space, and environmental considerations of the proposed OPDH plan. The
Fire Marshal has expressed his concern regarding additional development in
the area due to the temporarily limited number of access points. No
comments were received at the May 11, 1993, public hearing on this matter.

b. Consider an ordinance amending the Zoning Ordinance by conditionally
changing the use regulations of a 71.05 acre tract, generally located north of
Rohret Road, between Hunters Run and Southwest Estates subdivisions, from
ID.RS, Interim Development Single. Family Residential to RS.5, Low Density
Single-Family Residential. (REZ92-0016) (Second Consideration)
Comment: At Its February 18, 1993, meeting by a vote of 4-0, the Planning
and Zoning Commission recommended approval of this rezoning subject to the
developer paying all costs, Including out-of-sequence costs, and the pro rata
share of the cost of upgrading the westside trunk sewer. No building permits
are to be Issued until this sewer Is upgraded. Staff had recommended that
the requested rezoning be denied due to the lack of sanitary sewer capacity
and the need to upgrade Rohret Road. The staff recommendation Is Included
in the staff report dated January 21, 1993. No comments were received by
the Council at its February 28, 1993, and May 11, 1993, public hearings on
this item. In a letter dated June 1, 1993, the applicant has requested
expedited Council consideration of this ordinance. k~

Comment: At Its April 1 , 1993, meeting, the Planning and Zoning Commis-
sion, by a vote of 8.0, recommended that the request property be rezoned
from County RS to ID-RS, subject to 1) the clear understanding that all of the
costs associated with providing Infrastructure for the development of the
subject tract will be paid for by the developer, and 2) City Development Board
approval of the requested 6.92 acre annexation. This recommendation Is
consistent with the staff recommendation included In a report dated March
18, 1993. No comments were received by the Council at the April 27, 1993,

36.82(dl to permit, on a case.by.case basis, construction of a single. family
dwelling on a lot of record which fails to meet the requirements of the zone
for lot area. (Second Consideration)
Comment: At its April 15, 1993, meeting, by a vote of 6-0, the Planning and
Zoning Commission recommended approval of a proposal to amend the
ordinance by adding subsection (d) to Section 36-82, Nonconforming Lots.
This amendment would allow, In cases where a lot of record is contiguous to
and considered part of another property because it Is In single ownership, the
Board of Adjustment to grant a special exception to permit a single. family
dwelling and accessory buildings to be erected on the lot of record In spite of
Its failure to meet the requirements of the zone for lot area. The granting of
the specifiC requested exception, however, must result in appropriate,
compatible development with surrounding residential development and must
meet all other requirements of this Chapter, Including setback and frontage
requirements. This recoml)1endatlon is consistent with the staff recommenda-
tion Included in a memorandum dated April 15, 1993. No comments were
received at the Council's May 11, 1993, public hearing on this Item. The

f. Consider a resolution authorizing the Mayor to sign and the City Clerk to
attest a second amended ancillary agreement between Frantz Construction,
Inc. and the City of Iowa City, concerning stormwater management
obligations for Mt. Prospect Addition, Parts V.VIII.
Comment: The City has entered Into an agreement with Frantz Construction
Company to transfer Frantz's stormwater management obligations for Mt.
Prospect Addition, Part V to Mt. Prospect Addition, Parts VI-VIII in order to
allow the City to Investigate the possibility of constructing a regional
storm water management facility In the Mt. Prospect development area. The
City at this time Is not able to make a decision regarding the possible regional
stormwater management facility. Therefore, staff Is proposing that the
ancillary agreement be amended to postpone the decision until July 1, 1994.

Horowl I do this. We discussed this last night and we do realize that
currentIy it is inconsistent with the existing fringe area
agreement. That because that fringe area agreement is under
discussion by botIl P/Z Commission of the city and the county,
in all likelihood this will be permitted in the future. But for
right now it is inconsistent and while we might agree with the
spirit of it, I for one can't go along with approving it.
Courtneyl Monica, we do have a few folks interested in this item
tonight. Can you go tIlrough the procedure and tIle
ramifications of our vote tonight and what it can and can't
cause.
Moenl Certainly. The city council has the opportunity to review and
react to both the zonings and subdivision plat approval within
two miles of it's existing corporate limits. Because Johnson
County has an existing zoning ordimmce the city council of
Iowa City only has the opportunity to review and COnill1ent 'on
any rezoning proposal. It is up to the Board of Supervisors to
ultimately decide whether or not a tract of land within our two
mile fringe area should be rezoned. With a plat, however, the
city council, by state law, has the authority to approve or deny
a plat and that has much greater consequences tIlan it does for
rezonings. With the rezoning the bets the council can do is to
evaluate the request based on the 28E agreement that we have
with the county \\1th respect to development in our fringe area
and to forward a comment to the Board of Supervisors whether
or not that rezoning is consistent or inconsistent with that
agreement.
Kubby I Tom Scott pointed out to me last night, because I read in the
minutes that there were two commission members who wanted
to allow this to happen and that there IVas a language change in
the recommendation. Where usually if it is inconsistent the
language is this is inconsistent and we recommend denial. Now
it just is kind of a factual observation that this Is inconsistent
with the current plan but was a unanimous vote by P/Z
because of that language change. We found out last night that
the county has already voted twice on this before our
recommendation. I would ask permission to write a very short
polite letter requesting that they allow us to make a
recommendation before they should vote on it. Do I have

McD/ I will go along with the recommendation on this but I certainly
don't- as I don't think any of us really have a problem wit this.
One of the things that I think we have to remember from time
to time that this is a policy. Again, in my opinion, policies are
designed to be flexible and sometimes extenuating
circumstances present themselves that allow us to deviate
maybe a little bit from that policy. I think in tltis particular
instance I think it is fine which I am sure they are well-that
the supervisors are well aware of that it is inconsistent with
the existing policy but I also feel that this is one of those
situations where allowing this to happen is certainly
acceptable.
Kubby/ We could change the letter that we send to the county saying
we recognize it is inconsistent, we recognize we are in
negotiation and none of us really have a problem \\1th this
specific incident. That would make maybe our
recommendation a little more clear as to how it seems that we
all feel. I certainly wouldn't mind adding a sentence.

Kubby/ I think what is basically in the notes. I think. Monica, do

Comment: At Its May 20, 1993, meeting, by a vote of 5.0, the Planning and
Zoning Commission recommended that the City Council forward a comment
to the Johnson County Board of Supervisors recommending that CU-9306,
an application by River Products Company for a conditional use permit to
expand an existing limestone quarry located south of Highway 6 and west of
Deer Creek Road SW in Fringe Area 1 be approved subject to 1) the permit
being Issued for a period of 20 years, at which time a new permit must be
granted or the operation must cease, and 2) Items a, b. and c, as noted In the
Coralville Planning and Zoning Commission recommendation, which are as
follows: a) appropriate control of dust In and along access to the quarry,
excluding the portion of the road going to the south, b) attorneys for all
parties concerned drafting an agreement whereby, at such time as the now
county road Immediately east of the quarry would need to be paved as a city
street/arterial, River Products would pay an amount not to exceed that of the
property owners on the east side of the road, and c) a stop sign being

Horow/ And I am supportlng this merely because this has already
been in affect for quite awhile. I don't think it is going to cause
that much of a problem to anyone who might-obviously to who
is already there. But anyone else who would be m0\1ng in
because they know what they are getting into.
Kubby/ We had talked about this a little last night and I was feeling
more strongly about it. But when I got home last night I
started thinking about it in-between the claps of thunder. And
was thinking about a vote-I don't know if it were last meeting
or two meetings ago for a license agreement for 15 years. That
I just think-this is a conditional use permit. And we really. It
is very hard to be foresightful 20 years in advance of what is
going to happen, what is the dynamics of the community, what
is the dynamic and the direction of growth and I understand
the need for the lime limit to be more than 5 years because of
all the money that the quarry is going to be putting into
developing it so they can extract the resources. So five years
seemed too little but 20 years seems too long. We try to in the
last ten years project a growth and we were way off in terms
of how many people came to this community, how fast we were
going to grow and I just think 20 years is too long. I
understand that this new part will be surrounded on three
sides by current quarry. But I just think 20 years Is too long.
Nov/ It has been there about 50 years now.
Kubby / We are I the next spurt of growth. It is just hard to know
where it is going to go. I would fell comfortable with 10 years.
Maybe even 12-13 but 20 I can't support it,
Ambr/ I support the motion as is. Jmt so the public understands
this quarry was begun in 1946. It is now in its 47th year and
it seems it makes logical sense to me to extend it for a long
period of time because future development will know well in
advance as to what they are looking at. So if you don't like to
have a house close to a quarry, this is your opportunity to stay
away. I think it is a good contmct to approve.

John Wilsonl I operate the sporting goods store on College next to the
new ramp. Last week I was told by my son that there were
plans to remove all of the parking from the College Street
bridge and this morning I talked to Joe Fowler and Joe told me
about the meeting tonight where the council is going to
determine whether or not that is going to happen. Well, this
afternoon we got out our Polaroid camera and measuring tape
and went around to various locations in the city where there is
ramps and parking situations, took some pictures, made some
measurements with the tape measure and [ think that my
store, the bus station, and the recreation commission building
on the on street parking. And the parking, when you look at
measurements that is available, we took the increment of
established painted parking places and measured them off and
the available space were 18 available spaces on that ramp
WitllOut crowding the access to the new access portion drive up
on the College Street bridge. I want to ask the conncil to think
about the cost per space that Is being invested in the new ramp
and in that light think about throwing away 18 more spaces

that are already bought and paid for. I don't think my
business can survive without in and out fa~t turn over parking
on the street in front of my store. I know the folks at the bus
station feel the same way. I was out taking pictures this
afternoon and the fellow that runs the bus station came out
and ask me what I was doing and I told him and he said that is
probably what you were doing and we are going to be killed by
this, too, if we don't have this parking out in front. I went over
to Linn Street where the College Street ramp is and the
fanner's market parking lot. That street is sL'( and half feet
narrower than the College Street bIidge and that street has
parking on both sides. It has sL'( curb cuts. two curb cuts to
service the farmer's market ramp and one t service the
farmer's market parking lot and one selVicing the Holiday Inn
ramp. It is much smaller. There are also tlu'ee curb cuts on
the otller side that serves an alley and two commercial things.
They are probably not velY busy. But my point is that there is
much more traffic on a much narrower street and they are
getting along just fine. I don't want to lose that space on that
bIidge and my neighbors don't. I don't know if the council can
fell like making a decision on this tonight and if they can't, I
would like to have it deferred other than an apprO\"al of the
removal of all tllOse parking spaces. When the bridge was built
the same thing was going to happen and I came over and I
guess it was a non scheduled council meeting and I expressed
my concern and Jim Brachtel said the bIidge was not
engineered for that, it won't hold the weight and we don't want
to do that. So I went out to Ned Ashton and told him what was
said, he said that bridge will hold a battleship and it is
engineered for parking. There is a lot of parking provided for
on both sides of the street on that. It is sL'( and a half feet
wider than the blocks of the same street to the east and west.
There is almost four full lanes of driving space in addition to
the parking on both sides of the street. It is valuable to me. I
don't think we can survive without it. It is also valuable to the
city. The city can put 18 parking meters there and they are
going to be utilized. We need short term fast turn over parking
on that bridge and it is a free ride as far as new parking space
goes.

thinking this was a separate item in our agenda. But when the
pictures were passed around, it was something that we voted
on in the velY beginning of the meeting and I would ask that
we reconsider this item and ask Jim to-

Kubby / I am interested in doing this.
Courtney/ I guess it seems rather unique to me. I have never had
anybody come and complain about losing 18 parking places
when they have gained 400 and I am the very first one to
complain about on street parking diminished over the years in
Iowa City and I guess I am sort of in agreement across the
street from the ramp. I am sure that I am in agreement to put
all of them back in on this side of the blidge. I think we need
Jim and Joe to be here.
Wilson/ I would like to describe a couple of situations where I think
most folks would agree that on street parking would be
desirable. Here is a picture I took that shows the intersection
of the two streets in front of the bus station. On one side there
is a bus stop, the Iowa City bus stop. That bus is much bigger
than parking. The side distance around that bus is much less
than there is around the cars. On tile other side of the street is
a velY large ramp for wheel chair access from parking over
there. There are a lot of folks that come to the recreation
center, bus station, and our store that have wheel chairs. They
are not going to want to use the ramp. They would appreciate
at least a chance to find a on street parking where they don't
have to go through the ramp to get in. Even though the ramp is
engineered well. The perception is that is not going to be near
as easy for me. We sell things like basketball poles and barbell
sets and boat anchors. Things that people don't want to walk a
half a block with or 50 yards. Lots of things we sell are too big
to put in your pocket and walk out with or in a bag. We need
parking spots right in front of our store. The bus guys are the
same way. They have people with bags, luggage, boxes. A
constant flow of freight in and out. They can't use the ramp.
They need space just as bad as we do. Nobody or anybody is
going to make comments as far as the use of the recreation
center goes. But even if they don't they have the same needs
as the bus station and I have.

bus stop. It is very convenient to be able to lug suit cases I'rom
the bus stop to your car without having to go to the ramp.
Atkins! As I'ar as the actltal space, you can put whatever time limit
you want on that.
Courtney! That is not the primmy reason they have recommended
this.
Atkins.! The primary reason it was recommended was the site
distance. That someone pulling out 01' the ramp would be
entering onto the bridge and thereby, il'you have cars on
either side 01' that curb cut, it would obstruct the view. The
second issue was that parking on the south side 01' the bridge
could cause some stacking problems 1'01' someone making a lel't
turn into the ramp. This allows them to get around mther than
stacking the cars up on the bridge. It was primarily a sal'ety
concern and clearly I'olks it is a judgment call on what you
would like to do. There was a-Rick can comment better than 1.
We also are reluctant in dlilling holes in brand new structures
because the moment you start drilling into concrete you do
begin the process 01' some erosion that much I'aster. It is
clearly your call. We just thought that as a starr it was a far
safer set of circumstances by prohibiting parking on the bridge.
Kubby! Seems like we could-the choice is really not to have all the
parking back or none of it. We could have some distance on
each side of the entrance and still have plenty of parking on
the street and still have those safety considerations.
Horow! I would like to be consistent with this. There are, between
my house and coming down here, I go through intersections in
which the cars are velY close to the intersection and often
times it is at peril to my life that I creep out into the
intersection. The safety factor is not consistent throughout the
city. That concerns me.
Atkins! That is the state traffic code. You have to park so far back.
And if you are parked there you are subjected to ticketing.
Courtney! You take your life into your hands just exiting this parking
lot right here at this building. They are parked right up to the
driveway and I have lobbied many times to have a couple of
those taken of 1'. Especially when there is a van or a pickup.
The I'act that we have taken action on this tonight doesn't mean
anything. It is not that they are going to take them off. They
are not there now and we really don't have all of the staff
people here. I thInk we ought to have Jim and Joe and Rick

have a chance to have some input OJ] this and put it back on for
a separate item at the next meeting.
Wilsonl I would like to mention to the council that when we
measured this afternoon we allowed the length of two parking
spaces for every conceivable turn radius on that bridge when I
said that we came up with 18 additional parking spaces that
are available there. When you take the parking space that are
painted on that bridge and take two of them and put them at
the end of the block and on both sides of the access to the
ramp, I don't think there is anyway on the world that you can
feel that anybody is going to crowded. I want to come back to

Courtney I City Council Information.
Kubby I I was hoping that l.any was staying tonight during Public
Discussion. He was going to talk about the trail summit. But I
will talk about it for just a minute. Last week there was a trail
summit meeting that was velY very interesting. There were
representatives from Cedar Rapids and people living in smaller
communities in the county and there was a lot of real good
discussion about how there can be not just recreational but
transportation trails connecting the northern corridor as well as
going south to Hills. And there was a presentation from the
recreation department in Coralville outlining their overall plan
of how trails from other communities will connect to trails
within their city to go through their city and commuting within
the city that would be shorter than people driving to groceI}'
stores. They could walk or bike to grocery stores and shops.
And I was velY glad to see this meeting of all these people
coming together and I am really looking forward to the city
finalizing it's conUl1itment to trails. We have kind of agreed to
the concept and with the open space plan it will get a little
more solidified. So I look forward to fut1tre discussions on that.
I wanted to talk a little bit dming my council information time
about our discussion about volume based rates because we are
going to defer it later in the agenda. I guess I just wanted to
put a call out for people to contact council as to they feel we
should deal with garbage. We are thinking about institutjng
some volume based rates, not for regular garbage that goes to
the landfill. But separating out a few more things. We talked
about three different items last night. Bulky rubbish, big
chairs, sofas, etc.. Untreated wood that is not from shrubs or
tree limbs. And the third one, I am blanking out what was the
third one we talked about. Demolition materials. So tllat for
every SO pounds or less you would have to put on a tag that
would cost a certain amount of money that you would separate
like you do your yard waste. We decided as a body not to go
for volume based rates in terms of the other garbage that went
to the landfill. [guess I IVant to hear some feedback about this
during the next two weeks as we discuss this more and make a
final decision. I guess I have a question. IS this going to be on
the agenda in two weeks from tonight.

Horow/ I totally agree with Karen on this in terms of people
contacting us because I think this volume base rate is a buzz
word that has been over used and under understood and I
encourage people to call me. I would love to talk to you about
it. This is not a simple matter. Volume based rates is a buzz
word that is used without people really understanding what
they are talking about. So, feel free to call me. I have a long
cord on my kitchen phone and as I make dinner I would be
glad to talk to you about it. Karen, it is the first time you and I
are going to disagree on this volume base rates thing.
Nov/ We are all going to come t some conclusion-intermediate
agreement. Don't worry about it.
Horow/ Behm~or modification. You are going to have to change your
habits, people.
Kubby/ One of the things we have all agreed to to some extent is that
one of the basis for out decisions is going to be that at least on
some items people are going to have to pay for what they
produce in tenns of the amount of waste you produce. What
we are disagreeing on is what are those categories of waste
that will be volume based and how effective that will be at
people looking at how we create waste and the kinds of waste
we create. And how effective it will be at reducing volume. I
think we should have our regular garbage that goes 10 the
landfill be volume based so that people will choose Ihe other
option about mulching, recycling, not creating so much waste in
the first place and that is where 1 disagree with the rest 01'-1
don't know if everybody on council but the majority or council.
So I want to hear from people who agree with me and who
disagree with me so 1 can make a final decision. That is all I
have.
Courtney/ While we are on the subject rather than wait until it
comes back around to me. It needs to be pointed out I think
some people get the impression that we haven't been
successful in our reduction and we have. We are well ahead of
schedule with the state mandates and there has been
considerable success at reducing the amount that is going. I
don't want people to be mislead and think that we are behind
schedule and not doing our jobs and following our

responsibility because we have made great strides. Not as fast
as some would like but-
Kubby! I have never heard anybody say that we are behind on this
issue.
COl1ltney! I think the public, in some cases, is being led to believe
that by comments that are made. That we are shirking our
responsibility as a council as a whole. Even in some cases in
the paper that it took us so long to do this and we are still not
doing it and to put a plan in took so long and we fought over it.
It,is just not true that we haven't had great success this year.
Kubby! Although just because we are on a time frame with the state
doesn't mean that we can't get more.
Courtney! We are well ahead of the time frame.
Kubby! My point is that we are doing fine in tenus of what our
obligations are in terms of state law. It doesn't mean that we
can't surpass that even more and that I believe that the
community is asking us to do more and that we should do it.
Ambr! If you recall about a month ago we had some announcements
that you penuitted me to make about the upcoming Kenducky
Derby which was sponsored by Handicare and the Variety
Clubs and Johnson County in which hundreds of small rubber
ducks were put into the river. They had a race amongst
themselves and there were prized awarded. For five dollars a
piece anybody could sponsor a duck and enter the contest. The
contest was postponed from May 1 to May 29 because of the
high water. Each councilor prior to that May 1 meeting
purchased and sponsored a duck. Along with that I know that
my wife Carly she sponsored six ducks. One for herself and one
for each one of our grandchildren. I am happy to report that
this aftemoon she received an official notice from Handicare
that one of her ducks came in 43rd place and she L~ to pick up
her prize which is a Handicare t-shirt. My surrogate was super
duck. Last seen he is still swimming.
Courtney! Not tme. Al of them are in my office. They captured all
of them for us and gave them back to us. They are on the self.
Horow! Are they really. Great. I really put some work on mine.
Kubby! I wonder if my necklace on my duck survived.
Courtney ! Yes. They are still there.

Horow/ Some of the activities that council people take part in are
vel}' vel}' interesting. Among other boards other than the
ECCOG, I sit on the Job Training Partnership Act Board as a
locally elected official. Now there are other citizens in this city
who are in the private industrial council part of this board.
They are Lois James of Lois James Inc., a financial adviser.
Jane Hagedorn fmm Bea Day Plumbers. John Sims of
Management Recruitment of Iowa City. Jane Warner from the
U. of J. who is currently the chair of the private industrial
council. The reason that I mention this is because the Job
Training Partnership Act essentially conduits federal funds,
your tax payer dollars, through our boards to projects in this
area for training and retraining and there are two programs
that I wanted to mention tonight. One which I find vel}'
interesting, this is state funded as well as federal, the State
Human Investment Program. In every county there will be a
program known as Iowa Invest Program. This is a remake of
the welfare reform to make opportunities to work and save
money while partially being supported on welfare. I urge
those companies or those associations out there who would like
more infol1uation about this to contact Cheryl Witney form the
DHS at 356-6050. Cheryl or someone she designates would be
willing to come out and talk to you about thIs Iowa Invest
Program. But it is the second program that I am really asking
for help. This summer unfortunately we do have as much
money. pass through money from Title 2B which is out of the
Department of Labor, fro summer programs fro disadvantaged
youth between the age of 14 and 21. Where as in previous
summers we have supported up to approximately 150 youth
during the summer in jobs. This summer we will have less than
30. I am asking anyone out there who is an employer and
possibly see their IVay to have a summer program for
disadvantage youth between 14 and 21 please please contact
the Job Training Part nership Act of Job Selvice and let them
know that you are willing to help out and help the
disadvantage youth gel a job this summer. We really need
some assistance. I just want to tell you because often times we
don't think alxlllt how federal moneys impact our region. Well
they do. I have been sitting on this board now for the past six
years and I can tell you that along with the other six counties

The name designated for the program Is "The Furniture Project." The program
would use one-third of the floor space of the architectural salvage bUilding which
Is located at 1147 South Riverside Drive. The proposed agreements, one with the
City and the other between the participating agencies, are Included In the Council
packet.

lIorow/ Yes. I have a question for !\'large or Pat. It is within the
agreement. Essential we have Domestic Violence being the lead
agency and providing among other things insurance for the
Furniture Project, volunteers, providing pest control for the
storage building. It was the pest control for the storage
building that I am concerned about because I helped work on
the storage furniture and boards and ginger bread from homes
that are being torn down that is going to be in the other pmt of
this building. How can you really be assured of controlling
pests in a shared building. I hate to see you into something
like that.
Pat Meyer/ We talked with the people who do pest control for us at
the Shelter now and sort of went over it. They think that we
can, at a rea~onable cost, they can take care of it.,
Horow/ Isolate you from all of that wood that will be stored.
Meyer/ We are going to have at least chicken wire initially. They
seemed to think that they can do it. I can come back with a
more concrete proposal if you need that.
Horow/ I just don't want you getting tied into something that is
impossible to carry out. .
Nov/ Chicken wire isn't going to do much if you have termites in
there.
Atkins/ I don't believe it is going to be a perfect situation. There is
going to be an element of risks. What I understand of the
project we will do our best. It is called pest control. There is a
risk. I just think we have to admit to that and hope for the'
best.
Marge Penney/ Part of it too is that obviously we are hoping that the
things that we are putting into that building will be in and out
and so obviously there is an issue and we certainly will be
looking. I think we will have a lot of questions to answer about
this in the first few months because obviously it is something
new. At the same lime I think it is meeting a need that we
have all recognized for a long time and so I think we are going
into this knowing that we are going to have t pay real attention
and update whatevcr mechanisms wc put into place.

Ambr/ I certainly intent to support this resolution. I see much of
the personnel work will be done by volunteers. Who is the
staff person coordinating.
Penney/ Right now we will be coordinating through the DVIP. They
have agreed to do it for the first sLx months. To be honest, it is
partially because they do so much of the furniture work now.
What we are really hoping is to be able to use one of the new
VISTAs. As you know we have had some full time Vista people
there during this year. Most of their terms are up and they are
going to be replaced and we are requesting that one of the ones
who is appointed to replace the ones who are leaving will work
at least a significant portion of his or her time coordinating that
activity. Even then there will be direct involvement of paid
staff from the agencies involved.
Horow/ Thank you.
Kubby / The only slight concem I have was the logistics about
evel}'body kind of going tlu'ough DVIP and hope that that is
not too complicated. In a certain sense that is your decision
how you do the logistics but it is something that I thought
about. People calling to see what is in your inventory. People
calling and saying I want to go is anybody else going that day
so we don't have six trips too many.
Penney/We have talked about this a lot. One of the reasons we got
to talk about it so much is that you all remember the winter we
had so the building went up a little more slowly than we
anticipated because of all the rain and the freezing and the
whatever. So we have actually had probably a half a dozen
meetings about this. I think it has wound up being vel}'
positive because we have talked a lot with agencies that will be
very main players and agencies that will minor players as
working out the logistics. We feel good again as a starting
place. Some of the concepts here are sort of radical. No matter
what agency gets the furniture, it goes into the building and
any other agency can take it out. We are really trying to do
this in a very good way. We may find there are some kinks
and then we will fix them. As we were talking earlier. A
policy place YOll begin and you have to make adjustments from
there and that is.

going. We are hoping that we are getting some folks here not
only who want to help people who are in need but also tying

landnIl. So this could be a win win in a lot or directions.
Courtney/ I was just going to say that a!'ter we get done with our
new ordinance on landnIl, it is going to cost you $6 to get lid of
that sofa.
Nov/ Maybe we ought to charge $10 and they will get more
furniture.
Penney/ The key, however I do want to point this out, this is
obviously going to be for things that are usable by a I'amily. We
are thinking about how we are going to deal wit !hat issue too.
Courtney/I have several discussion over the years with John Watson
with Goodwill about that problem. We don't want junk, we
want usable stafl'.
Penny/ There are families really in need and this could be a terrific
way to help I'olks without spending any money.
Il'leyer/ It does look like we have been incredibly involved in this. It
got started because so many of our families need furniture.
This is a way 1'01' us to sort of spread it our a little bit. Instead
of an agency telling a family that they are working with to call
us, they will get the furniture themselves. We are hoping
eventually we will be less involved but Initially there is going
to be a lot of work and car use. The staff person who has been
working on this has been working very hard to get it organized
so we can say to volunteers here are specific things you can do.
I think It is going to he much better once we get it set up and
then we won't be paying for storage then. So we are really
excited that the city is giving us the space.
Nov/ As I understand it is one 01' the problems with Goodwill is that
they allow drop offs. I assume you are not going to allow drop
orfs.
Penney/ No. That is not the plan here at all. Folks will contact us to
let us know that they have something and we will make
arrangements wit h them to get it from them.

Penney/That is correct. It will be,obviously we will be extremely
polite and we will be extremely clear on the telephone but this
is not an alternative for junk hauling. It is an attempt to divert
usabie things for famllles and individuals that need help.
Kubby / Another good example of agencies in Johnson County
working together and I want to thank DVIP for taking on the
responsibility as a step towards sharing the responsibility.
Milkman/ I just wanted to add one thing. One of the reasons for this
having one agency in control for something we were very
concerned about because there is a key to the gate that leads
into the airport property and then of course there is a key to
the building itself. We are also using the school district drive
and we were vel}' concerned that things be kept under control
and that we have some kind of control over this. And that is
the reason the agreement is worded that way.

Kubby/ Will thereof guess first I wanted to know why Mercy needs
the two feet. That why can't they move their building over two
feet or have the building two feet more narrow so they don't
have to use the 1'.0.11'.
Fosse/ I think it is just a matter of having a very tight spot to work
into, They want to bring the building as close to the 1'.0.11'. as
possible. And in order to do that the footings beneath ground
will extend into the r.o.w. and that will not cause us any
conflicts with our existing or proposed utilities.
Kubby/ And that won't cause any problems in term of repair of
utilities or the use of sidewalks once the project is completed.
Fosse/ No.
Nov/ Rick, how close is the actual building to the sidewalk. Not the
footings.
Fossel If I remember correctly it is on the property line. I mean on
the-let's see. I can't remember whether the sidewalk there is
one foot or four feet from the property line.
Courtney I The sign from the back row says four feet.

had started that we are voting on something after something
may have already started. ~'laybe the project started June 1
but getting into the r.o.w. dieln't start until after we voted. I
just wanted to make sure that we go through our process
before things start.
Fossel This was just another one of those approvals that sometimes
gets forgotten about. So when we became aware of it we
worked it in as quickly as wc could. BUlwe didn't want to slow
construction down eil her.

define pedestrian crossing by constructing three Island extensions from the south
curb of Jefferson Street between Madison Street and Clinton Street. The
temporary closure of a portion of Jefferson Street Is necessary during this
construction periOd which Is expected to begin June 15, 1993 and last four and
one. half months.

IOWA CITY AND THE WATERS CONSULTING GROUP, INC. FOR CONSULTING
SERVICES FOR A CLASSIFICATION STUDY FOR AFSCME EMPLOYEES.
Comment: The last classification study for AFSCME employees was conducted
In 1982. This study was agreed to during recent negotiations with AFSCME
represented employees and will Include the udpatlng of all job descriptions. The
contract fees are not to exceed $14,660 plus expenses.

Kubby/ Rick, I have a few questions about the curb. Is it that the
street is being widened and there will be new curbs or it looks
to me like areas where the curbs come out the street will be
more narrow than is current.
Fosse/ That is correct. The street will be narrower there.
Kubby'/ Why would we want tn do that.
l;osse/ Right now it is wider than what is needed for two lanes of
travel and the southern most lane is presently used for a bus
stop and for service vehicle parking. This will just serve to
better define those areas.
Kubby'/ Rut you go the street becomes more narrow and then it is
wider than it usually is. Then it gets more narrow. Then it
goes into a bus stop. As the bus is pulling out it is into the area
that is becoming more narrow. That concerns me.
Fosse/ At that point it is pulling into the traveled portion of the
Jefferson Street just as it does now. The only difference is is
that there Is an Island defining both ends of the bus stop area.
So that hopefully other vehicles, service vehicles especially.
won't be parking where the buses are suppose to go.
Kubby / And it will \1sually be more clear that that is for the bus. Is
the length of that bus stop enough that that bus-like sometimes
there are two cambuses at that stop at the same time. Is there
enough room for both of them to be in there when you pull out
into this narrow area and not cause a problem.
Fosse/ I think so. That is the way it was designed. Is larry here'l
Kubby / I suppose if they are following the traffic laws that that
shouldn't be a problem.
l.any Wilson/ I should emphasize that we don't think the function of
the street will change at all. We will keep two open through
lanes of traffic the same. The parking will remain on the south
side of the street much like it is now and it will just have
islands on either end to show where the parking is. The reason
for that is that we are having so much trouble controlling
violations. We thought if we made it more of a pull out then
we could have a belleI' chance of controlling it. As far as the
buses are concerned there is room for two buses to use it
simultaneously and they can pull in and pull our separately.
And that is all that stops there at this time.

Kubby/ The only thing that makes me nervous is this plus expenses.
I don't like these open ended things like that. I would rather
have them estimated and have it be part of the package and
they need to do a job estimate. How do we usually work this
kind of thing.
Helling/ Normally on something like this it is a reimbursement for
their actual expenses for travel and so forth. We don't' always
know exactly how many trips they are going to have to make.
We generally negotiate with them in putting the agreement
together to try to minimize those trips and try to keep those
expenses down. It is very hard to predict.
Nov/ Try to encourage them to buy their tickets in advance to keep
the prices low. too, I assume.

IOWA CITY AND THE IOWA CITY ASSOCIATION OF PROFESSIONAL
FIREFIGHTERS,IAFF, AFL.CIO, LOCAL #610, TO BE EFFECTIVE JULY 1, 1993,
THROUGH JUNE 30, 1994.
Comment: This agreement' includes the terms and conditions of the tentative
agreement reached by the City and IAFF Local 610 on December 17, 1992.
Wage and benefit adjustments under the terms of this agreement Include a 4%
across.the.board wage Increase, an annual payment of $150.00 ($15.00 per
holiday) to each bargaining unit member In lieu of overtime pay for holidays
worked, and a $20.00 per month co.payment by each employee who elects for
family coverage under the health care insurance benefit program of the City.

establish storage requirements and collection procedures for each type of waste.

REVENUES" OF THE CODE OF ORDINANCES OF THE CITY OF IOWA CITY,IOWA
BY AMENDING SECTION 32.1.55 THEREIN TO REVISE SOLID WASTE COLLEC.
TION FEES AND LANDFILL USE FEES (FIRST CONSIDERATION).
Comment: This ordinance revises Solid Waste Collection Fees ($11.00 to
$12.50), bulky rubbish fee, per Item collected ($0.00 to $6.00), landfill use fees
($38.00 plus tax to $44.25 and $49.25 plus tax), special waste disposal fee (1
1/2 times landfill use fee to 2 times landfill use fee), and the minimum landfill fee
from $6.00 to 10% of total fee per ton. In addition, a fee of $1.00 for each 50
pound bundle or container is established for all solid waste except residential
refuse.
